Interesting RTI for “15 lakhs”

During the 2014 Lok Sabha elections campaigns, Prime Minister Narendra Modi had said in his speeches many times that if black money comes from abroad, then there would be 15 lakh rupees in the accounts of citizens. Modi said this during election campaign as an example, but one person took it from serious and filed RTI for it.
Under the Right to Information Act, A person named Mohan Kumar Sharma filed RTI on November 26, 2016, seeking information that on when 15 lakh rupees would be deposited in each citizen's account as per Narendra Modi’s promises.  

Responding to this RTI filed 18 days after the demonization announcement by Narendra Modi, the Prime Minister's Office cleared to the Central Information Commission that under the law, this information is not covered and therefore cannot be answered.

During the hearing, Sharma, who imposed RTI, complained to Chief Information Commissioner RK Mathur that the Prime Minister's Office and the Reserve Bank did not provide full information to him. In this case Mathur made it clear that as per the promise of the prime minister, when Rs 15 lakhs would be deposited in the accounts of citizens, this information does not come under the ambit of RTI under section 2 (f).

According to this section of the RTI Act, information is from the material placed in any form including records, documents, memoranda, e-mail, press release advice, contract, report, document, sample, and logbook. At the same time, information can be affiliated to any private body, which may have access to public authority under any law.

In this matter Mathur decided that the steps taken by the Prime Minister's Office and the Reserve Bank, responding to the settlement of the RTI application, are appropriate.
