DEC 31 (WTN) - After a long waiting of 20 years, the country finally has got the first Chief of Difference Staff (CDS) in the form of Bipin Rawat. You must be wondering what the matter of waiting for the last 20 years is? Before we explain to you about this, let us tell you what is the post of Chief of Defense Staff? For your information, let us know that the Chief of Defense Staff (CDS) is a post on which the officer residing is the head of the three forces of India and an officer of four-star General rank is appointed to this post. The Department of Military Affairs will be formed soon after the creation of this new post in India and the Chief of Defense Staff (CDS) will be its head.
 
The most important responsibility of the CDS will be to have better coordination between the three forces i.e. Army, Navy and Air Force. The person sitting in this post should have a special qualification in military management. The Chief of Defense Staff can meet the Minister of Defense in cases involving the three forces without the permission of the Secretary of Defense and advise him about military management and coordination among the three forces. That is CDS will be the Principal Military Advisor to the Minister of Defense. In the case of India, the CDS will be a four-star officer just like the heads of the three forces, but in the protocol, it will be ahead of those three.
 
In fact, Prime Minister Narendra Modi had said in his speech from Red Fort on 15 August this year that the Chief of Defense Staff (CDS) will be appointed in India soon. Now let us tell you why India needed to create this post. In fact, in the Kargil war in 1999, there was no better coordination between the three forces. After the Kargil War, the Group of Ministers (GOM), formed in 2001 under the chairmanship of the then Deputy Prime Minister L.K.Advani, found after review that there was a lack of coordination between the three forces during the war, and if there had been the right coordination among the three forces, loss of life and money loss could have been reduced considerably. At the same time, it was suggested to create the post of Chief of Defense Staff (CDS).
 
For your information, let us know that before India, there is a post of Chief of Defense Staff in many countries of the world. Most of the 29 countries associated with NATO (North Atlantic Treaty Organization) appoint the Chief of Defense Staff to the highest rank of their armies under this arrangement. Apart from India, currently, the post of Chief of Defense Staff is held in about ten countries including the United Kingdom, Sri Lanka, Italy, and France. For the sake of information, let each country provide different powers to the CDS so that coordination between the three armies can be strengthened and the strategy can be implemented quickly in the event of a military operation.
 
After serving the country as General, Bipin Rawat is going to serve in the important post of Chief of Defense Staff. His most important responsibility in this post will be to improve the coordination between the three forces. At the same time, Bipin Rawat as CDS will also be the permanent chairman of the Chiefs of Staff Committee, in which CDS will have mutual coordination and management of the operations of the armed forces. After the creation of this new post, a condition has been laid that the person appointed on this post will not be able to take any government post in the future. It is also being said that the CDS will have the power to decide on the administrative issues of the three forces, but the CDS will not be able to give any military command. 
 
The newly appointed CDS Bipin Rawat may continue to hold the post of Chief of Defense Staff till the age of 65 years. That is General Rawat can continue in this post for the next three years as his age is 62 years at present. The government on Saturday announced the maximum age of 65 years for the CDS, by changing the rules of the Army for the post of CDS. For your information, let us know that during his three-year tenure, the military officer Bipin Rawat not only kept control of Pakistan and its sponsored terrorism but General Rawat has also thwarted China's nefarious moves during this period. It remains to be seen what kind of management and strategy Bipin Rawat as Chief of Defense Staff adopts to reconcile the three forces.
 
In fact, after taking lessons from the Kargil war, India should have been appointed the Chief of Defense Staff immediately, but due to lack of political will; this post was created 20 years after the suggestion. This post should have been constituted much earlier in view of the potential threats from Pakistan, Pakistan sponsored terrorism and expansionary mindset country China. But of late, with the formation of the post of Chief of Defense Staff, there will now be better reconciliation between the three forces of India. At the same time, in the event of war, better coordination between the three forces and efficient strategy and management during the war can benefit India.
