Committed efforts to protect education, health, livelihood and rights
Bhopal 19 September 2021: Chief Minister Shivraj Singh Chouhan has said that development of Madhya Pradesh is possible only when the tribals of the state join the mainstream of society. The state government has geared up to protect the education, health, livelihood development and constitutional rights of the tribes. The tribals have the first right on the government treasury and we are determined to open the treasury of both money and opportunity to them.
948 percent increase in budget
Chief Minister Chouhan said that the budget has been raised from time to time for the overall development of the tribals. In the year 2003-04, the budget of the Tribal Affairs Department was Rs 746.60 crores, which was increased to Rs 8085.99 crores in the year 2020-21. In this way the budget of this category was increased by 948 percent.
Chief Minister Chouhan said that Madhya Pradesh has the largest tribal population in the country. Here tribes comprise one fifth of the total population. For the all-round development of tribal brethren, educational, economic, social and employment related schemes are being run by the state government for the people of different age groups.
We will bring revolution in tribal education
Chief Minister Chouhan said that we will bring revolution in tribal education and will leave no stone unturned in providing the benefits of new education policy given by the Prime Minister to the tribal children and youth. Decision has been taken to initiated online smart classes from Class VIII and IX for students to improve the foundation of NEET and JEE. We will also make the curriculum as per present day requirement.
At least 4 people from each gram panchayat will be trained as rural engineers on various subjects like agricultural equipment skills, IT services, building related skills, organic farming for economic advancement through skill development.
Ashrams, hostels, schools, girls education complexes are being run all over the state. Akanksha and Civil Services Promotion Scheme is being operated for the training of competitive examinations. Along with reservation in self-employment schemes, centers are being run for skill development.
Special focus on Special Backward Tribes
Chief Minister Chouhan said that Eklavya Adarsh Residential School, Gurukulam Vidyalaya, Special Backward Tribe Residential Schools along with girls campuses with minimum literacy are being run for the educational development of tribal students. Residential schools are being run in Guna, Jabalpur and Sheopur to educate students of 3 special backward tribes of the state including Baiga, Bharia and Sahariya. A food grant of Rs one thousand per month is also being given to the women heads of these special backward tribe families to save them from malnutrition. There is UPSC coaching for tribal students in which a maximum amount of Rs 4 lakh 40 thousand per student is being given for 18 months. Scholarships are also given by the government to tribal students to pursue education abroad. Eight sports complexes have also been set up for boys and girls in different districts.
Forest Rights Pattas
Chief Minister Chouhan said that the Vanvasis have the right over Jal (water), Jungle and Zameen (Land). We re-examined canceled forest rights pattas and re-approved more than 34 thousand of these. The government will never allow minor forest produce to be sold non profitably.. Last year the support price of 32 minor forest produce was fixed. The government also procured minor forest produce at support prices.
Sickle Cell Mission from November 15
Chief Minister Chouhan said that Sickle Cell Mission would be started from November 15 in all 89 tribal development blocks of the state. Under this, door-to-door identification would be conducted to identify people with sickle cell traits in their blood and treated.
Freedom from exploitation of moneylenders
Chief Minister Chouhan said that the Scheduled Tribes Moneylenders Regulation 1972 has now been made more effective in Madhya Pradesh. The registration fee has been increased for those engaged in money lending business in tribal areas. The rates of interest charged by moneylenders have also now been controlled. The moneylenders who charge interest more than the prescribed rate will be punished severely.
Management of forest in accordance with the spirit of PESA Act
Chief Minister Chouhan said that 1.5 lakh hectares forest area has increased in the state in the last 15 years. Also less dense forests have been converted into dense forests. Our tribal brethren and other local people have played a big role in saving the forests. The PESA Act empowers the Gram Sabha to protect and conserve community resources. Forest is also a community resource. For this reason, the PESA Act also gives the right to the protection and conservation of forests to the Gram Sabha. We are going to give the responsibility of setting up Community Forest Management Committees to the Gram Sabha. Now the Community Forest Management Committees will prepare an annual micro plan according to the working plan and will implement it after getting it approved by the Gram Sabha. The Forest Department will help the committees in this work. The government will provide necessary financial resources.
Gram Sabha will have the right to dissolve the committee
During the management of forests, whatever bamboo or firewood will come out from thinning will belong to the committee. A part of the timber obtained from harvesting will also go to the committee. If the Gram Sabha is not happy with the work of the committee, then it can dissolve that committee and form a new one. So far this right was with the D.F.O. Whatever income is generated from tourism in the buffer area will also go to these committees.
In order to overcome the difficulties that arise in the implementation of the Fifth Schedule of Panchayati Raj System, the state government has decided to constitute PESA Gram Sabhas. Gram Sabhas will be able to make their own plans for their local development, their economic condition will be better with the right to forest produce. Rights of non-tribal class will also be protected in PESA Gram Panchayats.
Other decisions
Chief Minister Shivraj Singh Chouhan said that many more schemes including central and state schemes are being run for the welfare of tribals. The Chief Minister said that a scheme to deliver ration from village to village is being started in 89 tribal-dominated development blocks of the state. Under the scheme, 23 lakh 80 thousand tribal families living in more than 7500 villages will be benefited. 489 vehicles will be used to deliver the ration to the beneficiary families. These vehicles will be hired from the local tribal youth so that they also get employment. Bank loans will also be given to the youth for purchase of vehicles. Integrated scheme for fish, poultry and goat farming will also be launched to increase self-employment opportunities. Under the scheme, tribal entrepreneurs will be provided training, financial assistance for resource development and a platform for sale. The Chief Minister said that in one year all the vacant posts of tribals would be filled – Window to News
