Directions for surveillance over election expenses to both DEOs
Bhopal: Chief Electoral Officer’s Office has begun preparations for by-elections in 27-Kolaras of Shivpuri district and 34-Mungawali Assembly Constituency of Ashoknagar district. There is possibility of an announcement soon about the by-election by the Election Commission of India.
The CEO Office has instructed Collectors and District Election Officers and Returning Officers of both districts to take action related to surveillance over the election expenses as per directions of the Election Commission. The updated instruction of Election Commission in connection with the surveillance over election expenses of September 2016 is available on EC website www.eci.nic.in which will also be applicable on these by-elections.
Election and returning officers of both districts have been told to study the instructions well and ensure its compliance at every level. Directions have also been given to appoint district nodal officers for surveillance over election expenses and organized meetings in this connection. Instructions were given to organize meetings with political parties for fixing rates of various material. Instructions have been given for formation of Assistant Expenditure Observer (AEO), Flying Squad Team (FST), Static Surveillance Team (SST) Video Surveillance Team (VST), Video Viewing Team (VVT), Account Team (AT), Media Certification and Monitoring Committee (MCMC) and Complaint Monitoring Control Room and Call Centre. The call centre will be open 24x7. Election officers have been told to deploy flying squads of Excise Department to check transport and distribution of illicit liquor.
Banks have been instructed to start making arrangements for opening of accounts of applicants and ensure supply of cheque books etc. Political parties should also be apprised with instructions regarding surveillance over election expenses and daily tally. Applicants filling nominations should be supplied with the updated register.
District Collectors have been told to make information about sensitive areas regarding election expenses. Inputs have to be collected from sector and police officials of selected sensitive pockets regarding expenses. Instructions have been given to apprise all regarding information related to surveillance over election expenses.-Window To News
