Bhopal 30 November 2021: Chief Minister Shivraj Singh Chouhan said that the Madhya Pradesh government is making continuous efforts for the welfare of tribals. Tribal welfare works are being undertaken in the form of a campaign. It has started giving good results too. Full assistance is being given to tribal students for better education and career building.
Chief Minister Chouhan was addressing the meeting of Madhya Pradesh Tribal Advisory Council at Mantralaya today. Chief Minister Chouhan said that preparations for NDA exam also will be considered along with JEE, NEET and CLAT in the Akanksha Yojana. Success has also been achieved in the selection of 740 tribal students in JEE and NEET.
Apart from this, opportunities will be given to the talents by conducting workshops of artists for promotion of arts. Efforts for G.I. tagging for the artworks of tribal artists are also being made. The General Administration Department has made arrangements to give Rani Durgavati Samman, Thakkar Bapa Samman, Veer Shankar Shah Raghunath Shah Samman, Badal Bhoi Samman, Jannayak Tantya Bhil Samman and Jana Gana Shyam Samman to those who render outstanding services in the interest of tribal community. The Raja Sangram Shah Award has also been announced annually for the best work in the field of tribal art and culture. Tribal Affairs and Scheduled Castes Welfare Minister Sushri Meena Singh, Forest Minister Vijay Shah, Chief Secretary Iqbal Singh Bains and other members of the council were present in the meeting.
Center approves new Adarsh Gram Yojana
A new scheme has been approved by the Central Government for the integrated development of tribal villages, in which the work of improving infrastructure, socio-economic indicators, welfare of tribals and capacity development of people’s representatives will be done. In Madhya Pradesh, this scheme will be implemented through convergence of Central and State Government schemes. Under the scheme, various works will be done by selecting such villages, with a population of at least 50 percent of tribal class and such population is at least 500. A total of 7307 villages have been selected. In this, 100 percent grant-in-aid will be given from the center. In the first phase, works will be done in 1204 villages. Out of these villages, three villages will be selected for the best works in the state and prizes of Rs. 5 lakh each will be given. At the national level also, three villages will be selected for the best work, and will be given Rs 10 lakh each.
Efforts for Tribal Empowerment
Chief Minister Chouhan said that Madhya Pradesh has taken many steps in the field of tribal welfare this year. Latest efforts have been made for the economic, political and social empowerment of the tribes. Their honour has also been ensured. In this sequence, implementation of several tribal welfare schemes along with special celebrations was announced in the presence of Union Home Minister Amit Shah in Jabalpur on September 18, on the Balidan Diwas of tribal hero King Raghunath Shah and Shankar Shah and these have been implemented.
PM Modi enhances tribal pride
Chief Minister Chouhan said that the campaign being conducted in the state for the welfare of tribals is bringing in good results. Prime Minister Narendra Modi’s presence at the Tribal Pride Day celebrations on November 15 in Bhopal on the birth anniversary of Bhagwan Birsa Munda was instrumental in increasing tribal pride. Prime Minister Modi also decided to celebrate this day as Tribal Pride Day at the national level. Chief Minister Chouhan said that the Gaurav Kalash Yatra of tribals is passing through different districts. A special programme is being organized on December 4 on the Balidan Diwas of Jannayak Tantya Mama at Patalpani in Indore district, in the presence of the tribal community. Indore’s Bhanwarkuan Chouraha and ISBT bus stand will be named after Tantya Mama. Last year, programmes related to tribal pride were held in Anuppur and Barwani districts.
Chief Minister Chouhan said that all the eligible people should be given forest land rights’ letters. The work of getting the applications of forest rights canceled should also be done. In the meeting, Forest Minister Vijay Shah informed about the efforts being made at the department level in this regard.
Efforts for forest management, getting the price of forest produce, pure drinking water for tribals
It was told in the meeting that the right to community forest management and the effort to give value of various types of forest produce to the tribal society is a step to protect the constitutional rights of this community. The initiative to implement the PESA Act in a phased manner in the state is also significant. Panchayat and Rural Development Department has issued instructions to appoint District and Block Coordinator and PESA Mobilizer under PESA Forest Rights. Tribal youth will also get related benefits. Every tribal village will be provided with house-to-house tap connections by constructing water tanks and laying pipelines through the Jal Jeevan Mission to make pure drinking water available.
Governor’s suggestions executed, Efforts for G.I. tagging of sculptural art products
Chief Minister Chouhan said that efforts would be made to control Sickle Cell Anemia among the tribals. In this mission, health check-up of pregnant women will be conducted, to prevent this disease. At present, this work is being started in Jhabua and Alirajpur on a pilot basis. Important suggestions have also been made by the Governor Mangubhai Patel by drawing attention in this regard.
He also suggested the formation of Tribal Cell in Raj Bhavan, filling of vacant posts in Tribal Research and Development Institute and Eklavya Model Residential Schools, operation of new programmes related to livelihood and arrangement for sale of artefacts and paintings made by tribal artists on which different departments and agencies are taking necessary action. In this series, attempts are being made for the G.I. tagging of Gond paintings of Dindori, Baiga painting of Anuppur, mask craft of Chada-Anuppur, Pithora painting of Bhabra-Alirajpur, Pithora painting Kattiwada, Korku painting Betul and Korku woodcraft of Tigria-Betul. Information about registered sculptural art products will also be available on the Adirang portal of Vanya Sanstha.
Amazing tribal art traditions
Chief Minister Chouhan said that there are many talents in the tribal community. The special influence of folk dance, folk singing and folk music is seen in tribal life. Chief Minister Chouhan said that he had invited about 700 tribal folk artists who had come to perform folk dances at Jamboori Maidan in Bhopal on November 15 in front of Prime Minister Modi. These included Padmashri Sushri Bhuri Bai and Gond painter Bhajju Singh Shyam. Chief Minister Chouhan said that it is our duty to give honour and opportunity to these artists for performing arts. Madhya Pradesh government will give full honour to the talents of tribal artists. These artists will also be rewarded in programmes on the lines of Padmashri and Padma Bhushan.
Implementation of suggestions of Council members
Chief Minister Chouhan said that the suggestions of the Council members are also being implemented. These include 20 percent reservation in the process of direct recruitment to the tribal applicants who have passed in D.Ed and B.Ed, promotion in micro, small and medium industries, provision of bank loans for projects of Rs one lakh to Rs 25 lakh for service units and retail business and Rs one lakh to Rs 50 lakhs for projects and construction units.
There is a provision to give interest subsidy at the rate of three percent per annum on bank loan and guarantee fee up to a maximum of seven years from the prevailing rate to the beneficiaries. Irrigation facilities are being made available to tribal farmers on priority basis under Water Resources Department and Prime Minister’s Agriculture Irrigation Scheme. According to the special provision for Sahariya tribe in direct recruitment on backlog posts, there is a provision for appointment without minimum qualification in Sheopur, Morena, Datia, Gwalior, Bhind, Shivpuri, Guna and Ashoknagar. Similarly, for Baiga tribe, this provision has been made in Mandla, Dindori, Shahdol, Umaria, Balaghat and Anuppur and for Bharia tribe in Chhindwara and Seoni. A proposal has been sent to the Government of India to provide such facility to the applicants of Baiga, Sahariya and Bharia tribes in Sidhi, Singrauli and other districts also. The benefit of the Food Grant Scheme is being given to these three special backward tribes in 15 districts of the state.
Chief Minister Chouhan informed that nutritious food is being provided continuously through Anganwadi centers to end malnutrition in tribal areas. Efforts will be made to patent, promote and protect tribal cuisines. Tribal Research and Development Institute has also published a book focusing on tribal cuisine, food and dietary habits.
CM Chouhan kept the issues of tribals on priority: Dr. Mandve
In the Council meeting, Dr. Roopnarayan Mandve, a member of the council, expressed special gratitude for the efforts made by the Chief Minister Chouhan in keeping the issues of the tribal society paramount. Dr. Mandve said that he would like to thank Chief Minister Chouhan on behalf of the tribal community for infusing new energy in them.
It was informed in the meeting that the last meeting of the Council was held on December 23, 2020, from which 35 points have been implemented and action has been completed.
