Cabinet meeting chaired by Chief Minister Chouhan
Bhopal 04 January 2022: In the cabinet meeting chaired by Chief Minister Shivraj Singh Chouhan today, approval was given to amend the work (allocation) rules for formation of "Anand Department" and renaming of "Spiritual Department" to "Religious Trust and Endowment Department".
STARS Project
The Cabinet gave in-principle approval for the implementation of Strengthening Teaching-Learning and Results for States (STARS) programme. STARS is a Government of India programme, which has been approved in 6 states- Madhya Pradesh, Himachal Pradesh, Maharashtra, Odisha, Rajasthan and Kerala. The objective of the STARS programme is to improve the quality and governance of school education. Such activities and innovations are proposed in the STARS project, which cannot be provided for in the Samagra Shiksha Abhiyan. Education for all, Samagra Shiksha Abhiyan, Sustainable Development Goals and National Education Policy 2020, Sampoorna Vidyalaya Approach (Whole School Approach) will be there in the STARS project.
Approval for 4665 crores thermal power expansion unit
The cabinet has given policy/in-principle approval for a supercritical technology based thermal power expansion unit of 1x660 megawatt capacity at Amarkantak Thermal Power House, Chachai of Madhya Pradesh Power Generating Company, which is proposed to be implemented by a joint venture formed between Madhya Pradesh Power Generating Company Limited and SCEL, a subsidiary of Coal India Limited. The estimated cost of the proposed project is Rs 4665 crore 87 lakh. For the project, 15 percent amount will be given by the state government through share capital.
Amendment in departmental setup of Town and Country Planning
For the expansion / reorganization of offices in the new setup of Directorate of Town and Country Planning, the Council of Ministers has sanctioned a total of 941 posts (regular 693, contract 201, outsource 47) and 140 deputation posts, 5 posts of Project Management Unit and in addition establishment of monitoring unit, hiring of 25 interns and approval for annual expenditure of Rs.13 crore 45 lakh was given. In the setup of the Directorate, 5 new district offices (Morena, Tikamgarh, Dhar, Balaghat, Sehore) of Assistant Director level have been approved. Assistant Director, District Office Katni has been upgraded to Deputy Director level office. This will facilitate the general public in these districts and development works will also get momentum.
Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana
In order to compensate the loss of state agencies in the state government and ensure that the produce of the farmers is regularly purchased on support price, the Cabinet has decided to implement the new scheme Mukhyamantri Krishak Fasal Uparjan Sahayata Yojana from the year 2020-21 in place of two schemes (reimbursement of loss in food procurement to Madhya Pradesh State Civil Supplies Corporation and reimbursement of loss in food procurement to Madhya Pradesh State Cooperative Marketing Federation). A committee will be constituted under the chairmanship of Agriculture Production Commissioner to fix the criteria regarding the loss and compensation of various agencies of the state engaged in the procurement work in the scheme. In this, officers of Food, Cooperation, Agriculture, Panchayat and Rural Development and Finance departments will be included.
New National Livestock Mission Scheme
The Cabinet decided to implement the new National Livestock Mission scheme of the Government of India in the Department of Animal Husbandry and Dairying in the state. The objective of the scheme is mainly cattle breed development, employment generation, increasing the productivity of animals, bringing research to the field level and entrepreneurship development. Including the above activities in the National Livestock Mission, three sub-missions have been formed. The first is the Sub-Mission on Breed Development of Livestock and Poultry, the second is the Chari-Chara (Fodder) Development Sub-Mission and the third is the Innovation and Extension Sub-Mission. With the implementation of National Livestock Mission, the breed of animals in the state will improve. The productivity of animals will increase. New technology will be developed and reach at the the grassroots level. This will increase the income of livestock farmers.
Arrangement for easy treatment of cancer patients
The Cabinet approved tender forms for purchase, maintenance and operation of linear accelerator equipment in medical colleges Bhopal, Indore and Rewa under PPP scheme to provide easy treatment to cancer patients in the state. According to the suggestions received in the Pre Bid Conference of the tender, the Medical Education Department was given the power to make changes.
Release of assets
The Council of Ministers approval was given to the H-1 tenderer at the highest tender bid price and after depositing 100% of the tender bid price by the tenderer for the release of the assets including the commercial tax department's asset at ward No. 22. Ambedkar Chowk, District Balaghat, Biaora Bus Depot property of the Transport Department at District Rajgarh, Madhya Pradesh Road Transport Department's property at Main Road Ward No. 13 of Dr. Ram Manohar Lohia Ward Village Jaura Khurd, District Morena, Block-A' land asset of Morena Bus Depot and Bus Stand and Bharat Colony of Cottage and Village Industries Department, New Madan Mahal Ward No 15 Jabalpur, for the disposal of old industrial shed, office building and warehouse assets – Window to News
