Accessible and better opportunities for higher education for tribal students

Bhopal 12 November 2021: A large population of Scheduled Tribes resides in the state. The central and state governments have always been committed for the overall development of the tribal society. The state government has paid special attention to the educational development of this class to pave the way for all-round development.
Chief Minister Shivraj Singh Chouhan says that good education is very essential for the social and economic empowerment of the individual and the society. He has always believed that there is no dearth of talent in our tribal community.

It has been the endeavour of the state government that no student should face any kind of problem in acquiring education. Education should be accessible to every student. Talents should get a good environment to move ahead and build a bright future. In this spirit, the state government has successfully implemented many schemes and programmes for the educational development of Scheduled Tribes.

Accessible Education for Tribal Students

The state government’s policy and strong will has also started giving positive results. Many talents in the Scheduled Tribes have come forward and brought laurels to the state. The universality of education has provided better opportunities for progress in the political, social, economic and cultural fields to the entire Scheduled Tribes community. While opportunities have increased for the Scheduled Tribes community to acquire education easily in rural areas and cities, on the other hand, talented students are also acquiring education abroad by taking advantage of the state government’s scheme.

Expected growth in educational institutions with budget

The budget of the Tribal Affairs Department in the state was about Rs 746 crore in the year 2003-04, which has now increased to more than Rs 8 thousand crore. In the last 17 years, there has been an increase of 81 percent in the number of primary schools, 55 percent in the number of secondary schools, 112 percent in the number of high schools, 81 percent in the number of higher secondary schools and 2633 percent in the number of girls education complexes in the tribal areas of the state.
The state government has increased the rates of scholarship of tribal students living in hostels and ashrams from Rs 1230 to Rs 1300 per month for boys and from Rs 1270 to Rs 1340 per month for girls.

The scholarship for tribal girls studying in primary classes has been increased from Rs.15 per student to Rs.25 per month. The scholarship for girl students of Class VI has been increased from Rs 50 per student to Rs 60 per month.
Pre-matric scholarship of more than Rs 153 crore has been provided to 9 lakh 98 thousand students of the state and post-matric scholarship of more than Rs 381 crore has been provided to 2 lakh 48 thousand students.

Pilot Project in Tribal Development Blocks

With a view to ensure that maximum number of students from Class IX to XII acquire education, a pilot project of transporting students from home to school is being started in 5 tribal development blocks of the state from the coming session.
Tribal students, who are unable to get residential facility in hostels, are given assistance to stay in rented accommodation at the divisional headquarters. In the last 18 months, more than one lakh 26 thousand students have been given assistance of more than Rs 207 crore under the housing assistance scheme.

Coaching facility was provided to 721 students under the Akanksha Yojana, in which more than Rs 3 crore has been spent. As many as 346 tribal students of the state have been selected in competitive examinations like JEE Mains, JEE Advanced, NEET, CLAT etc. through this scheme. This year 724 students are studying. One student from the state’s special backward tribe- Baiga is studying in IIT and one student in MBBS. Similarly, 36 students of Eklavya residential schools have been selected in JEE Mains.

Under the Pratibha Yojana, more than 170 students have been provided talent incentive amount of more than Rs.58 lakhs for admission in higher educational institutions in the last 18 months. Under the Foreign Study Scheme, assistance is being given to the meritorious students of tribals to study abroad regularly for higher education. In the last 18 months, 9 students selected under this scheme have left for foreign studies, including two girls.

Quality education is being provided to about 44 thousand tribal students by forming Madhya Pradesh Special and Residential Academic Society.
Under the Mukhya Mantri Medhavi Vidyarthi Yojana, in the last four years, more than five and a half thousand tribal students have got admission in prestigious colleges of the country related to engineering, medical, management etc. About Rs 13 crore has been spent by the state government on reimbursement of fees of these students. An incentive amount of more than Rs.95 lakh has been provided to more than 430 tribal students who have passed the civil services examinations in the last 18 months.

The coaching fee of private coaching institutes for civil services examinations is also reimbursed by the state government. Apart from this, an amount of Rs 12 thousand 500 per month is also given to the students for all other types of expenses. Disabled and transgender tribal students have also been provided admission in this academic session in 154 special residential schools operating in the state.

Infrastructure Development

Rs 387 crore has been approved in the last one and a half year for the construction of tribal hostels, ashrams and school buildings. In the last financial year, 15 new colleges and hostels have been approved in ST-dominated areas and in 370 schools in 8 districts, smart classes worth more than Rs.22 crore have been approved.

Holistic Education of Tribal Girls

In order to encourage holistic education of girls belonging to Scheduled Tribes, 82 Girls Education Complexes have been approved. As many as 27 new Eklavya Model Residential Schools are being constructed at a cost of Rs 390 crore. Four special residential schools are being run for the students of special backward tribes.

New Food Craft Institute is being established in tribal-dominated districts of Dhar, Betul and Barwani with the support of Government of India. Well equipped computer labs have been prepared in 33 residential schools of the state, in which students are getting knowledge of information technology. It has been decided to start conducting pre-primary classes as a pilot project in 38 ashram-shalas of 15 special backward tribe dominated districts.

Approval has been given for construction of 214 new senior girls and boys hostels costing more than Rs 713 crore and 189 new higher secondary schools costing more than Rs 409 crore in the state. Besides 250 seater 3 combined hostel buildings, 50 community halls and 5 skill development centers for special backward tribes and 8 new sports complexes are also being constructed at an expenditure of Rs.152 crore.
