Bhopal 10 November 2021: Chief Minister Shivraj Singh Chouhan said that the incident which took place at Kamala Nehru Hospital is a case of criminal negligence. The guilty will be removed, action will be taken on them, no guilty will be spared. Additional Chief Secretary Health and Medical Education Mohammad Suleman has been entrusted with the responsibility of probing the incident. Decision has been taken to remove Dr. Jitendra Shukla, Dean of Gandhi Medical College, Dr. Lokendra Dave, Superintendent of Hamidia Hospital and Dr. K.K., Dubey, Director of Kamala Nehru Hospital from their posts and suspend Deputy Engineer of CPA Electricity Wing Awadhesh Bhadoriya. Chief Minister Chouhan said that all the facts related to the incident should be brought before the public. The government has nothing to hide in this case.
Chief Minister Chouhan was addressing a meeting regarding the tragic incident at Bhopal’s Kamala Nehru Hospital with ministers and senior officers at Mantralaya.
Home Minister Dr. Narottam Mishra, Public Health and Family Welfare Minister Dr. Prabhuram Choudhary, Medical Education Minister Vishwas Sarang, Bhopal in-charge Minister Bhupendra Singh, Chief Secretary Iqbal Singh Bains, Director General of Police Vivek Johri Additional Chief Secretary Health Mohammad Suleman, Additional Chief Secretary Home Dr. Rajesh Rajoura, Commissioner Bhopal Gulshan Bamra, and Commissioner Public Relations Dr. Sudam Khade and other officers were present.
Chief Minister Chouhan said that critically ill children are kept in SNCU. Sick New Born Care Unit (Neonatal Intensive Care Unit). A campaign will be launched in the state to avoid such incidents in future. Chief Minister Chouhan directed that it should be made mandatory for the government and private hospitals to conduct fire and electric safety audit within the time limit. All district collectors will review the fire and electric safety and other rescue and security arrangements of all government and private hospitals and medical colleges in their districts in the next 10 days. Chief Minister Chouhan directed that it should be ensured that fire and electric audits are conducted as per requirement within the stipulated time period.
Chief Minister Chouhan said that the system of management and treatment would be separated so that doctors in government hospitals can focus completely on treatment. A separate cadre will be created for the management and maintenance of the hospitals. Chief Minister Chouhan said that there should be no duplication of agencies in the management of civil work, electrical system, maintenance of equipment etc. of hospitals.
Chief Minister Chouhan said that it would be decided together with experts about which provisions should be implemented in health institutions so that such incidents do not recur. Oxygen lines have been laid in many health institutions. In view of this upgradation in the hospitals, the provisions of safety will be ensured. In health institutions where oxygen is available, the staff will be specially made aware about the operation of oxygen and training will be given.
Chief Minister Chouhan directed that the Medical Education Department would have its own civil wing, which would take care of the medical college and its associated hospitals. The maintenance work in Kamala Nehru Hospital was with the CPA. The work has been taken back from CPA today and has been entrusted to PWD. This is a temporary arrangement. This arrangement will continue till the establishment of the Medical Education Department’s own civil wing.
