MP’s public-participation model draws attention in CMs Conclave
Bhopal 15 December 2021: Madhya Pradesh’s best practices of public welfare with good governance and public participation drew the attention of all at the CMs Conclave held at Varanasi on Tuesday in the presence of Prime Minister Narendra Modi. After the presentation given by Chief Minister Shivraj Singh Chouhan, the Chief Ministers of other states included in the Conclave highly appreciated the public-participation model of Madhya Pradesh. Chief Minister Chouhan informed that the state government also tackled the first and second wave of Corona with public participation. Now the accountability of the public has been fixed at various levels in the implementation of government schemes in the state, which is also yielding successful results. Chief Minister Chouhan also informed about the first of its kind Anand Department and Anand Sansthan set up in Madhya Pradesh, which was appreciated in the Conclave.
Chief Minister Chouhan said that providing services to the public on time, without any inconvenience and with satisfaction has been a challenge as well as a priority of the governments. In the year 2010, the unique Public Service Guarantee Act of the country and the world was implemented in Madhya Pradesh to provide public services in a time-bound manner. Today 560 services are being provided successfully.
Chief Minister Chouhan said that along with amendments in laws, rules and procedures have been made for the facilities of the common man in the state. Digital India Land Record Modernization has increased the use of new modes of delivery of services like call centers and mobiles along with digitization of records. Innovations have been made for digital availability of land records, online diversion and online land-mortgage process, CM Jan Seva and deemed service delivery. Now citizens have started getting information and necessary records within time-limit. Khasra copy, khatauni, map, income certificate and local resident certificate are being made available to citizens on their mobiles from CM Janseva. More than 66 thousand people have taken advantage of this service.
Chief Minister Chouhan said that to ensure public participation in the policy making of the state government, Mahapanchayats of different sections were invited at the Chief Minister’s residence. Plans are being prepared on the basis of the suggestions received in these panchayats. Effective schemes like Ladli Laxmi, Sambal, Medhavi Vidyarthi, Mukhya Mantri Teerth-Darshan are outcomes of these Panchayats.
The public participation in Covid management and vaccination in Madhya Pradesh also became exemplary for other states. From district to gram panchayat and ward level in urban areas, 30 thousand 600 Crisis Management Groups became examples of public participation. More than one lakh volunteers and dignitaries including public representatives, religious leaders, voluntary organizations, medical experts have also played an active role in the Covid awareness work, which still continues. Madhya Pradesh has also created national records in vaccination campaigns with coordinated efforts and public participation. The Chief Minister said that with the combined efforts of all, we will achieve the target of administering both doses of vaccine to 100 percent eligible population in Madhya Pradesh by the end of December.
Wide public participation has also been received in the Ankur programme to increase green cover and oxyzen in the state. So far, more than 3 lakh citizens have registered themselves and planted 4 lakh 39 thousand saplings. There is also a provision for giving digital certificates and Pran-Vayu Awards to citizens in the programme.
Chief Minister Chouhan said that many major schemes including ration distribution, mid-day meal, Janani Suraksha, Ladli Laxmi, social security pension, scholarship distribution and Sambal is being monitored in the state with public participation. Monitoring committees have been constituted at Gram Panchayat, Block, Municipal Council, Municipality, Municipal Corporation, District and State level, in which the nomination of non-official members has been done by the Minister in charge of the district. Deendayal Antyodaya Samiti also monitors the schemes constantly.
Chief Minister Chouhan, in his presentation, also informed about the effective implementation of central schemes in Madhya Pradesh.
