Collectors and other officers should give their best in the development of the state
Instructions given in monthly video conference
Bhopal 08 February 2021: Chief Minister Shivraj Singh Chouhan has said that officers and employees should work with full capacity, dedication, honesty and hard work to ensure the welfare of the people of the state. Collectors, departmental officers and their staff should give their best in the development of the state. We are all one for development. If there is any shortfall in our efforts, it will not be in the interest of the state. Chief Minister Chouhan, interacted with the Collectors and Commissioners, I.Gs and SP level officers in the first session through video conference at Mantralaya.
Chief Minister Chouhan said that monthly review will be conducted as per the fixed agenda. There will be 29 days of work and one day for review in the month. Chief Minister Chouhan said that this monthly review is a powerful medium of good governance. He told to continue the campaign with full force against adulterators and mafias. Chief Secretary Iqbal Singh Bains was present in the video conference.
Officers will be patted on their backs for good work
Chief Minister Chouhan said that the officers who do good work will be patted on the back. If the officials do not give results, they will not hold those positions. Executives doing best work will also be praised for making fair assessment. Chief Minister Chouhan said that all are equal in his eyes.
Continue action against Mafia, efforts to recover missing girls are laudable
Chief Chouhan said that action should be continued against Mafia strictly. Chief Minister congratulated 3 districts Betul, Satna, Rewa for good restrictive action to curb identified crimes. He said that the efforts to find the missing children have been good. Cybercrime should also be
stopped with the same readiness.
In the conference, DGP Vivek Johri informed that in the last four years 25 people have been sentenced to death in cases of rape with girls below 12 years of age. In these cases, the accused have appealed in the courts, which are being monitored. Strict legal action is being taken in cases of crime against women and habitual offenders. The cases related to abduction of girls were reviewed. As a result of Operation Muskan, conducted in January 2021, information about a total of 2632 boys and girls was collected and they were restored to their families.
Chief Minister Chouhan praised these efforts of the police. He also instructed that such families be given letter of authority so that they remain aware of the efforts being made in relation to the recovery of minor boys and girls.
It was informed in the conference that Betul, Ashoknagar, Hoshangabad and Sehore districts have done very well in cases of disappearance of minor boys and girls. These districts have got 75 to 90 percent success in cases. The Chief Minister also congratulated these districts. Chief Minister Chouhan said that social, psychological studies should also be conducted in such cases. We all have an obligation to protect the girl child. He said that the Samman Karyakram being run by the police is commendable. Awareness efforts must be continued.
137 major encroachments razed in a month
It was informed in the conference that the districts that have taken effective measures against the land encroachers, goons, crooks, illegal occupants include Dewas, Chhatarpur, Seoni, Jhabua and Niwari. Action was taken against 695 goons from January 1 to January 31, in which NSA was imposed on 37. A total of 137 major encroachments were pulled down. Total land worth Rs 13 crore 94 lakhs was freed. During the proceedings against the mafia, it is being ensured that the poor and law-abiding people do not suffer.
Conduct campaign against adulteration with full force
Chief Minister Chouhan said that the campaign against those who adulterate food items should be continued with full force. It was told in the video conference that 48 cases have been registered in the state in a month. A total of 46 guilty people were arrested. The adulterated material costing a total of 1.36 crores was seized. A total of 10 cases were registered under NSA. Action was taken against two persons for externment from the district. In action against black marketing of food grains and ration, food grains worth Rs 7 crore 99 lakh have been seized in 137 cases. For this, action under NSA was taken against 8 guilty persons.
Madhya Pradesh tops in P.M. Swa Nidhi scheme
Chief Minister Chouhan said that the Pradhan Mantri Swa Nidhi Yojana is a life-changing scheme. He obtained the district-wise information about the progress of the Swa Nidhi scheme under which interest-free loan is provided to small businessmen (street vendors) who are hawkers in urban and rural areas. It was told that Alirajpur, Niwari, Indore and Singrauli districts are ahead in the implementation of the scheme. Chief Minister Chouhan congratulated the district collector concerned. Under the scheme, loan amount has been distributed in 2 lakh 25 thousand 374 cases in urban areas. The portal has been activated for the Chief Minister Rural Street Vendor Loan Scheme, in which 12 lakh 78 thousand 637 applications have been received till January 29. The Chief Minister said that collectors should motivate the district panchayats for playing an active role to ensure the benefits of the scheme reach the eligible people in urban and rural areas. He appreciated the experiment done in Gwalior to provide ration to the elderly and Divyangs at their homes. He said that other districts should also do this innovation of service work.
Government's priority is to make self-help groups capable
Chief Minister Chouhan said that it is a top priority for the state government to make women financially prosperous and self-reliant through self-help groups. The work of self-help groups in Madhya Pradesh is progressing well. Strive for its continued progress. He said that efforts of bank and market linkage to the groups have been successful in the state. Make Local a Vocal. Districts should innovate. Do this work in a missionary mode. On this occasion, the Sheopur Collector informed that the women of the groups were making school uniforms in Sheopur district. Gau Kashth is also being prepared. Besides, Aajeevika Expresses are also running. Women are working as guides in the Kuno Sanctuary. An innovation has also taken place in Bhopal district, in which women of self-help groups are preparing gift hampers to be given on festivals, this will increase their income. Cooperation and guidance is being given to the groups for such activities by the District Panchayat Bhopal.
Stop illegal mining, transportation, increase revenue, good initiative in Bhopal division
Chief Minister Chouhan instructed the collectors that illegal mining and transportation should be strictly stopped. Perform these tasks with strong willpower and give positive results. He congratulated the districts of Katni, Khargone and Raisen for increasing the quantity of mining in legitimate sand mining work and also praised other districts that performed well. He said that the initiative taken in Bhopal division is commendable, under which validity and overload checking is done at the check post. Raisen, Khargone and Shivpuri districts have done the best work in increasing the legitimate quantity of transport of sand mineral. Apart from this, there has been good success in this work also in Sehore district.
Commissioner Bhopal Kavindra Kiyawat said that the revenue receipts of Sehore district alone have increased from 9 crores in December to 20 crores in January. Revenue realization is increasing in Bhopal division. It was told in the video conference that in the prevention of transportation of sand without royalty, Khargone ranks first with 92 percent cases resolved. Rajgarh and Umaria districts are second with 77 percent of cases resolved. Indore is at the top in the prevention of illegal transportation of minor minerals, where 100 percent disposal of cases has been done. Similarly, Satna is second with 94 percent and Balaghat is third with 79 percent. It was told in the conference that KJS Cement plant in Satna district was fined Rs 36 crore 4 lakh. An amount of 3 crore 25 lakh was recovered in the Samadhan Yojana. Five mines were cancelled when irregularities were found in the mines. In Indore district, a campaign to cut excess slabs in vehicles transporting excess sand capacity was carried out.
Procurement and consumer welfare
Chief Minister Chouhan obtained information about paddy procurement work and payment made to farmers. The Chief Minister asked the Morena Collector to take action against the guilty on complaints related to purchase of millet. He said that protection of farmers’ interest should be ensured. He received information from the collectors of Gwalior and other districts about the cases registered in connection with irregularities in food grains procurement. It was informed at the conference that 37 lakh 26 thousand 496 metric tonnes of paddy, 29 thousand 582 metric tonnes of jowar and one lakh 95 thousand 335 metric tonnes of millet have been purchased in the state. Paddy worth 6961 crores and jowar and bajra worth 497 crores was purchased. The amount has also been paid to the farmers. Due to irregularities in the procurement of food grains, 48 FIRs were registered across the state. A total of 5203 quintal material was seized. 15 vehicles were seized in Rewa and 12 in Singrauli. Chief Minister Chouhan praised the effective action taken in Gwalior. A total of 1230 quintal material has been seized in Gwalior. A case has been registered against 13 persons found guilty. Four FIRs have also been filed. The cases are under police investigation. 5 vehicles have also been seized in the action taken in Gwalior.
In the video conference, the Chief Minister also obtained information about Anna Utsav, distribution of ration through biometric verification and supply of food grains to the disabled and elderly people in Gwalior at their homes.
