Commissioner-Collector conference begins under chairmanship of CM Chouhan
Bhopal 20 September 2021: Chief Minister Shivraj Singh Chouhan has said that till now the state government’s topmost priority was to deal with Corona infection. With the cooperation of administrative officers, public representatives and public, we have been successful in controlling Corona in the state. For this all the administrative staff deserves to be congratulated. The state has to be established as a model of suraaj (Good Governance). After the control of Corona, now we have to come in full form once again for development, public welfare and completion of construction works within the stipulated time. Suraaj means getting people’s work done without taking any bribe and without delay. It means development work should be completed with quality, substandard work will not be tolerated. Jandarshan has started in the state and now I will start the surprise inspection soon. We will have zero tolerance on corruption. Strictest action will be taken against the violators. Chief Minister Chouhan was addressing the Collector-Commissioners through video conferencing from Mantralaya.
Chief Minister Chouhan chaired the Collector Commissioner’s Conference which began from Mantralaya. Chief Secretary Iqbal Singh Bains, Additional Chief Secretary General Administration Vinod Kumar, Additional Chief Secretary Home Rajesh Rajaura, Principal Secretary Public Relations and Culture Shivshekhar Shukla, Director General of Police Vivek Johri were present in the conference organized at Mantralaya. CEOs of all District Panchayats besides all Municipal Commissioners , IGs, Collectors, Superintendents of Police took pat virtually in the meeting.
Campaign for purification of revenue records from November 1 to 15
Chief Minister Chouhan directed that the Collectors should personally monitor the major works in the districts. The name of Atal Expressway will now be Atal Pragati-Way. Chief Minister Chouhan said that a campaign for purification of revenue records would be launched in the state from November 1 to 15. Whatever pendency is there in the revenue record will be completed. November 15 is Tribal Pride Day, the revenue purification campaign will be completed on the birthday of Lord Birsa Munda.
Public hearing from September 21: Samadhan Ek din also to start
Chief Minister Chouhan said that monitoring will be done every month in the CM Helpline. Public hearing will start in the state from September 21. As before, from 11 am to 12 am, the Collector-Commissioner and officers of all departments will meet the public and know their problems. Samadhan Ek Din i.e. One Day Governance will also start. If the application is given in the morning in the identified services, it will be resolved by evening.
Public Participation model will be implemented in other areas of governance as well
Chief Minister Chouhan said that the first dose of vaccination has been administered to 80 percent of the eligible population of the state, which is a major achievement in the country. We were able to control Covid-19 by connecting the public. This big goal of vaccination has also been achieved through public participation. The model of public participation will also be implemented in other areas of governance. Chief Minister Chouhan praised the action and relief work done by the administration in dealing with the floods in Gwalior Chambal division. Chief Minister Chouhan said that the effect of dengue is increasing in the state. The guideline has been issued by the Government of India. Decreased blood platelets can lead to life-threatening complications. So we will not allow the disease to spread. Anti-larval activities will be carried out at every level with the help of administrative staff, public representatives and public.
WhatsApp policing will not work
Chief Minister Chouhan said that continuous action should be taken against illegal liquor. To control illicit liquor and narcotics, village level intelligence network should be strengthened, Police officers should make regular field visits and inspections of police stations. Peace committee meetings at police stations and implementation of the concept of community policing must be done. Chief Minister Chouhan said that WhatsApp policing will not work. For the wicked, it is necessary to behave like a thunderbolt and as soft as a flower for a good person. Our aim is to provide relief to the people. Chief Minister Chouhan said that it is necessary to zero in on black marketing of ration, stop adulteration and control chit fund companies.
Wrongdoers must not be spared
Chief Minister Chouhan said that there is a need to be aware regarding atrocities on Scheduled Castes, Scheduled Tribes and weaker sections. In this direction Collector, S.P. should remain extra careful. There should be an image that the police will not spare the wrongdoers. Chief Minister Chouhan lauded Anuppur S.P. for his action on moneylenders charging high rates of interest. Identified offenses were also reviewed in the meeting.
Awards for Collector, S.P. to field officers
Chief Minister Chouhan said that a system should be established to reward the officers for their good performance. Excellence needs to be registered on record. Along with Collector, S.P., there should be a system of rewarding the officers up to the field level. Such officers should be honoured on the occasion of Madhya Pradesh Foundation day. Also, in respect of the officers whose performance is not up to the mark, it should also be mentioned in the record.
There should be no delay in cases of compassionate appointments
Chief Minister Chouhan said that there should be no delay in the cases of compassionate appointment. It is necessary to give early appointment to an eligible member of the family. There should be a fixed arrangement for this.
Social media is an effective tool for good governance
With regard to the review of social media management at district level, Chief Minister Chouhan said that social media is an effective means of good governance. People can easily put their problems on social media. The solution of problems on this basis is a big relief for the public. Along with this, the district administration can convey its good works to the public through social media. It also ensures real time rebuttal of misleading news. Therefore, it is an effective medium of communication for the administration with the public.
‘Mujhe kya lena dena’ Collectors should leave this attitude and be active on social media
Chief Minister Chouhan said that necessary cooperation and support from the State government should be provided to the districts to strengthen the social media network. In the conference, a presentation was made by Commissioner Public Relations Dr. Sudam Khade regarding the activation of various divisions and districts on Twitter and Facebook. District-wise information was given about the special work undertaken by Rewa, Damoh, Sagar, district administration, special campaigns run by other districts as well as crisis management, role of social media in refutation of misleading information. It was told in the presentation that districts like Shahdol, Khargone, Ratlam etc. took immediate action as a result of information coming on social media and relief was provided to the people. Chief Minister Chouhan said that collectors should be active on social media and leave the attitude of ‘mujhe kya lena dena’ (how does it concern me).
Need for greater sensitivity to crimes against women
Chief Minister Chouhan said that the police need to be more sensitive to prevent crimes against women. Strict action should be taken on cases of molestation. Women help desks have been set up in 700 police stations in the state. 52 Mahila Thanas have been established in the state. Impact assessment of their work should be done. Along with this, Mahila Thana should act as an anti-human trafficking unit.
Madhya Pradesh bags 21 medals
In the conference it was informed that Madhya Pradesh Police has bagged 21 medals under Union Home Minister Medal for Excellence in Investigation of serious crimes against women during the year 2019-2021. Madhya Pradesh is the first state in the country to start online pre-litigation, mediation. Chief Minister Chouhan said that the police must make concerted efforts to recover missing minor boys and girls under Operation Muskan.
1027 acres of land freed in Gwalior
Chief Minister Chouhan congratulated Gwalior, Sagar, Chhatarpur, Seoni and Khandwa districts for freeing government land from land mafia and goons. It may be noted that 1027 acres of land in Gwalior has been freed from illegal possession. He also lauded the action taken in Ujjain, Shahdol, Satna, Dewas, Seoni and Singrauli. So far, a total of 3839.69 acres of land has been freed.
Houses will be built for the homeless on the land freed from land mafia
Chief Minister Chouhan said that such land which is in the city or near the city, which has been freed from the land mafia and goons, should be reserved to provide housing to the poor. Government offices or schools etc. should be operated in the land which is away from the city. It is necessary to ensure that the freed land is properly used and is not occupied illegally again.
Vehicles engaged in illegal mining should be confiscated
