Bhopal 23 October 2021: Chief Minister Shivraj Singh Chouhan has said that I revere and salute such farmers who work day and night for the prosperity of the state. After God, farmers are the center of reverence for me. Today we have adequate foodgrain due to the efforts of the farmers. Farmers are the Annadatas and Bhagya Vidhatas of the state. The country is indebted to you. I have become the Chief Minister to bring happiness, peace, comfort and prosperity in the lives of farmers and change your life. There will never be any shortage of money in the government treasury for the farmers. Chief Minister Chouhan transferred the amount of Kisan Samman Nidhi in the accounts of farmers of 44 districts of the state under Mukhyamantri Kisan Kalyan Yojana. The state level programme organized at Minto Hall, Bhopal began with Kanya Pujan. Chief Minister Chouhan also lit the lamp. Revenue Minister Govind Singh Rajput participated virtually from Jhabua in the programme.
Urban Development and Housing Minister Bhupendra Singh and MLA Rameshwar Sharma besides officers and farmers participated in the programme organized at Minto Hall. Farmers, public representatives and officers of the respective districts participated virtually in the programme of Mukhya Mantri Kisan Kalyan Yojana through video conferencing. Chief Minister Chouhan transferred Rs 1540 crore to the accounts of 77 lakh farmers with a single click. This amount being given by the state government is for the financial year 2021-22. Districts with Model Code of Conduct have not been included in this programme.
Chief Minister Chouhan said that Prime Minister Modi is committed to the welfare of farmers and to double their income. Consequently, three installments of Rs two thousand each, a total of Rs six thousand are deposited in the account of farmers on behalf of Prime Minister Modi thrice a year. Taking this forward, the state government has decided to release Rs four thousand per year to farmers under the Mukhya Mantri Kisan Kalyan Yojana during the Corona period.
Chief Minister Chouhan said that before 2003, the total agricultural production of the state was only two crore 14 lakh metric tonnes. Now the farmers of the state are producing 6 crore metric tonnes of food grains. Food production has increased three fold. The average rate of agricultural growth used to be around 2 to 3 percent before 2003. Due to the hard work of the farmers and the schemes of the state government, the rate of agricultural development has now increased to 18 percent. Due to the efforts of farmers and increase in irrigation capacity, the state has bagged Krishi Karman Award 7 times.
Chief Minister Chouhan said that these achievements have become possible due to increased irrigation. The irrigated area of the state used to be only 7 lakh 50 thousand hectares in the past due to lack of a concrete plan for irrigation, which has increased to 42 lakh hectares in the last 17 years. This six fold increase has been possible as a result of working round the clock. Historic work has been done in the state under Nadi Jodo Yojana. Making the impossible possible, Narmada water was delivered to the farmers’ fields in many areas of the state. For this, the Narmada water was brought to Kshipra through a pipe. Gambhir river, Kalisindh and Parvati river have also been linked. The government is also working in project mode to bring the water of Bargi to Satna through a tunnel. Recently the state government has approved Jhirnya Micro Lift Irrigation Scheme of 1387 crores. With this scheme, 39 thousand 520 hectare irrigation potential will be created for 86 villages of Jhirnya tehsil of Khargone district. Similarly, Hatpipalya Micro Lift Irrigation Project that has been approved in Dewas district, will benefit 462 villages. Chief Minister Chouhan said that every possible effort is being made to provide irrigation facility to the entire agricultural land of the state. It is our endeavor that by 2025, irrigation facility should be available in 65 lakh hectare area.
Chief Minister Chouhan said that power crisis looms large all over the whole world, but we will not allow shortage of electricity for irrigation. Despite the increasing consumption of electricity and coal being expensive, farmers will be provided electricity at affordable rates. Our government has decided to give subsidy of Rs 21 thousand crore to the farmers to provide cheap electricity. There was a time when the availability of electricity in the state was only 5 thousand MW, which we increased to 22 thousand MW.
Chief Minister Chouhan said that all resources are being used to ensure the availability of electricity. The Chief Minister called upon the farmers to install solar plants in their fields. He said that there is plenty of solar energy available in the state. Therefore, the scheme of setting up solar power plants has been started by the state government. Under this scheme, farmers can provide electricity to the electricity grid by installing solar plants up to two MW. Surplus electricity will be taken from the farmers at the rate of about Rs 3 and 5 paise per unit. With this, farmers can get additional income by selling surplus electricity after meeting their own needs. Chief Minister Chouhan has also requested the farmers to save electricity.
Chief Minister Chouhan said that the efforts of the government and the hard work of the farmers have resulted in bumper production of crops in the state. I appeal to the farmers to take ensure full production of crops, I will buy every grain of their crops. Making agriculture a profitable business is the concern of Prime Minister Modi. On his initiative, the state government is bringing the Ethanol policy. Ethanol is also made from grains and can be used with petrol and diesel. Therefore, bumper crop production can be used for ethanol production. This will help in increasing the income of the farmers.
Chief Minister Chouhan said that concerned about the farmers, our government first paid the outstanding dues of Rs 2200 crore premium. Due to this, it became possible to pay the claim amount of Rs. 3 thousand 200 crores to the farmers. During the Corona period, more than Rs 9 thousand crores of crop insurance scheme was transferred to the accounts of farmers. After a few days, the money of crop insurance will also be deposited in the accounts of the farmers. Chief Minister Chouhan said that the state government has arranged loan at zero percent rate. Adequate arrangements have also been made by the state government to provide relief on the loss of crops.
Chief Minister Chouhan appealed to the farmers to adopt diversification of farming. He said that it is necessary to change the crop rotation of traditional crops being sown for many years. Therefore, it is necessary to adopt the cultivation of fruits, flowers and medicines along with traditional crops. Along with this, Chief Minister Chouhan also motivated the farmers to join the schemes being run by the state government for the processing of products being done at the local level and for the ‘Ek Zila-Ek Utpad’ scheme for branding and marketing of crops.
Chief Minister Chouhan said that those engaged in black marketing of fertilizers will be sent directly to jail. Continuous monitoring is being ensured so that the state government does not face any difficulty in the distribution system regarding the supply of fertilizers. Chief Minister Chouhan said that NPK fertilizers can also be used as an alternative to DAP.
Chief Minister Chouhan said that land records purification fortnight would be celebrated from November 1 to remove various types of errors in land records. Chief Minister Chouhan thanked Prime Minister Modi for starting the Swamitva Yojana. Under the scheme, the ownership rights of the houses built in the village are being provided to the villagers.
Chief Minister Chouhan discussed about Jal Jeevan Mission, Sambal Yojana and the ongoing arrangements for better education of students with the farmers. Chief Minister Chouhan said that doubling the income of the farmer would be possible only by reducing the cost of production, increasing the production, providing the right price for the produce to the farmers and compensating for the loss caused to the farmer. Chief Minister Chouhan said that the state government is making preparations for the purchase of paddy.
Revenue Minister Govind Singh Rajput, who is virtually connected with Jhabua, said that Chief Minister Chouhan has implemented Mukhya Mantri Kisan Kalyan Yojana for the welfare of farmers. Till last year, Rs 1491 crore has been transferred to the accounts of farmers of the state under the scheme.
Rs 1500 crore was transferred this year and today Rs 1540 crore is being transferred again in the accounts of 77 lakh farmers. Aapka Ration Aapke Dwar Yojana is being started from next month as per the intention of Chief Minister Chouhan.
