India and Indonesia started thinking about the proposal for cooperation in Sabang in 2014-15. Although Indonesia is not so active on the issue of South China Sea, but still conscious of the ‘imperialist policy’ of China, Indonesia decided to go with India on the issue of Sabang Island.

Sabang Island is a big victory for Modi's foreign diplomacy.
