Divisional Commissioner Kiyawat sends report to state government

Death of 3 Covid patients not related to disrupted power supply in any way 
 
Bhopal 12 December 2020: The death of 3 Corona positive patients in the Covid ward of Hamidia Hospital is not related to the interruption in power supply. Commissioner Bhopal division Kavindra Kiyawat has stated this fact in the investigation report sent to the state government. It may be noted that Chief Minister Shivraj Singh Chouhan had instructed Kiyawat to investigate the incident and submit a report today.

In the report sent to the state government, Commissioner Kiyawat has mentioned that the power supply from M.P. Madhya Kshetra Vidyut Vitaran Company in Hamidia Hospital Complex was interrupted between 05.45 pm to 07.15 pm on December 11 due to fault in the sub station. Out of the five DG sets installed in Hamidia Hospital premises, four DG sets switched on automatically due to power supply disruption and the other parts except the Trauma Unit (Corona unit) remained unaffected. Five DG sets (250 kVA each) are installed for alternative power supply in Hamidia Hospital Campus. The auto switch of the DG set in the Trauma Unit (Corona Unit) did not get switched on automatically and remained closed for 01 hour 30 minutes. The responsibility of operation and maintenance of the DG set in the Hamidia Hospital campus was entrusted to the Electrical Engineering Branch of the Public Works Department who further entrusted this task to Mohammed Faeem of outsourced agency. The outsourced agency, which was entrusted with this task directly by the Electrical and Mechanical Branch of Public Works Department, is prima facie responsible for the DG set installed for the Trauma Unit not getting switched on automatically, hence appropriate action should be taken against the concerned agency by Executive Engineer, Public Works Department. The officer who is responsible for the supervision of the successful execution of this work, also cannot be relieved of his responsibilities. Rakesh Barve is the sub engineer responsible for the supervisory work in the case who has been suspended under Rule 9 of Madhya Pradesh Civil Service (Classification, Control and Appeal) Rules, 1966 on December 11, 2020 and the process of disciplinary action against him has started. Show cause notices have also been issued to Jatin Ahirwar, Assistant Engineer, Public Works Department, Electrical and Mechanical Branch under disciplinary action.

Vaibhav Jain, Bio Medical Engineer had also ensured smooth operation of all the health equipments through which health facilities were being provided in the ICU ward to the patients admitted in the Trauma Unit (Covid Unit) during the interruption of power supply through backup power. After power supply was restored in the Trauma Unit (Corona Unit), health check up of all Covid patients was conducted by the medical staff posted there and there was no deterioration in the condition of the patients admitted there. There is no relation between the death of 3 Covid patients which occurred between 10 pm on December 11 and 5.oo am on December 12 with the disruption in power supply in the Covid ward from 5.45 pm to 7.15 pm. Patients were being served through battery backup during the disruption in power supply and backup power was available to operate the ventilator.

Divisional Commissioner Kiyawat had got the matter investigated on two points. The first point is for what reasons was the power supply disrupted in Hamidia Hospital from 5:45 pm to 7:15 pm on December 11, and who is responsible for it. He had appointed Additional Commissioner Revenue Smt. Usha Parmar as the investigating officer for the probe. The second point for investigation was focused on the investigation of the three deaths that occurred in the period between 10 pm on December 11 to 5:00 am on December 12.
