Take strict action against land mafia, chit fund companies and illicit liquor: CM Shri Chouhan

One lakh people should get employment every month
Chief Minister Chouhan gave instructions in the second session of video conferencing 
 
 
 Bhopal 08 February 2021: Chief Minister Shivraj Singh Chouhan has said that such arrangements are necessary to provide employment to one lakh people every month in the state. For this it is necessary to ensure the effective running of industrial training institutes, so that 100% placement of their students can be done. Employment is the main pillar of the creation of Atmanirbhar Madhya Pradesh. Each district should formulate an action plan according to its environment and implement it within the time-limit to provide employment opportunities to maximum number of youth. Employment fairs should be organised in every district and expanded to the block level. Chief Minister Chouhan was addressing the second session of video conference of all the commissioners, collectors, IG and SP level officials from the Mantralaya.

In the video conference, Chief Secretary Iqbal Singh Bains and Director General of Police VK Johri were present. In the second session, Cleanliness Survey-2021, Go-Seva Yojana, organiaation of employment fairs, MNREGA Scheme, availability of urea and fertiliser, freedom from adulteration campaign, distribution of forest rights pattas, wheat procurement, implementation of new minor mineral rules, Jal Jeevan Mission, Atal Ground Water Scheme, action against chit fund companies, illegal liquor and crime against girls and women were reviewed.

Cleanliness Survey-2021

Chief Minister Chouhan said that there should not be any delay in the payment of salaries of the sanitation workers. He said that all districts should make efforts to improve their performance for cleanliness with the cooperation of local public representatives, social organisations and citizens. It is necessary to make cleanliness a mass movement. In the review, the 168-hour cleanliness drive in Chhatarpur and the work done in sewage improvement in Indore were discussed. Chief Minister Chouhan directed to pay special attention to drinking water and sewage. Chief Minister Chouhan said that with the coordinated efforts of all, the state will come first in the country.

Go-seva Yojana

Chief Minister Chouhan said that big gaushalas should be constructed by combining small gaushalas. An ideal gaushala should be developed in every district and maintain a constant system of fodder and water for livestock in all gaushalas. Various products should be made using cow-urine and cow dung properly. It was informed in the review that 86 big gaushalas are selected in 22 districts. Under the Chief Minister Go-Seva Yojana, 570 gaushalas are being run through self-help groups and 627 gaushalas through voluntary organizations.

Employment fairs

It was informed in the review that last year 197 employment fairs were organised. Out of these 53 thousand 329 applicants got employment. Chief Minister Chouhan said that arrangements should be made for registration of migrant workers as well as other interested persons through Rozgar Setu portal.

Forest lease

Chief Minister Chouhan has said that a sensitive approach should be adopted in giving forest rights pattas to the poor, scheduled tribes and traditional forest dwellers in forest lands. Many families do not have any documents of possession of the land. In such cases, the forest rights leases should be granted and investigated with sensitivity. Collectors and forest divisional officers should pay special attention to this. It was informed that 30 thousand 390 claims have been validated in the revision. Good work has been done in Khargone, Ratlam, Barwani, Singrauli, Betul and Shivpuri districts of the state.

List of farmers should be displayed in Gram Panchayat

Chief Minister Chouhan said that all arrangements for wheat procurement should be ensured. Farmers should not have problems. They should be paid on time. Rainfall occurs when the weather is bad during procurement. In such a situation, arrangements should be made to ensure the wheat does not get soaked.

Chief Minister Chouhan instructed that such guilty persons should be identified and action taken against them, due to which farmers have not yet received the value of food grains sold in the procurement. In this direction, after seizing the property of the guilty person in Gwalior and auctioning it, the farmer was given the value of the food grains sold by him. Chief Minister Chouhan instructed the collectors of Raisen, Narsinghpur and other districts that the cases related to the pending payment of several years back should be resolved at the earliest.

The Chief Secretary informed that apart from committees for the procurement of wheat, the private persons who own private godowns are also entrusted with the task of procurement. But such persons should be selected with caution. For some procurement centres in the district, self-help groups and farmers' organisations will be entrusted with the responsibility of procurement.

It was informed that till now 7 lakh 22 thousand farmers have been registered in the state for wheat procurement, which is also being verified. The Chief Minister said that after verification, the list of farmers should be displayed in the Gram Panchayat.

Jal-Jeevan mission

Chief Minister Shri Chouhan said that the goal of providing pure drinking water through tap to every house in every village of Madhya Pradesh should be achieved by September 2023 under Jal-Jeevan Mission. This ambitious programme will improve the standard of living of villagers and good health. Employment opportunities will be created. At present, the state is third in the country in mission works. 26 lakh tap connections will be installed by 31 March 2021.

Atal Ground Water Mission

Under the Atal Ground Water Mission, 9 development blocks Naugaon, Rajnagar, Chhatarpur, Patharia, Ajaygarh, Sagar, Niwari, Palera and Baldevgarh of 6 districts Chhatarpur, Damoh, Panna, Sagar, Niwari and Tikamgarh, have been included under the Atal Ground Water Mission. Under the scheme, a water security plan of 1210 villages will be made. Chief Minister Shri Chouhan instructed to ensure successful implementation of this scheme to increase ground water level with the cooperation of public representatives.

Due to irregularities in the procurement of food grains, 48 ​​FIRs were registered and 5203 quintal material was seized in the state. Chief Minister Shri Chouhan said that if we remain strict then there will be no irregularity in food grains procurement. If we are lax, the likelihood of irregularity increases. Wrongdoers should be punished. Gwalior Collector has taken quick and good action on irregularities during procurement.

Mineral transport

So far, 461 FIRs have been registered in the entire state to prevent illegal transportation of minerals. Indore, Satna, Balaghat were the top three districts, Shahdol, Umaria, Katni, Sagar's work was satisfactory in the prevention of illegal transportation of minor minerals. Indore, Khargone, Balaghat remained the first three districts, Shahdol, Shivpuri and Sagar were the last three districts in resolving cases of illegal mining, transportation, storage.

Freedom from adulteration

Chief Minister Shri Chouhan said that adulteration is a sinister crime. Action with full force is necessary against it. It was informed at the meeting that 204 FIRs, 28 NSAs, 94 food establishments were sealed, 78 licenses were cancelled and 6 illegal factories were pulled down while taking action against adulterators. 137 cases were registered against those who were involved in irregularities in the distribution of food grains and ration and material worth 7 crore 99 lakhs was seized.

Action against chit fund companies

In Katni, 75 acres of land worth Rs 150 crore of the chit fund company was seized. Four properties in Gwalior, valued at around Rs 67.37 lakh, were auctioned. In Mandsaur land worth Rs 37 crores, in Singrauli 22 hectares of land worth Rs 10 crores, in Barwani worth Rs 9 crores, in Ujjain worth Rs 7 crores 75 lakhs, in Chhatarpur worth Rs 3 crores 46 lakhs, in Dewas worth Rs 3 crores 63 lakh rupees and properties worth Rs 3 crores 16 lakhs were attached in Alirajpur. Detailed instructions were given in the meeting to take action against the chit fund companies and return the invested amount.

Action against illegal liquor

Chief Minister Shri Chouhan said that the de-addiction campaign should be conducted in a comprehensive manner in the state. Campaign should be launched aggressively against illicit liquor and the persons engaged in the trade of such liquor who play with the lives of people should not be spared in any situation. In the review meeting, action under the Poison Act was discussed in cases of illegal liquor. It was informed at the meeting that 20 thousand 835 cases were registered from October to December, in which 61 thousand 723 liters of country-made and 28 thousand 916 liters of foreign liquor, 1 lakh 34 thousand 475 liters of raw liquor were seized.
