According to information received from the media, the Modi government of the Center is preparing a major relief package for the farmers before the Lok Sabha elections to be held in 2019. It is being said that this may include a financial package for farmers. According to the information, the Ministry of Agriculture has discussed with Prime Minister Narendra Modi about the plan for a relief package. In this relief package, farmers can be given the facility of Direct Benefit Transfer on the basis of ‘Rythu Bandhu Model' of Telangana state.
It is being said that if the Central Government imposes this scheme to provide relief to the farmers, then it can cost about 1.3 lakh crore rupees. According to information received from the media, the Ministry of Agriculture has created a presentation about it in a meeting with Prime Minister Narendra Modi and during the meeting the difficulties faced by the farmers have been discussed. After which it is being said that soon Prime Minister Modi can announce a mega plan for the farmers.
According to the information, the Central Government is focusing on the ‘Rythu Bandhu Model' of Telangana statr, the largest of the current options. Under this scheme, the State Government of Telangana has made a provision of Rs 12,000 crore for this financial year. In this scheme, the state government gives Rs 4000 per acre for the farmers in a season, for seeds, fertilizers, insecticides and wages etc.
Although this plan is not as easy as it looks. Before implementing this ambitious scheme of farmers' interest, the TRS government of Telangana state has done a lot of hard work. In this, the state government prepared the digital land record and after that the beneficiaries identified, then the eligible farmers were given Rs 4000 per acre.
It is being said that in order to please the farmers, the Central Government can start a scheme like Madhya Pradesh's Bhavantar Yojna, implemented in Shivraj Singh Chauhan government. That is, if the farmer gets fewer prices than the minimum support price of his crop, the government can repay this difference. If this scheme is to be implemented, then the Central Government can pay 70 per cent of the difference to the farmers and state government will pay remaining 30 per cent.
As you know, one of the reasons behind the BJP's defeat in the Madhya Pradesh, Rajasthan and Chhattisgarh assembly elections is the anger of the farmers. The Opposition alleged that during the demonetization, there was a problem of cash in before the farmers, due to which the farmers could not purchase fertilizers and seeds during that time, while the farmers are not getting proper price of their crop, due to which the farmers are upset.
After the defeat in three states, it is discussed that before the 2019 Lok Sabha elections, the Modi government can implement the scheme of loan waiver of farmers. Along with this, it is being said that the there may be changes in the Prime Minister's Crop Insurance Scheme so that more and more farmers can get the proper benefit.
