Review of activities of Labour Department held
Bhopal 03 January 2022: Chief Minister Shivraj Singh Chouhan has said that Mukhyamantri Jan-Kalyan Sambal Yojana is an important scheme implemented for the welfare of the poor. This scheme will be implemented with full force from the coming financial year. The hurdles that had come in the implementation of the scheme in the year 2019 will be removed. At present, work is being done to rectify the shortcomings of the scheme. Labour department should work to bring good results in this scheme.
Chief Minister Chouhan was reviewing the schemes of the Labor Department during the departmental review meetings at Mantralaya today. Labour and Mineral Resources Minister Brijendra Pratap Singh, Chief Secretary Iqbal Singh Bains, Principal Secretary Labor Sachin Sinha, Principal Secretary Public Relations Raghvendra Singh and other officers were present.
Chief Minister Chouhan said that Sambal is a special scheme for the welfare of the poor that came out of his conscience. The work of implementing it by repackaging will be done. In this scheme, started from April 1, 2018 for the workers of the unorganised sector, such persons have been included who do not get the benefit of PF, gratuity and ESI, who are not government servants, income tax payers and must have less than one hectare of land. The names of eligible beneficiaries will also be added to the scheme. In the current financial year, 23 thousand cases of assistance under Anugrah Yojana have been approved.
State became the leader in the operation of Shramodaya residential schools
Chief Minister Chouhan said that efforts should be made in this direction to make Shramodaya Vidyalayas run in Bhopal, Indore, Gwalior and Jabalpur the best schools of the country. These schools should be presented as examples. Schools should also be linked with educationists by providing all necessary facilities like public schools for the children of labourers. Consideration should also be given to involving service-oriented educational institutions in the work of their management. Chief Minister Chouhan said that schools should be managed in such a way that students get the benefit of both good values and education.
1.5 crore workers of the state benefitted in Atma-nirbhar Bharat Rozgar Yojana
It was informed in the meeting that during the Corona period under the Atma-nirbhar Bharat Rozgar Yojana, the employees with less than 15 thousand rupees got financial support from the Government of India to improve the take home salary. In an organisation with more than a thousand employees, 12 percent of the employees’ share and in an institution with less than one thousand employees, 24 percent of the employer and employees' wages were provided as support. Till last month, one crore 47 lakh 364 workers of 4 thousand 917 institutions have been provided an amount of Rs 116 crore 21 lakh in Madhya Pradesh.
Keeping in view the recovery after Covid in the scheme, the registration period for the beneficiaries has been extended till March 31, 2022. The scheme was applicable from 01 October 2020 to 30 June 2021, the benefit of which would be available to the new employees till 30 June 2023. This scheme is being run through the Employees' Provident Fund Organisation under the Union Ministry of Labour and Employment.
e-shram portal
Ministry of Labour and Employment has created e-Shram Portal for registration of unorganised workers. An initiative has been taken to do Aadhaar e-KYC of 1.54 crore unorganised workers of Madhya Pradesh's building construction and Sambal through e-shram portal. Instructions have been given to all the districts for this.
Skill training
It was informed in the meeting that there will be short duration training programmes under the new skill training scheme. There is a plan to provide short term skill training to about 10 thousand in the current financial year and about 20 thousand in the next financial year. These include training in the fields of agriculture, textile manufacturing, home decor, IT, security, tourism and banking etc. Similarly, a coaching scheme is proposed for the talented children of registered workers to prepare for competitive exams like JEE and NEET. The report on labour reforms of Madhya Pradesh presented in the Varanasi Chief Minister's Conclave was also discussed in the meeting. Madhya Pradesh has already taken necessary labour reforms before many states including Rajasthan. The provisions of the new labour codes were also discussed in the meeting.
Major instructions of Chief Minister Chouhan
- Negligence in the implementation of schemes related to the welfare of workers will not be tolerated.
- The culprits of irregularities in marriage scheme in Vidisha district should be punished.
