Bhopal: CM Shivraj Singh Chouhan said that a prosperous Madhya Pradesh will be built with active support and participation of citizens. He asked for suggestions from the citizens for a prosperous Madhya Pradesh. Chouhan said that Janjatiya Adhikar Sabhas will be formed in every village in the tribal areas. This Sabha will have the right to take decisions relating to the use of local development and resources. He said that priority on government concessions will be given to the industrial units investing in the state and providing employment. Chouhan was addressing a state level Independence Day ceremony at local Lal Parade Ground. He took salute of the parade at the ceremony.
Chouhan paid tributes to all the martyrs who laid down their lives for the country’s freedom. He said that the families of the jawans who sacrificed their lives for the country will be given a samman nidhi of Rs one crore. Out of this amount, 40 percent will be deposited in the accounts of the parents of the martyrs and the balance amount will be given to his successor. A life pension of Rs 5 thousand will also be given to the parents of the martyr. Flats will be provided to the children of the martyrs who go to cities to pursue higher studies. Shaheed Samman Divas will be observed in the state every year on August 14.
Chouhan said that an empowered and prosperous India is coming up under the leadership of Prime Minister Narendra Modi. It is important to build a new Madhya Pradesh to build a new India. From a Bimaru state to a progressive one, we are now moving towards becoming a developed state. Now a prosperous Madhya Pradesh has to be built. Chouhan said that Madhya Pradesh is ahead in every field. There is adequate electricity. There is adequate irrigation. Narmada is being linked to Gambhir river. Later it will be linked to Parvati and Kalisindh rivers.
Chouhan said that the prosperity of farmers is the first priority of the state government. Farmers have been given several concessions. They have been given the full value of their produce. He said that assistance should be given to the farmers on per hectare basis. Per capita income has increased but there is need to increase it further. Pattas are being given to the poor to build pucca houses. No poor will be deprived of a house and land. Electricity bills are being waived. Expenses of childrens’ education will be borne by the government. All houses will have electricity by the end of this year. He said the Shikshakarmi culture has been stopped giving place to a respectable teacher’s post. ‘Ek Parisar-Ek School’ has been introduced in Betul district on experimental basis in which all modern resources will be made available in the same school premises. The “Mil Banche Madhya Pradesh” is beginning on coming August 17. He appealed to all the capable citizens to visit schools of their choice and teach children, narrate informative stories and donate books.
Chouhan said that a Gram Sarovar Abhikaran will be formed for the construction of small ponds in a well-planned manner. This Agency will construct 5 thousand ponds in 5 years.
The industrial policy has been changed in order to provide direct assistance in investment instead of giving tax exemption to industries to increase employment through industries,. He said that the economic condition of the state has been constantly improving. Our growth rate has consistently been double digit in the past several years. This is a significant achievement. The poor families will be able to mobilize all basic amenities and increase the income of the poor families.
Sambal Yojana to remove worries of the poor
Referring to Mukhya Mantri Jan-Jalyan Yojana “Sambal”, Chouhan said that this Yojana will do the work of removing basic concerns of nearly half the population of the state like food, clothing, shelter, health, education, electricity, employment etc. From January 2018, Land Deeds have been given to more than 9 lakh families in the rural areas. More than 35 lakh families including the land deeds distributed earlier have got residential plots. More than 7 lakh houses have been built in rural areas under the Pradhan Mantri Awas Yojana. Construction of 1.25 lakh housing has been completed. The state has joined the country's leading states, with toilet facility in 94 percent houses in rural areas.
Electricity bills at the rate of Rs. 200 per month are being given since July to registered labourers and sannirman karmakars. After being self-dependent in the power sector, now the goal is that every citizen's house is illuminated by electricity. Electricity has reached all eligible beneficiaries in 31 districts under Saubhagya yojana. Our aim is to electrify every household in the state by October.
Rs 35 thousand crore deposted in farmers’ accounts
The Chief Minister said that irrigation rakba is being increased to achieve the target of doubling income from agriculture in five years. Right now it is 40 lakh hectare which will soon be increased to 80 lakh hectare. This year an amount of Rs 35 thousand crore has been directly deposited in the farmers’ accounts through crop insurance, Mukhya Mantri Krishak Samriddhi, Bhavantar Bhugtan, crop loss due to natural calamities and various other schemes.
Allied sectors of agriculture are also being encouraged. While modifying the rules, relief amount has been increased to Rs 30 thousand per hectare. This year, banana crop damage relief has been increased from Rs 27 thousand to Rs one lakh per hectare and maximum Rs 3 lakh per farmer, due to which the farmers of Burhanpur got the support of the government at the time of disaster.
Chouhan said that Madhya Pradesh is the first state to have enacted a law for the protection and welfare of land owners and sharecroppers. The land owners can now five their land for sharecropping for 5 years without any worries.
Rs 20 thousand crore investment in Smart City Project
Chouhan said that the Smart City project includes seven cities - Bhopal, Indore, Jabalpur, Gwalior, Ujjain, Satna and Sagar. The emphasis is on redeployment and reconstruction in these cities. There is a plan to invest Rs 20 thousand crore in this project. In the cleanliness survey, Municipal Corporation of Indore was the first and the Municipal Corporation, Bhopal, stood second for the second consecutive year. In the next three years, no urban body in the state will remain deprived of drinking water and no drinking water project should remain incomplete.
The Chief Minister said that investment has been made in the development of roads in particular. The development process will continue further. The government is working on the reconstruction/upgradation of 6,600 km of roads and renewal of 3,200 km long roads. The task of connecting all divisional headquarters to four-lane and two district headquarters with two-lane will be completed on priority shortly. In addition, important road construction projects like Chambal Expressway are being emphasized. Not a single village will remain unconnected to Barahmasi roads in the rural areas in the near future.
One crore 15 lakh families to be benefitted from Ayushman Bharat Yojana
Referring to the Ayushman Bharat Scheme launched by Prime Minister Narendra Modi for the health of the poor, Chouhan said that under this scheme, free treatment has been provided to every poor family upto Rs 5 lakh. About 75 lakh families of the state have been covered in the scheme. The state government has taken one step forward and included 22 other category families under this scheme. With this step, the benefit of Ayushman Bharat Scheme can be taken to about one crore 15 lakh families of the state.
Chouhan said that 500 seats have been increased in MBBS course by introducing new medical colleges in Datia, Vidisha, Khandwa and Ratlam from this academic session. New Medical College has been approved in Seoni and Chhatarpur. In this way, 6 new medical colleges including Shahdol, Shivpuri, Satna and Chhindwara will start functioning in the coming days.
“Ek Parisar-Ek Shala”
The Chief Minister said that the concept of “Ek Parisar-Ek Shala” is being introduced to improve the quality of school education. Under this, all kinds of schools running in one campus will be integrated and run as one school. This will help in better utilization of teachers and other resources. He said that while the shikshakarmi system has been ended in schools, teacher cadre and contract teachers have been merged in the Education and Ttribal Welfare Department. After a long time, the process of recruitment of regular professors has been started in the colleges. Children of registered labourers will also started getting the benefits of the Mukhya Mantri Jan-Kalyan Yojana from this year.
Skill promotion of 7.5 lakh youths every year
Chouhan said that the State Government has set a target of skill development of 7.5 lakh youth per year under the Youth Empowerment Mission. An international level Global Skill Park worth Rs 645 crores is being set up in collaboration with Singapore in Bhopal. In order to provide employment to the youth, employment fairs were organized by the state government on a large scale at the district headquarters, in which approximately 1.25 lakh youths were provided jobs. Under the state government schemes related to self-employment, about one lakh youth have been provided specialized camps this month and loan clearances have been provided throughout the state. In the MSME Development Policy 2017, the integration of various grants has been made more attractive for medium, small and micro enterprises. More than two lakh MSMEs have been registered in the state last year, with an investment of Rs 1,400 crore and 5 lakh people have got employment.
Rs 2 lakh crore to be spent on tribal welfare
The Chief Minister told that Rs 2 lakh crore will be spent on tribal welfare in state in the next five years to ensure all round development of all tribes. Taking a new step towards tribal welfare, International Tribal Day was observed this year on August 9. Janjatiya Adhikar Sabhas will be constituted in every village in scheduled blocks. In view of the problem of malnutrition especially in the backward tribes, nutrition grant of Rs. 1000 per month is being deposited in the bank account of each family. The all-round development of Scheduled Castes is on government’s priority.
Scholarships worth more than Rs. 732 crores are being given to more than 22.5 lakh students per year. Besides financial assistance of nearly Rs 362 crore has been provided to 11 thousand beneficiaries under Mukhya Mantri Swarozgar Yojana, Yuva Udyami Yojana and Arthik Kalyan Yojana last year for economic development of these categories.
Security of women
Chouhan said that Madhya Pradesh is the first state to have got the law passed in the Vidhan Sabha to make rape or gangrape with young girls punishable with death penalty. There are 50 special courts working for resolving such crimes. In the last six months, rapists of minors have been sentenced to death in eight such cases.
Chouhan said that this year also plan is being made for plantation of 7 crore saplings of high quality in the Narmada and catchment areas of other rivers in the entire state. Keeping the conservation of Narmada river in mind, the state government has constituted the “Narmada Seva Mission”. Sewerage schemes worth Rs 1300 crores are in progress in 19 urban bodies of the Narmada river. State government has taken several steps this year for the welfare of forest produce collectors. Tendu Patta collectors are being given Rs 2 thousand per standard gunny bag which is 60 percent more than last year. For the first time shoes-slippers, water bottles were distributed to 22 lakh 35 thousand tendu patta collectors and sarees to women collectors.
Lok Kalakar Mandal to be constituted
Reiterating the commitment of the State Government for preservation of art and culture, the Chief Minister said that a statue of Adiguru Shankaracharya is being set up in Omkareshwar. Acharya Shankr Cultural Unity trust has been constituted. Lok Kalakar Mandal is being constituted to preserve art and culture. Five new Hindi Seva Sammans have been introduced. Thousands of senior citizens have availed the benefit of Mukhya Mantri Teerth-Darshan Yojana. The state is being recognized as a ‘sports hub’. Sports infrastructures have made a remarkable development in the last one and a half decade. Players are winning medals at the national and international level. The state government has taken full care of the welfare of the employees. Seventh payscale has been given to the employees and pensioners. He said that for good governance, 34 services are provided in a day under the Samadhan Ek Din-Prompt Service System. CM Helpline is a citizen-centred service initiative in which 95 percent complaints received so far have been redressed.
Effective crime control
CM Chouhan has said that government is proving to be successful in continuously improving the law and order system in state. The state has set an example for the country in setting up communal harmony. As many as 161 new police stations and 111 new police check posts were established in the previous years and recruitments were made for 42 thousand 336 posts. There is a provision of Rs 40 crores this year for the construction of a separate cell in 676 police stations for women. More than 50 lakh victims and needy have received police help on the spot from Dial -100 Yojana. Madhya Pradesh is the first state to effectively control crime by installing 10 thousand CCTV cameras at sensitive spots all over the state.-Window To News
