Campaign for strict action against criminals should continue: CM Chouhan
Law and order is on top priority of the government
MoU signed with Institute of Good Governance for prevention of abduction of girls
Bhopal 10 March 2021: Chief Minister Shivraj Singh Chouhan has said that good law and order system is the top priority of the government. Strict punishment should be ensured to criminals in marked crimes and that too as soon as possible. Such cases should be reviewed continuously by the police. Along with the monthly review, the implementation of the schemes and the law and order situation will also be reviewed weekly. Chief Minister Chouhan also openly praised the steps taken by the administration against land mafia in Indore. He said that other districts can adopt the action taken in Indore as their ideal. It must be ensured that no action is taken against any innocent.
Chief Minister Chouhan gave instructions in the monthly collector-commissioners conference today that it should be our mantra that the administrative officers should take full care of common people. That is why we are in the government and administration. It was informed in the conference that necessary preparations related to procurement for the Rabi season have been completed in the state. Chief Minister Shri Chouhan praised the uninterrupted paddy procurement work in the state and directed to adopt a similar systematic style for the procurement of other crops also. Chief Minister Chouhan today held a detailed review of various campaigns and development works undertaken by the state government in the first session of the video conference from Mantralaya after holding a discussion with the collectors, police officers and other senior officials of the districts.
Concrete steps to prevent abduction of girls
A contract was signed between Police Headquarters and Atal Bihari Vajpayee Institute of Good Governance and Policy Analysis in the presence of Chief Minister Shivraj Singh Chouhan at the conference. This contract has been signed for the study of prevention of abduction cases and kidnapping of girls in the state. The institute will submit a report related to such cases. The contract was signed by Additional Director General of Police Pragya Richa Srivastava of Women Crime Branch of Police Headquarters and Shri Girish Sharma, Director, Atal Institute of Good Governance and Policy Analysis.
It may be noted that 2 thousand 444 girls in the month of January and 885 girls in the month of February have been recovered from the state and outside the state under Operation Muskan. In these pending cases of kidnapping and abduction, the parents of the girls are being given authorization letters. This letter will apprise the concerned families about the deliberations of these cases. On the basis of the study by the Institute of Good Governance, the abduction of girls, the reasons for kidnapping and the social and economic environment of the girl child will be studied. For this, suggestions on amendment of the existing law and order and participation of departments will also be sought. This institute will submit the first report in 4 months.
Video conference is a weapon of good governance, effective action taken on mafia
Chief Minister Chouhan said that very good work has been done in some cases under the campaign against mafia. This work could be accomplished as video conference is a great weapon to provide good governance. The Chief Minister said that efficient workers will be rewarded. Giving good governance is the basic objective. There should be competition in good work. This will improve performance. In fact, the Indore administration has done effective and best work against the mafia. The Chief Minister said that he saw the happiness of those people who got their plots after a long wait in Indore yesterday. The land mafia is running helter-skelter. The eyes of those who got justice are glowing now. The Chief Minister congratulated the Indore administration for this achievement and the relief received by the people. The Chief Minister said that the positive results of the campaign against the mafia are surfacing. During the conference, Collector Indore Manish Singh gave details of the action taken against the land mafia through presentation.
No mafia including land mafia should be spared
In the conference, Chief Minister Shri Chouhan said that no mafia should be spared. The Chief Minister appreciated the presentation of Indore Collector and congratulated him. The Chief Minister said that the actual owner should get possession. When a government stands up for someone, no mafia can dare to capture land and threaten the public. He sought information about the first phase of action in Indore. The Chief Minister said that the use of other land that has been freed should also be ensured. It was told in the conference that in the month of February, 2480 acres of land with an estimated cost of Rs 563 crore has been freed from land mafia in the state,. The work of removing encroachments and razing illegal construction is in progress. Police has also taken action in other districts.
Crackdown on chit fund companies
In the action against chit fund companies, police have recovered an amount of Rs 14.28 crore this month. A total of 31 crimes were registered in the state. Damoh district is the first to get back the invested amount. Seoni, Bhopal, Chhindwara and Ashoknagar are ranked second to fifth respectively. A total of 35 accused were arrested. The administration’s efforts to provide relief to 4,327 investors of the state who were cheated by chit fund companies in February have proved successful. An amount of Rs.16.41 crores has been returned to the citizens. In Chhindwara, 303 investors of Sahara India received Rs 1 crore 14 lakh 82 thousand. Rs 1 crore 2 lakh 55 thousand were returned to 277 investors in Panna. The court has ordered to attach assets worth Rs 3 crore 50 lakh to 10 Directors of Glorio property in Ujjain.
Control on illicit liquor trade
It was informed in the conference that Indore, Burhanpur, Jabalpur, Betul and Chhindwara have been included in the best performing districts for their work against illicit liquor trade in the month of February. Chief Minister Chouhan appreciated the best work done in these districts. Similarly, other districts who have performed well include Damoh, Dhar, Satna, Gwalior, Datia, Neemuch, Ratlam, Katni, Tikamgarh.
Sand transport should be strictly monitored
Chief Minister Chouhan said that vehicles engaged in illegal transportation should be seized. It was informed in the conference that action of confiscation was being taken against illegal transportation of sand. In the month of February, maximum 25 vehicles were confiscated in Bhind district. Collector Bhind was congratulated by the Chief Minister in this connection. Meanwhile, good work has also been done in other districts including Gwalior, Sagar, Chhindwara and Guna. Seeking information on the action taken in other districts, Chief Minister Chouhan congratulated those who did good work and directed to take action against illegal transporters in other districts.
Adulteration and sale of illicit liquor
Chief Minister Chouhan directed to take continued action against food adulterators. It was informed in the conference that in February, adulterated substances worth Rs 1.15 crore were seized by the police and other related departments. These include 7 NSA cases. The districts where good work has been done include Morena, Vidisha, Indore, Jabalpur, Seoni, Ashoknagar, Balaghat, Bhind, and Barwani. The Chief Minister sought information about action against illicit liquor. It was told in the conference that 143 vehicles involved in such work in the state have been confiscated. 33 vehicles have been confiscated in Bhopal also for which the Chief Minister extended congratulations. He also lauded Guna, Alirajpur, Indore, Betul and Gwalior for good work.
Criminals of identified crimes should be taught a lesson
Chief Minister Chouhan said that the criminals of identified crimes should be taught a lesson so that no one dares to commit such crimes. It was informed in the conference that Panna district ranks first in action taken against the criminals under identified crimes in the state. Cent percent work has been done in Panna with conviction in three cases. Chief Minister Chouhan congratulated the Panna district administration in this regard. Last month, 30 criminals have been sentenced to life imprisonment in the state. The districts which are doing best work for action against identified crimes include Sidhi, Satna, Ratlam, Dewas and Burhanpur. Convictions with 2 cases each in these districts are 100 percent. This ranking has been done based on the progress of the month of February. The Chief Minister said that criminals of identified crimes should not be spared. The Director General of Police said that the accused of raping a minor in Sidhi district have been punished with 20 years rigorous imprisonment. Similarly, in Dewas and Betul districts, the accused was punished with life imprisonment and fine.
Greenery should be expanded in districts
Chief Minister Chouhan appealed to plant saplings in the districts. He appealed to plant one sapling daily by fixing a location in every city and town. He said that I am planting saplings every day. It is essential for environmental protection and human survival. Indore is the lighthouse in cleanliness, this city serves as an inspiration for other cities. Plants of different species should be planted in all cities and villages including Indore.
There should be no irregularities in procurement and distribution of ration
Chief Minister Chouhan said that strict action should be taken against irregularities in food procurement. It was told in the conference that such action is being taken across the state. Under this, 15 vehicles have been seized in Rewa, 12 in Singrauli, 5 each in Datia and Gwalior and 2 in Sidhi. FIR has been registered in a total of 48 cases. Similarly, action is being taken on black marketing in PDS. The Chief Minister congratulated Collector Balaghat for taking the action of confiscating vehicle used for illegal work in Balaghat and for detaining 4 people under Madhya Pradesh Chor Bazari Adhiniyam 1980. 15 other FIRs have been registered in 10 districts of the state and the material has been seized. The Chief Minister directed to take action under Black Marketing Act in such cases in the districts.
Poor should not be deprived of ration
Anna Utsav was also reviewed in the conference. In January 2021, Anna Utsav was organized in 22 thousand 532 fair price shops in the state. Public representatives were also invited. Chief Minister Chouhan said that consumers should get food grains on time, this is the ration of the poor. They should not be deprived of it. The Chief Minister gave clear instructions that ration supply is the priority of the government. It is not a ritual. I will not listen to any excuses if the distribution of ration is not done properly. Ration distribution should be reviewed in detail. The Chief Minister also reviewed the work of giving eligibility slips to the eligible families. He said that there should be no delay in this work. It was informed at the conference that out of 9.43 lakh eligibility slips issued in the last five months, 9.24 lakh (98 percent) eligibility slips have been distributed.
Procurement work: Will buy every single grain
Chief Minister Chouhan also gave necessary instructions regarding procurement work. He said that in Rabi procurement, the big godown owners should also procure directly from the farmers along with the committee / self-help group and FCO / FCC. The farmers registered in Rabi Procurement 2021-22 should get verification done within the stipulated time and their verification report should be given. The institutes / committees which have committed serious irregularities during the procurement work last year should be blacklisted. In the previous years, farmers who have not been paid after the procurement, should be paid and cases should be registered against the accused. After seeking information about the property of employees of the concerned committee from their residence, action should be taken against them for recovery / seizure. The Chief Minister sought information about the participation of self-help groups in the districts. Collectors of Panna, Satna and Jabalpur said that self-help groups are taking part in our districts. The Chief Minister said that every single grain will be purchased from the farmers. Not a single farmer should remain deprived. The sweat of farmers should not go in vain.
Paddy procurement has been an achievement
Chief Minister Chouhan said that paddy procurement work was done systematically in the state. This has been an achievement. For this, he congratulated the Department of Food and Civil Supplies. Chief Minister Chouhan reviewed the preparations for Rabi procurement. It was told in the conference that gram and mustard will be procured in the state from March 15 to May 15 and wheat will be procured in the state from March 22 and April 1. The Chief Minister instructed to make all the appropriate arrangements. Caps will be prepared under the MNREGA scheme in centres with maximum procurement and to protect the procured stock from rain. Satna Collector told in the conference that Cooperatives Inspector M.P. Sharma was suspended on being found guilty of negligence on non-payment of procured foodgrains. The Chief Minister said that 100 percent payment should be ensured to all the farmers after the procurement.
