Important changes in Mukhya Mantri Kanya Vivah/ Nikah Yojana

Establishment of 5 new industrial areas in the state

Bhopal 05 April 2022: A meeting of the Cabinet was held in Mantralaya today under the chairmanship of Chief Minister Shivraj Singh Chouhan. The Cabinet approved the amendment of the Mukhya Mantri Kanya Vivah / Nikah Yojana. Under the scheme, Rs 55 thousand will be approved per girl eligible for mass Kanya / Nikah programme. Out of this amount, an amount of Rs. 6 thousand will be payable to the organizing body for organizing mass marriage programme and materials worth Rs. 38 thousand and an account payee cheque of Rs.11 thousand will be gifted to the girl by the organizing body.
The marriage assistance scheme for workers registered in the Madhya Pradesh Building and Other Construction Workers Welfare Board of the Labor Department will be included in the Mukhya Mantri Kanya Vivah Yojana run by the Social Justice Department.

The organization authorized for the programme, Municipal Corporation / Municipality / Municipal Council will organize mass marriages in urban areas and in rural areas Janpad Panchayat will be the organizers. Mass marriages being organized by any other organization will not be eligible to get the benefit of this scheme.

District and body level Mukhya Mantri Kanya Vivah/Nikah Organizing Committee

District and body level committees will be formed with the approval of the minister in-charge of the district to ensure that the mass Vivah/ Nikah programme is organized smoothly. Senior government officials will also be members in these committees.

With the approval of the Minister-in-Charge of the district, the District Collector will issue a financial year wise calendar of 2 dates each for mass Vivah and Nikah for each body of the district. Wide publicity of this calendar will be ensured so that interested couples can apply on time.
An amount of Rs 49 thousand will be provided to the girl child as necessary gifts for setting up her house. District and body level Mukhkya Mantri Kanya Vivah / Nikah Organizing Committee will determine the process to ensure the quality of the material being supplied.

The process of application will be as before, according to which the bride and groom will have to make a joint application in the prescribed form at least 15 days before the date of organization of mass Vivah/Nikah programme.

It will be the responsibility of the concerned local body to complete the verification of the eligibility of the beneficiaries for marriage 7 days before the mass marriage programme. Mass Vivah /nikah programme will be given wide publicity through all mediums including social media. Rest of the terms and conditions of the scheme will remain the same as before. New guidelines will be published in the form of a booklet incorporating all the amendments made in the scheme.

Potential for investment of more than Rs 32 thousand crores

The Cabinet gave administrative approval to develop five new industrial areas in the state at a cost of Rs.714.56 crore which includes Berasia district Bhopal project cost Rs 25.88 crore, Ashta (Jhilela) district Sehore Rs 99.43 crore, Dhar (Tilgara) district Dhar Rs 79.43 crore Mega Industrial Park Ratlam Phase-1 district Ratlam Rs 462 crore and Narsinghpur district Narsinghpur Rs 47.82 crore. With the development of these 5 new industrial areas, investment of more than Rs.32 thousand crore is expected in the state. Along with this, direct and indirect employment will be available to 38 thousand 450 persons.

Recapitalization Assistance Scheme for Rural Banks

The Cabinet has approved share capital assistance of Rs.1414.83 crore to both the regional rural banks working in the state by the Government of India in the recapitalization assistance scheme, in which the share of the state government is Rs.212.23 crore. Decision has been taken on the proposal to invest the amount of state share in the share capital of Regional Rural Banks that according to the approval of the Government of India in the share capital of Regional Rural Banks by the State Government in the financial year 2021-22, the amount of State Government's share of Rs 212.23 crore should be invested.

A total of 1320 bank branches of regional rural banks are functioning in the state, out of which 1172 branches are in rural and semi-urban areas. These banks are providing banking facilities to the rural citizens of the state mainly through financial inclusion with banking facilities in rural and semi-urban areas. At present, the total business of these banks in the state is more than Rs 40 thousand crores. These banks can increase their business with the recapitalization assistance approved by the Government of India. New employment opportunities are being created by the regional rural banks, mainly in rural areas. With this recapitalization assistance, more funding will be done by these banks to generate employment opportunities in rural areas.

Zero percent interest rate to increase animal husbandry activities

In the Department of Animal Husbandry and Dairying, the Cabinet has decided to give a credit limit of Rs. 2 lakh to farmers for cow, buffalo, goat, pig and poultry farming through primary agricultural credit cooperative societies at zero percent interest rate for animal husbandry activities in the state. With the implementation of the scheme to provide Kisan Credit Card at zero percent interest rate for animal husbandry activities, cattle rearers in the state will be able to buy inputs easily and their income will increase by avoiding usurers and middlemen.

Establishment of Medical Devices Park at Vikram Udyogpuri Ujjain

The Cabinet decided to establish Medical Devices Park in industrial area Vikram Udyogpuri Ujjain in place of Mohasa Babai. Post-facto approval was given for the establishment of Medical Devices Park in industrial area Vikram Udyogpuri district Ujjain in place of industrial area Mohasa Babai. It has been decided to provide special concessions which have been provided for medical devices manufacturing units in Mohasa-Babai to medical devices manufacturing units in Vikram Udyogpuri industrial area also. The State Government will reimburse the financial burden on the discount/facilitation given to the investors in Vikram Udyogpuri Limited, Ujjain. The Administrative Department has been authorized to constitute a competent committee for allotment of land/plot/building in Medical Devices Park through offline process.

Irrigation projects

The Cabinet has given administrative approval for Kayampur pressurized micro lift major irrigation project of Mandsaur district for Rabi irrigation costing Rs 2374 crore, irrigation potential of one lakh 12 thousand hectare. With the construction of the project, one lakh 12 thousand hectare area of ​​252 villages of Sitamau and Mandsaur tehsils will get micro irrigation (sprinkler) facility from underground pipeline.

The Cabinet gave administrative approval for Takhaji micro-medium irrigation project costing Rs 46.86 crore of Mandsaur district, irrigation potential of 3200 hectares for Rabi irrigation. With the construction of the project, the facility of micro irrigation (sprinkler) through underground pipeline will be available in 3200 hectare area of ​​9 villages of Bhanpur tehsil.

The Cabinet gave administrative approval for the Lamta Pipe Irrigation Network (Hose System) project costing Rs 146.50 crore, irrigation potential 9630 hectares for Kharif irrigation. Under the project, 55 tribal-dominated villages of Lamta tehsil of Balaghat district will get the benefit of Kharif irrigation through micro-irrigation (Hose) method through underground pipeline.

Continuity of Fire Services Plan

For the prevention of fire, while continuing the existing fire services plan for the urban bodies of the state under the Directorate of Urban Administration and Development, Madhya Pradesh, Bhopal, the Cabinet decided to provide 10 percent state share amount of Rs 24.19 crore out of the over Rs 241 crore work plan sent to the Government of India for the strengthening of fire safety measures, construction of new fire stations in the urban bodies of the state, training building, hydraulic platform/TTL, advance rescue tender, water tender, quick response vehicle, inflatable lightning tower, fire fighting bike, fire suit, water browser, rescue boat, GPS system etc. and 75 percent amount of state share amounting to Rs 61.13 crore at the rate of Rs 18.75 lakh to total 282 urban bodies to purchase new fire vehicles in place of 326 fire vehicles completing the age limit of 10 years, in this way it has been decided to approve an action plan of a total amount of Rs 85.32 crore.

Redensification Policy-2022

The Cabinet approved the implementation of Re-densification Policy: 2022 in place of Re-densification Policy-2016 for government buildings/complexes located in urban areas.

Increase in financial rights to purchase books

The Council of Ministers has increased the financial powers of grant approval for purchasing books in the library of the Advocates Associations, for the Law Minister to Rs. 2 lakh instead of Rs. 50 thousand and to the Chief Minister up to Rs. 5 lakh instead of Rs. 1 lakh.

Creation of posts

The Cabinet gave its approval to create 5 posts for setting up an Arbitration Centre on the establishment of Madhya Pradesh High Court, Jabalpur. These include the post of 01 director, 1 private secretary or secretary to director, 1 accountant, a driver and a peon.

Decision to constitute State Level Empowered Committee

In the present new technological era, new technologies, products and processes are being invented in relation to every area related to life. At present, there are many such subjects, from which adoption of new material, process and product technology and innovative solution in the working areas of governance can improve productivity, utility and quality and help in adopting the latest technologies in the state. After brainstorming on such subjects, there seems to be a need to conduct an examination regarding their adoption for government departments. Therefore, it was decided to constitute a State Level Empowered Committee (SLEC) to encourage innovation and their use in the latest technology. This committee will recommend the implementation of the new technology or proposal as experimental or pilot after overall consideration.
