Bhopal 22 April 2022: Union Home and Cooperatives Minister Amit Shah has said that the era of police with batons of British time has ended. Now policing will have to be based on knowledge, evidence and logic. The science of police needs to change. Giving examples, Minister Shah said that different CCTVs are being installed by the residents’ associations, municipal corporations, market associations in the cities. Cameras have been installed, but this is not related to the police system. By coordinating these, better and more economical monitoring system can be established. The system of beat, parade and khabri system will have to be revived and strengthened. The presence of police improves law and order. Beat patrolling is important, it brings a sense of security and satisfaction among the public. The right process and perfection are essential for success. Success comes from passion, it is the responsibility of all of us to create passion in the police force. Union Minister for Home and Cooperatives, Shah was addressing the inauguration of the 48th All India Police Science Congress at the Central Police Training Academy, Bhopal.

Union Minister Shah said that Chief Minister Shivraj Singh Chouhan has made a special contribution in transforming Madhya Pradesh into a developing state from a BIMARU state. Chief Minister Chouhan and Home Minister Dr. Narottam Mishra were present in the programme. Before the programme, Union Minister Shah and Chief Minister Chouhan paid floral tributes and garlanded martyrs at Shaheed Memorial in the premises of Central Police Training Academy, Bhopal. Plantation was also done at all religious places in the campus, and exhibition of new equipments was inaugurated on the occasion of All India Police Science Congress in the academy.
Union Minister Shah and Chief Minister Chouhan released five books. These include the Compendium on All India Police Science Congress, 45th issue of Police Science magazine, Data on Police Organization 2021, Best Practices on Smart Policing and National Syllabus for Directly Recruited Sub Inspectors.

Union Minister Shah said that the country and the world faced a serious disease in the last few years. At the time of Corona, about four lakh police officers and employees in the country were infected and more than 2700 police personnel lost their lives. During this period, the people of the country saw the human face of the police and the behavior of the police at the time of disaster. Congratulations to the entire police force for this ideal behavior and service. The work done by the police during the Corona period was praised everywhere in the country. Union Minister Shah paid tribute to 2712 policemen who died during the discharge of duty during the Corona period and expressed

condolences to their family members. Union Minister Shah said that the contribution of the All India Police Science Congress in the police system is significant for two reasons. Police and internal security have been considered state subjects in the constitutional system. The change in the nature of crime since the making of the Constitution has posed different types of challenges to the police. Some such tendencies have emerged, on which the police of the states and the police across the country will have to work with mutual coordination and uniformity, otherwise we will not be able to face the challenges.

Citing the example of North-Eastern states, Union Minister Shah said that there are eight North-Eastern states, police units of all these states are different, but there is a common challenge. Hence there is a need for coordination and a policy. Challenges of infiltration in the eastern region of the country and in the western states of the country where it borders with the neighboring country are similar. If the police of the states continue to work in isolation, then we will not be able to face these challenges effectively. In this situation there is no need to change the constitution, but through events like the All India Police Science Congress and D.G. conferences, some states can come together to discuss the problems of their region and make a common policy regarding the problems.

Union Minister Shah said that there are challenges before the country like drugs, hawala transactions, cyber fraud. A person sitting in one state can indulge in cyber fraud with a person from another state. There is no common strategy to deal with such cases. What is the medium of communication for resolving such cases? The Police Science Congress is the ideal system for these situations. BPR&D is essential to find solutions by bringing police from across the country on one platform to face similar challenges. It is, therefore, necessary that the Police Science Congress should also discuss in a special session the determination of a common strategy to meet similar challenges.

Union Minister Shah said that criminals are getting equipped with latest technology from all over the world. It is essential that the police should be two steps ahead of the criminal. For this, the police will have to be techno-savvy and master the use of technology at every beat, head constable, constable level, otherwise we will not be able to control new types of crimes. For this BPR & D has provided a platform. Work is being done in this direction in the last ten years through various training sessions. All India Police Science Congress is important for the internal challenges of the country and ensuring security and such events are necessary.

Union Home and Cooperatives Minister Shah said that under the leadership of Prime Minister Modi, the problem of Kashmir, the problem of Left Wing Extremism and the problem of narcotics and weapons of the North-East region have been successfully tackled in a scientific manner. This situation has been made possible by analyzing these problems and as a result of uniformity in decision making on the measures and their implementation.

Union Minister Shah said that there is a need for all police units to develop a ten-year strategy and establish a system for its continuous review. It is necessary to ensure that the officers keep on changing, but there is no change in the strategy of the police towards the problem. Presently there are many crimes which cannot be controlled without modernization of police, necessary training, coordination with other states and units and efficient use of latest technology. Solution for the problems of narcotics, counterfeit currency, hawala, cybercrime, arms smuggling, etc., will be possible only with uniformity of strategy.

Union Minister Shah said that Prime Minister Modi has announced Police Technology Mission. This will enable uniformity in the same type of wireless system, CCTV cameras, analysis software etc. and will help in exchange of information.

Union Minister Shah said that the books which have been released today should be studied by the police officers in all the states. Their summary, should be made available to every officer of the S.P level. It is necessary to convey the findings of various studies contained in the books to every officer-employee of the police.

Union Minister Shah said that data is the new science and Big Data has the solution to all problems. The Government of India has connected all the police stations with CCTNS system. Sufficient data is available. It is necessary to make efforts towards its use and analysis.

Union Minister Shah said that it is necessary to develop a culture of ‘Just Action’ in the police force. This will be possible only when the system does not depend on the individual, but the individual depends on the system. This will make possible a positive change in policing.

Union Minister Shah said that there are two aspects of Police-Science, first ‘Science for Police’ and second ‘Science of Police’. Serious consideration of both these subjects is necessary to face the challenges facing the country. To strengthen the internal security of the country, modernization of police, training to enable police, availability of latest technology and necessary system for health care of policemen will have to be developed.

The concept of smart policing given by Prime Minister Modi can be realized only then. More than 16 thousand of our police stations have become online. CCTNS is providing nine services through NCRB at the state level. There is a need to make the public as well as the police aware about these services. Training of digital systems like Vehicle NOC, Missing Persons Search Engine, Nafees Software for Finger Print Search etc. upto the police station level should be ensured. There is a need to increase the use of database in cases of terrorists, narcotics, bomb blasts, plane hijacks. A definite system should be established for their study at the state level. All the police units of the country should do the work of taking the CCTNS services up to the police station level.

Union Minister Amit Shah said that there is a need to increase the use of Medical Science, Forensic Science, Management Science, Arm Science and Communication Science in the Science of Police. Two universities have been established in this area. Forensic Science Laboratory has been established. It is also going to be established in Bhopal. We have to encourage its use. Under the amendments of IPC, CrPC, forensic evidence is being made mandatory in cases of punishment of more than six years. Trained human resources are essential for this type of arrangement. For this purpose, forensic science lab is being established by making advance arrangements. Specialists will be developed in Raksha-Shakti University. Minister Amit Shah asked the Director Generals of all the states to develop centers of both the universities in their respective states. He also stressed the need to empower the ‘Directorate of Prosecution’.

Chief Minister Shivraj Singh Chouhan, while welcoming Union Home and Cooperatives Minister Amit Shah, who was here on the occasion of the inauguration of the 48th All India Police Science Congress on behalf of the people of the state, said that it is a matter of good fortune that All India Police Science Congress is being held in Bhopal. The process of building a prosperous, glorious, magnificent and empowered India is going on under the leadership of Prime Minister Modi. Chief Minister Chouhan said that it is the duty of the police to protect the gentlemen and suppress the wicked according to the verse of Gita “Paritranaya Sadhunam Vinashaya Cha Dushkritam”. In Covid-19, the police presented exemplary examples of service. The police have to tackle challenges like de-addiction campaign, safety of daughters and control of cyber crime. Therefore, training of the police, facilities for scientific investigation, availability of tools of investigation and every possible use of forensic science is the need of the hour. I am sure that the representatives of the police forces attending the Police Science Congress, representatives of scientific universities, will discuss various topics and challenges and present their solutions. Chief Minister Chouhan welcomed all the delegates who came to participate in the Science Congress in the state.

Chief Minister Chouhan said that while taking action against mafia in the state, more than 21 thousand acres of land has been freed, the cost of which is more than Rs 12 thousand crores. The number of police force in the state was 83 thousand 569 in the year 2011, which has increased to more than 1 lakh 26 thousand today. A campaign is also being started for new recruitments in the police.

Chief Minister Chouhan said that police assistance is being provided to the people in dial-100 in a very short time in the state. Urja Mahila Desk and Crime & Criminal Tracking Network & System are running smoothly. The system of citizen services has been improved through the MP e-Cop app. All the pillars of the criminal justice system like Police, e-Courts, e-Prison, FSL, e-Prosecution have been successfully integrated with Inter Operable Criminal Justice System.

Chief Minister Chouhan said that Prime Minister Modi has given the concept of Smart Policing. All India Police Science Congress will prove to be important in giving practical shape to the provisions of smart policing and the country will get its benefit.
In the beginning, Director General Bureau of Police Research and Development (BPR&D) Balaji Srivastava while giving information about the objectives, participants and topics to be discussed in the All India Police Science Congress said that the main objective of the event is to discuss the current topics for the Indian Police and discuss and develop strategies in relation to the challenges. The conference provides a common platform for understanding the grassroots systems and discussions towards future challenges. As many as 90 participants from across the country are involved in the conference and 620 officers and policemen are participating through webcast. In the two-day event, 6 topics will be discussed.
