Bhopal 14 January 2022: Chief Minister Shivraj Singh Chouhan said that the Public Participation model of Madhya Pradesh will work in the third wave also in the control of Covid. Once again the government and citizens together will defeat the third wave in the same way that work was done when dealing with crisis situations with public cooperation in the first and second wave of Covid. Joint efforts will be successful, humanity will win.

Chief Minister Chouhan was seeking information about the status of Covid and efforts being made in the districts of the state, from his residence through video conference today. Chief Minister Chouhan interacted with the members of Crisis Management Group and receive their suggestions. Union Civil Aviation Minister Jyotiraditya Scindia and State Ministers also took part in the discussion and meeting through video conference. Public Health and Family Welfare Minister Dr. Prabhuram Chaudhary was present in the video conferencing from the Chief Minister’s residence. Chief Minister Chouhan extended Makar Sankranti greetings to all the public representatives and officers at the video conference.

Chief Minister Chouhan said that maximum number of people will remain in home isolation, who should be taken care of and made aware of precautions. This is important. At present, 21 thousand 394 patients are in home isolation in the state. Necessary facilities are being given to them. Chief Minister Chouhan will review the re-vaccination work and infection control in the Collectors’ conference on January 17.

Only 3 percent positive patients are being admitted, it is necessary to take precautions

Chief Minister Chouhan has said that a big challenge is in front of us in the form of third wave. Do not panic, be alert and cautious. There is also a possibility of Corona cases increasing rapidly. A fact has come from all over the world that those who get infected in this wave are less serious. Therefore, the cases of hospitalization are now a little more than about three percent. In the previous wave, up to 40 percent patients had to be admitted. After the research done so far, experts are of the opinion that the effect of this variant remains till the throat. It does not affect the lungs much. But that does not mean that we should not be alert. We have to win the Covid epidemic, while combating this wave with full vigilance, it is also our resolve.

80 thousand tests are being conducted daily in the state

Chief Minister Chouhan said that crisis management committees of wards and district panchayats along with blocks are associated in this discussion today. I appeal that the targets given to the districts for the Corona test should be fulfilled. Representatives must focus on testing in their areas. There is also an appeal to the Crisis Management of the villages and panchayats that if anyone in the village has any cold and cough, then inspire them to get them tested. The Chief Minister appealed to Panchayat Level Crisis Management Committees to see that no one is left without vaccination. 100 percent immunization of youth of 15 to 18 years must be ensured. This is a powerful way to avoid Covid. Increase the number of tests in all district fever clinics. There should be adequate number of fever clinics. The test report should come within 24 hours so that no one roams around as a spreader. If someone comes positive, then he should be isolated at home and given a medical kit. Due to this, the medicine of the infected will start on time and the infection will not increase. If there is no system of home isolation, the infected person should be admitted to Covid Care Center. An ambulance should be arranged to admit the infected person, so that he can be taken to the hospital on time. The Block Level Crisis Management Committee should also get the suspects tested in coordination with the Block Medical Officer. Maintain a system 24 hours by creating a control room.

Take advantage of Covid Care Center

Chief Minister Chouhan said that the members of the Crisis Management Committee should decide that the infected should be admitted to the Covid Care Center. The important work of the District Level Crisis Management Committees is to get the people to follow Covid appropriate behavior. Make everyone aware that you must wear a mask when you step out of the house. Also, see that there is no overcrowding in any place and tests should be conducted regularly.

Ensure prompt test reports

Chief Minister Chouhan instructed all the commissioners to ensure that the test report is received within 24 hours. Monitor the labs in medical colleges. The work of uploading the necessary information on the Government of India portal and keeping all other arrangements in the public domain should also be done. The Crisis Management Committee of the district has to see to the arrangements for smooth operation of Covid Care Centers in their district. The arrangements for civil hospitals, district hospitals and medical colleges should be appropriate. We have sufficient number of ICU beds, oxygen beds and general beds. ICU beds, oxygen beds, general beds of Covid Care Centers must be checked. Ensure that the oxygen plants are in running condition. Check the arrangements of all the necessary equipment including ventilators, concentrators. There should be no shortage of resources. Our top priority is to save the lives of the people and stand by them in their time of crisis.

Test arrangements should be made in public places

Chief Minister Chouhan said that arrangements for testing should be made at railway stations, bus stands and airports. Talk to patients living in home isolation. Private hospitals should be kept under contract under the Chief Minister’s Covid Treatment Scheme. The hospital management should not take more money than the package that has been fixed for the private hospital. Oxygen cylinders should be available and functional. Arrangements of one month’s medicines should be ensured. Chief Minister Chouhan said that by ensuring proper testing, contact tracing, home isolation on being detected Covid positive, medical kit distribution, arrangement of ambulance when required, oxygen arrangement, medicines, vaccination and Covid appropriate behavior when admitted to the Covid Care Center, the public can be taken out safely from the third wave.

Interaction with collectors and public representatives

Chief Minister Chouhan today interacted with many public representatives and collectors in a video conference that lasted for about one and a half hours. Chief Minister Chouhan said that at present the wave of new variant of Covid Omicron is going on all over the world. Its aggression is not high. But we have to be careful and alert. Also, all the arrangements should be perfect, it is very important. Chief Minister Chouhan first discussed with Indore Collector. Indore is the largest city of the state, where one-third of the new positive patients of the state have appeared. Chief Minister Chouhan inquired about the arrangements made in the hospitals of Indore. On getting information about more tests privately in Indore, Chief Minister Chouhan instructed that if tests are conducted privately, then they should also be taken on record. Chief Minister Chouhan spoke to Bhopal Collector. Chief Minister Chouhan took information about the arrangements from Bhopal Collector. Collector Bhopal informed that as soon as the list of positive patients comes every day, necessary arrangements are made for them immediately. Medical kits are provided to cent percent positive patients. They also give them pamphlets of suggestions. Doctors keep in touch with them by phone. The Chief Minister also discussed with the collectors of Sagar, Ujjain, Sidhi, Rewa, Gwalior, Jabalpur, Panna, Barwani, Vidisha, Bhind, Sheopur and Mandla.

Chief Minister Chouhan interacted with Minister Pradyuman Singh Tomar, MP Janardan Singh, MLA Reeti Pathak and got information about the status of the districts. Former ministers Karan Singh Verma, Lalita Yadav as well as Yashpal Singh Sisodia, Madan Kushwaha, Kamal Makhijani, Dilip Parihar, Virendra Raghuvanshi, Indu Tiwari and others also gave various suggestions. Chief Minister Chouhan talked about taking necessary steps on the suggestions received.

Health department presentation

Additional Chief Secretary Health Mohammad Suleman gave a presentation on the current status of Covid-19 in the state, the status of vaccination and preparedness to deal with the third wave of Covid-19. It was informed that 02 lakh 64 thousand 202 positive cases have come in the country and 04 thousand 755 in Madhya Pradesh in the last 24 hours. Active cases are 3 thousand 735. A total of 1020 cases have been recovered. Indore has 30 percent cases of the state. At present, only 3.3 percent of positive patients are admitted.

The positivity of the country is about 13 percent and that of Madhya Pradesh is about 6 percent. General beds 416, oxygen beds 212, HDU and ICU beds 33 are being used by the admitted patients. 96.7 percent of the active case patients are in home isolation. Only 3.3 patients are admitted in hospitals. The available bed capacity is 67 thousand 164, out of which 1.17 percent of the total is being utilised at present. Home isolation arrangements have been strengthened. Every day calls are made to the home isolated person from the District Covid Command Control Centre. Tele-consultation is given for medical consultation. Arrangements have been made for home isolation kits and hospitalization through ambulance if required. Initiatives were taken to make a Covid Care Centre functional in each district, arrange doctors, necessary support staff, medicines and food in the centre, as far as possible connecting non-government organisations with the operation of the Covid Care Centre and also at the block level to identify the Covid Care Centre. The infrastructural preparedness has been ensured to deal with the third wave. 22 thousand 332 isolation beds, 31 thousand 680 oxygen beds, 13 thousand 152 ICU/HDU beds and 890 PICU beds are available in the state.

Oxygen systems have been made better in the state

At present, 17 thousand oxygen concentrators are available in government health institutions in the state. A total of 36 thousand 393 oxygen cylinders are also available. Apart from this initiative of setting up 6 KL tanks in 51 district hospitals and 151 MT in private sector and 353 MT capacity tanks are available in government medical colleges. 204 PSA oxygen plants have been approved in the state. Out of these, 190 plants are functional. The first mock drill has been done from 1 to 5 December and the second mock drill has been done on 22 December 2021. Training of PSA plant has also been given. About two thousand ventilators are available in all the medical colleges and government hospitals of the state, supplied from PM Care and from other sources. Support has been received from Red Cross, Azim Premji Foundation, Coal India, HDFC and other institutions including Chief Minister's Relief Fund in setting up the PSA plants. In Shajapur, Narsinghpur, Dindori, Chhatarpur, Sheopur and Katni, the work of additional bed arrangement and oxygen system is also in the state of completion.

Vaccination in the state

In the state, 96.6 percent of the people who are eligible for vaccination above the age of 18 years have been given the first dose and 92.3 percent people have been given the first and second doses. Similarly, 57.6 percent of eligible adolescents aged 15 to 18 have been administered the first dose. A total of 1 lakh 3 thousand 118 health care workers, 89 thousand 636 frontline workers and 40 thousand 22 people suffering from serious ailments have been given precaution doses. 6 lakh 69 thousand 891 doses have been administered to pregnant women in the state. The first five best performing districts include Bhopal, Agar-Malwa, Indore, Umaria and Chhindwara districts, where there is good progress in all categories of vaccinations.

Chief Minister Chouhan stressed on the active role of public representatives during the video conference. He said that there should be management of testing at railway stations, bus stands etc. People's representatives see for themselves the arrangement of medicines. Keep stock for one month. Crisis Management Committees at each level have to be active, alert. An ambulance should be kept ready if the condition of a patient suffering from other diseases is serious. This will enable timely hospitalization. Ensure that oxygen cylinders are filled in the hospital. Always maintain communication with admitted patients. Contact tracing continued. Ensure Covid friendly behaviour. Vaccines should also be given to school dropouts. See the arrangements of Covid Command Centers in the districts, public representatives should take time to visit these centers every day.

Major instructions of Chief Minister Chouhan
  • Government, private schools from class I to XII will remain closed from January 15 to January 31.
  • There will be no fairs of any kind in the state.
  • All rallies and meetings will be banned.
  • Events can be held with attendance less than 50 percent of the capacity of the hall.
  • All entertainment events will have a maximum of 250 people.
  • Large gatherings and events will be prohibited.
  • All types of sports activities will have players of 50 percent of the capacity of stadium.
  • The pre-board exams which were to be held from January 20 will be conducted as take home exams.
  • Night curfew will continue.
  • There will be a limit of 50 people to participate in funerals etc.
  • The markets will not be closed anywhere. Economic activities will continue.
