Bhopal 25 January 2021: Chief Minister Shivraj Singh Chouhan has said that when citizens are able to avail services within a specific time frame without having to wander from pillar to post, it is good governance. For this purpose ten years ago, Public Service Management Department was formed in Madhya Pradesh services were provided to citizens. Chief Minister Chouhan said that this also protected the right to equality of citizens. They do not have to bother to get any work done. Other states are also doing such work inspired by Madhya Pradesh.

Chief Minister Chouhan said that from today services are being provided by phone only through CM Service 181. While expanding this, now three more, most useful services of Khasra, Khatauni and copy of map will be provided through CM Janseva (Beta Version). With this, WhatsApp Chatbot service is also being started in the state. Many new services have also been started in the last 8-10 months. Information about this system should also be publicized by public representatives so that maximum people can avail the services.

Chief Minister Chouhan was addressing the programme “Stepping forward in the field of public service and good governance” in Minto Hall. The programme was organized in Madhya Pradesh on the successful 10 years of Public Service Delivery Guarantee Act. Collectors and other officials were awarded for outstanding work on the occasion. Cooperatives and Public Service Management Minister Arvind Singh Bhadoriya and Minister of State for Public Works Suresh Dhakad were also present.

Chief Minister Chouhan said that public is the most important in a democracy. Madhya Pradesh is my temple and the people here are God to me. The priest of this temple is Shivraj Singh Chouhan. Chief Minister Chouhan congratulated the officers awarded for their excellent work and called upon them to make the citizens aware about the available services to them. Essential services should be provided to the common man by working with full potential in team spirit while ensuring that the citizens can save on wastage of fuel, energy, time, amount etc. and do not have to face any difficulty.

Chief Minister Chouhan said that the system can be tightened with dedicated and efficient officers and employees. Those who give trouble to the public will not be tolerated. For this purpose, the Public Service Delivery Guarantee Act has been enacted. It is being ensured that the officials who do not work within the prescribed time limit are fined. Chief Minister Chouhan told the officials that by continuously monitoring this system, better facilities can be provided to common citizens.

Chief Minister Chouhan said that service is most important in a democracy. When delivery of public services was started in Madhya Pradesh, only few services could be availed. Today their number has increased to around 500. The Public Service Guarantee Act has proved to be effective for the public. Public Service Centres are disposing of works within time-limit. Samadhan Online system has also been restarted. Under this, the problems identified are resolved through video conference in the presence of state level officials and concerned district officials. Chief Minister Chouhan called upon the collectors to make these arrangements for good governance. CM dashboard will be the new medium available to the public.

Chief Minister Chouhan praised Indore Municipal Corporation Commissioner Smt. Pratibha Pal for being alert and active till a few days before delivery and ten days post delivery for fulfilling her duties. The Chief Minister said that the example set by her is inspiring. Other officers should carry out their responsibilities in a similar manner with the same sense of service. Chief Minister Chouhan praised the efforts of Chief Secretary Iqbal Singh Bains, Principal Secretary Manish Rastogi, retired IAS Manohar Dubey, former Secretary to the Chief Minister and posted in Government of India Anurag Jain and Executive Director, Madhya Pradesh State Public Service Agency Nand Kumaram for the progress in public service management and good governance sector in Madhya Pradesh.

Public Service Management and Cooperatives Minister Arvind Singh Bhadauria said that 24 states of the country have constituted Public Management Department considering Madhya Pradesh as an ideal. Ten years ago, important initiatives were taken in the field of public service and good governance in Madhya Pradesh. Today, the best performers in this field are being honoured in the capital and districts. About seven crore problems have been resolved. As per the philosophy of Pandit Deendayal, work is being done to benefit everyone in the society.

New innovations launched, new deemed services

Chief Minister Chouhan pressed the button and launched new facilities in public service including CM Janseva, CM Dashboard portal, WhatsApp Chatbot facility and adding valid approval category with amendment to Public Service Guarantee Act. Four new services of valid approval category in the field of good governance were announced in the programme. It has one service related to the Science Technology Department and three services related to the Industry Policy and Investment Promotion Department. Under this, if any service is not provided by the designated officer within the stipulated time, then they will be automatically generated by the portal and will be received by the applicant. The Department of Science and Technology will grant permission for setting up infrastructure to provide wire line or wireless based voice or data access services. The Department of Industry Policy and Investment Promotion will provide services for issuing letters of intent, issuing allocation orders and providing ownership. Three important services will be available on the phone itself under CM Janseva 181. Now, along with income certificate, bona fide certificate, copy of Khasra-Khatauni will be available on mobile.

e-magazine, book release along with screening of film

A film related to the work done in the field of good governance and public service management was also screened during the programme. In this, information was given about the works completed in the last decade. Chief Minister Chouhan and other guests released an e-magazine based on the innovations in the field of public service and good governance on behalf of the Department of Public Service Management. Chief Minister Chouhan and Minister Bhadoria also released the book “Sushasan” by Dr. Ashish Agarwal.

Awards to outstanding districts

Three districts have been selected for outstanding work in delivery of public services. For this, Collector Niwari Ashish Bhargav, Collector Gwalior Kaushalendra Vikram Singh and Collector Jhabua Rohit Singh were awarded. The Chief Minister gave certificates to them. Three designated officers were also awarded for outstanding work. These include Satish Gangrade Indore, Shyamali Sen Gupta Satna and Shivbhushan Singh Satna.

CM Chouhan interacted directly with beneficiaries

Chief Minister Chouhan interacted with Prakash Chourey of Hoshangabad district through video conferencing and sought information about the process and the facility received through public service. Chourey told that he had applied for the bonafide resident certificate by calling CM 181 under the CM public service. He got the certificate on his mobile WhatsApp at home in a single day. He informed that he got information about this innovation under public service in a programme in Babai from the Chief Minister’s speech.Chourey told the Chief Minister that he is visually impaired. Therefore, this facility proved very beneficial for him. Now the public will be able to get their income, bonafide resident certificates from the comfort of their home. For this, he also thanked the Chief Minister wholeheartedly. Chief Minister Chouhan extended best wishes to Prakash Chourey. MLA Sitasaran Sharma was also present on the occasion. Chief Minister Chouhan also interacted with the beneficiaries of Raisen and Jhabua districts. These include Deep Sen and Kantilal.
