Amid the 'bad' financial condition of the state, Kamal Nath government counts its 'priorities'

JAN 09 (WTN) - The Kamal Nath government in Madhya Pradesh has cleared that they will run the government in a welfare manner in which there will be justice for all. At the same time, the state's new government has also cleared that the treasury is empty so the 'irrelevant' schemes to be closed after review due to ‘poor’ financial condition of Madhya Pradesh
.
Before the election, the Congress had made many promises in its manifesto and in this episode; the government has made it clear through the Governor's address that the government will withdraw false cases of electricity theft in farming and domestic use of electricity. Not only this, Section 135 and 138 of the Electricity Act related to power theft will be made bail able, so that the accused of electricity theft can get bail.

Also Kamal Nath government has decided to restructure the Electricity Regulatory Commission. Also some more decisions can be taken by the Kamal Nath government like; implementation of the NAYA SAVERA program for the poor and the workers, incentives in government procurement to the producers of cottage and agricultural based industries, formation of commission for the welfare of general category etc.

Through the Governor's address, the Kamalnath government also put the condition of the empty treasure left by the previous government. The Congress government, trying to uphold the hopes of the public after the election, has already cleared through the Governor's address that the government is struggling with serious financial conditions. According to the government, there has been a continuous decrease in revenue excess from six to seven years and in the budget of fiscal year 2018-19, the revenue surplus has become almost non-existent.

The Congress government has cleared that the total debt of the state in 2003-04 was 34 thousand 672 crores which has become one lakh 87 thousand 636 crores in the year 2018-19. Similarly, the interest payment of debt was Rs 3,207 crores in 2003-04, which has now increased to Rs 12 thousand 867 crores in 2018-19.

Keeping in mind the Lok Sabha elections, the Kamal Nath government has said through the Governor's address that the government will fulfill the promises made to the farmers, youth and citizens in the promissory note. Seeing the inheritance debt of previous government, the Kamal Nath government has made it clear that such irrelevant schemes of the previous government will be closed after review, due to which there is wastage of government funds.

It is worth noting that the Kamal Nath government had made huge promises from the people of the state to win the assembly elections, but to fulfill these commitments, the budget would be needed. But the fact is that there is a lot of debt on Madhya Pradesh at this time due to which the government will lack for the budget to the people lucrative schemes. The financial condition of the state government is that a symbolic budget of hundred rupees has been kept for four new irrigation projects, Suthalia, Hanouta, Tapti and Bhanni.

It is evident from the fact that the Kamal Nath government, struggling with a tough financial condition, will have to generate revenue to fulfill its promises made in the affidavit. However, what measures will be taken by the government of Kamal Nath government to save revenue and mobilize the revenue has been mentioned in the Governor's address. But it is necessary to see whether the Kamal Nath government is able to prove the public's criterion before the Lok Sabha elections.
