Development activities and public welfare schemes will not be affected: CM Chouhan

Bhopal 06 July 2021: Chief Minister Shivraj Singh Chouhan has said that the state is passing through difficult times on the economic front due to Covid. Development activities and public welfare schemes in the state will not be allowed to be affected. Every effort will be made to generate revenue and mobilize additional financial resources. Chief Minister Chouhan was addressing the presentation meeting of the Group of Ministers for Revenue constituted under the building of Atmanirbhar Madhya Pradesh. The meeting was attended by Minister of Commercial Taxes and Finance Jagdish Deora, Minister of Forests Vijay Shah, Minister of Revenue and Transport Govind Singh Rajput, Minister of Mineral Resources and Labour Brijendra Pratap Singh, Minister of Industrial Policy and Investment Promotion Rajvardhan Singh Dattigaon, Urban Development and Minister of State for Housing O.P.S. Bhadauria, Chief Secretary Iqbal Singh Bains, Principal Secretary Commercial Tax Deepali Rastogi. Officials of the concerned departments participated virtually. A presentation was made by the GoM on recommendations related to commercial tax, excise, forest, public-private partnership, urban area management, urban development, industry, home and general administration departments.

Commercial Tax

The Tax Research and Wing will be strengthened by increasing analytical tools and data sharing for detecting tax evasion and data analysis. Action is on to implement Bhama Shah Award Scheme to reward honest taxpayers. Saral Samadhan Yojana is being launched to resolve long, old arrears on taxpayers.

Excise

E-excise software is being developed for the computerization of the entire functioning of the Excise Department including liquor shops. Heritage Liquor Policy will be brought to increase the livelihood of the tribes and to encourage the export of Mahua liquor. Spirit and liquor export will be encouraged by setting up new distilleries in the state. There will be a system of online application for this.

Urban bodies

Revision of charges for public facilities such as water supply, sewage etc. provided by the bodies is likely to be considered.

Forest

There is degraded forest on 35 lakh hectares in the state. Plantation of bamboo, timber, sandalwood etc. can be encouraged through investors and forest committees. Andaman and Nicobar has requested Madhya Pradesh to provide land for plantation. Financial resources of about Rs one thousand crore are likely to be received in the next three years. Trees have been planted on the banks of rivers Narmada, Tapti, Kshipra, Chambal, Ken, Betwa, Sone etc. An in-principle approval of Rs 10 crore has also been received from the Goa government. Such activities will be encouraged. Efforts are also being made for international investment through Green Carbon Rating. An income of Rs 800 crores is generated through the sale of timber and other forest products. E-auction system is being implemented by the Forest Department through which a profit of Rs 50 crore is expected. Online marketing of herbal products will be encouraged.

Urban Development

Action will be taken on the Dharavi model to facilitate slum redevelopment by giving land owner rights to the slum dwellers to provide housing to the poor. Under this, commercial use of land is proposed on cooperative basis by pulling the land given on lease. Vertical development will be encouraged in urban development plans. After digitization of land records of urban areas, rights of land revenue collection should be given to urban local bodies. F.A.R. should be made more practical for irregular construction and regularization of illegal colonies.

Industry

Rates for the sale of industrial areas in which land is not being sold should be rationalized. The land available inside the cities and adjacent to the cities of various government departments can be made available to non-polluting industries.
