Bhopal 26 April 2022: meeting of the Cabinet was held in Mantralaya today under the chairmanship of Chief Minister Shivraj Singh Chouhan. The Cabinet has decided to implement incentive scheme for crop diversification in Madhya Pradesh in view of the increase in the area and production of wheat and paddy in the state, increase in the cost of procurement on support price and environmental imbalance in the state due to the above crops.
According to the proposal of the Crop Diversification Scheme, the proposals received from the applicant company/institution after being examined by the Director, Farmers Welfare and Agriculture Development will be granted approval by the Cabinet Committee for Investment Promotion (CCIP) after the recommendation of the State Level Project Screening Committee headed by the Chief Secretary. The implementation, monitoring of the proposals approved in the scheme will be carried out by the Director, Farmers Welfare and Agriculture Development. The scheme will cover non-MSP crops sown in place of wheat and paddy. This will reduce the dependence on chemical fertilizers in the state and environmental protection, biodiversity and sustainable farming will be possible. Along with this, there will be reduction in procurement on support price and dependence on import of pulses and oilseeds will be reduced.
Constitution of Natural Agriculture Development Board
Decision was taken to constitute the ‘Madhya Pradesh Natural Agriculture Development Board’ as an independent organization with the financial assistance of the state government in order to increase the spread of natural agriculture in the state and to provide encouragement and cooperation to the farmers with constant guidance. An apex body headed by the Chief Minister and a task force under the chairmanship of the Chief Secretary will be constituted at the state level for monitoring and review of the Madhya Pradesh Natural Agriculture Development Board. Additional Chief Secretary, Farmers Welfare and Agriculture Development Department will be the State Project Director of Madhya Pradesh Natural Agriculture Development Board and Director Agriculture will be the Executive Director. Bhopal will be the headquarters of Madhya Pradesh Natural Agriculture Development Board. At the district level, the scheme will be implemented by the District Project Director, Aatma, under the direction of the Aatma Governing Board, chaired by the Collector.
Approval was given to create 17 posts in the board. There will be a financial burden of about Rs 5 crore per annum for the salary, allowances and other administrative expenses etc. of the staff of the Board.
Decision to implement 3 new schemes of Scheduled Castes Welfare
Decision was taken to implement new schemes namely Sant Ravidas Swarozgar Yojana, Dr. Bhimrao Ambedkar Economic Welfare Scheme and Mukhya Mantri Jati Vishesh Pariyojana Vitta Poshan Yojana through the State Co-operative Scheduled Caste Finance and Development corporation under Scheduled Caste Welfare Department to make Madhya Pradesh State Scheduled Caste Finance and Development Corporation Limited Bhopal more useful and active and to provide more opportunities for self-employment to the youth of the Scheduled Castes category under the Department of Scheduled Caste Welfare.
Under the Sant Ravidas Swarozgar Yojana, projects ranging from Rs 1 lakh to Rs 50 lakh will be sanctioned for manufacturing activities and Rs 1 lakh to Rs 25 lakh for service/business. Interest subsidy will be given on the loan at the rate of 5 percent per annum. The Corporation will bear the Bank Loan Guarantee Fee at the prevailing rate for a maximum period of 7 years. The annual income of the family for this scheme should not exceed Rs.12 lakhs. The facility of training will be made available to the interested candidates. An expenditure of Rs 209 crore 40 lakh is likely in the scheme in 5 years.
Under Dr. Bhimrao Ambedkar Economic Welfare Scheme, projects ranging from Rs. 10 thousand to Rs. 1 lakh will be sanctioned for all types of self-employment activities. Interest subsidy will be given on the loan at the rate of 7 percent per annum. In addition, the corporation will bear the bank loan guarantee fee at the prevailing rate for a maximum period of 5 years.
Under the Chief Minister’s Scheduled Caste Special Project Financing Scheme, projects up to a maximum of Rs 2 crore can be approved on the proposals received from various line departments/corporations/district collectors. Based on the recommendation of the committee constituted under the chairmanship of the Chief Secretary, the said amount will be given as a grant. In the scheme, it will be mandatory for at least three-fourth of the beneficiaries to be from the Scheduled Caste Category.
Rationalization
In addition to the services currently being provided by the Madhya Pradesh Public Health Services Corporation, formed for the purchase of quality medicines, materials, equipment in the state, the Cabinet has granted approval for rationalization of the approved staff for the Corporation to make services like CT scan, dialysis etc. available to the citizens of the state on PPP model.
Creation of new posts
The Cabinet granted administrative approval for the creation of total 69 new posts including upgradation of one pre-approved post of Accounts Officer in Nursing College, Indore in the pay scale of 15600-39100+5400 GP and one post of Finance Officer (Deputy Director) in the pay scale 15600-39100+6600 GP and 19 posts of Finance Officer (Assistant Director) in the pay scale 15600-39100+5400 GP, one post of Deputy Registrar on fixed pay scale, 7 posts of hospital manager, 23 posts of hospital assistant manager and 18 posts of biomedical engineer.
Madhya Pradesh Municipal Law (Amendment) Ordinance 2022
Madhya Pradesh Municipal Law (Amendment) Ordinance 2022 is being brought for the control of stray animals in urban bodies. Ordinance refers to intentional or negligent act of leaving or tying any cattle or other animal in the open on the road or place by any person, which causes injury to any person or damage to property or obstructs public traffic or endangers or causes public nuisance, will be punishable with fine which shall not exceed Rs one thousand as may be prescribed by the state government.
Constitution of Board of Governors
The council of ministers approved the constitution of the Board of Governors of Pan IIT Alumni Reach for India Foundation for upgradation of institutions on the basis of concept of special ITI for vocational education/entrepreneurship with “special purpose vehicle” at state level through Pan IIT Alumni Reach for Madhya Pradesh (PARAM) Foundation in 32 such government ITIs in the first phase and 10 in the second phase in which 1-3 trades are operated and the enrollment and placement rate of trainees is also relatively low with assured placement with training capability and skill loan funding set-up.
300 MW Solar Power Project
A total of 419.3 (374.17 hectares acquired + 45.130 hectares allotted) hectare land is available with M/s Aryan in district Sidhi for setting up of 1200 megawatt capacity thermal power project by M/s Aryan MP Power Generation Private Limited. Due to non-receipt of environmental clearance and coal linkage for the said thermal power project, permission for change of land use has been sought from the state government for setting up of 300 megawatt solar power project on land (374.17 hectares) acquired by M/s Aryan. Permission has been given by the Cabinet to M/s Aryan to set up 300 MW capacity solar power project on the land acquired by M/s Aryan for this thermal power project on the condition that the contract executed by M/s Aryan in the past for thermal power project will be terminated on 24 August 2013. MP Power Management Company will have the first right to purchase 10 percent power from the proposed solar power project for a period of 25 years at the lowest solar energy rate obtained under competitive tender in Madhya Pradesh for a period of three years before the installation of the project.
Establishment of Motor Transport School
The cabinet approved the establishment of Motor Transport School in Datia district and creation of new posts.
Encouragement to players
Considering a special case, the Council of Ministers approved / ratified to fulfill the announcements made by the Chief Minister from the budget available under the incentive item for the players. In this, ex-post facto approval was given for an amount of Rs 1 crore given to Vivek Sagar Prasad and Rs 31 lakh each honorarium to 19 players of Indian women's hockey team. Rs. 1 crore to Nilakanta Sharma, Rs. 25 lakhs to Shivendra Singh and building number A-85 in Sapphire Park City Phase-1, Bhopal constructed by the MP Housing and Infrastructure Development Board allotted to Vivek Sagar, whose present value is one crore 4 lakh 34 thousand 528 rupees. In this way, the order issued on 6th April 2022 was ratified for a total amount of Rs. 2 crore 29 lakh 34 thousand 528.
Disposal of assets
The Cabinet approved the tender bid amount of Rs. 85 crore 96 lakh of H-1 tenderer M/s AECPL Properties Pvt. Ltd. for lease sale of The Provident Investment Company Ltd's Mumbai based Tank Bandar asset. Managing Director, The Provident Investment Company Ltd. No Objection Certificate will be obtained from Collector Mumbai by the Managing Director, The Provident Investment Company Ltd. and full cooperation will be given to the tenderer to transfer the lease and get possession of the land. The lease rent will be paid by the tenderer from January 01, 2019 to December 31, 2042. After depositing 100% of the tender bid price by the tenderer, The Provident Investment Company Ltd. will execute the lease period of the said asset till December 31, 2042 by executing the registered contract of sale of the leased asset and mutation in favour of H-1 tenderer.
The cabinet approved the highest tender amount of Rs. 1 crore 51 lakh 51 thousand 515 of H-1 tenderer for the disposal of land assets located at village Maharajpur, Tehsil Aadhartal, district Jabalpur of Revenue Department and to sell it and tender by H-1 tenderer and after depositing 100% of the amount, it was decided to do the contract/registry proceedings by the District Collector.
The Council of Ministers approved the highest tender amount of Rs 5 crore 15 lakh for the disposal of land assets located at Balaghat Waraseoni Main Road, Village Kayadi, Block-Varasivani, District Balaghat, Madhya Pradesh by the Council of Ministers. And after depositing 100% of the tender amount by the H-1 tenderer, it was decided to do the proceedings of the contract/registry by the District Collector.
The Cabinet has invited the highest tender for the disposal of assets located at District Land Development Bank (OLDB) land and building, District Khargone for Rs.14 crore 3 lakh 50 thousand which is more than Rs.13 crore 6 lakh as the reserve price, with the approval of the H-1 tenderer, the entire amount deposited by the H-1 tenderer was first transferred to the liquidator's account after depositing it in the account of the government and after the H-1 tenderer deposited 100 percent of the tender bid price, it was decided to take the proceedings of the contract of sale by liquidator the Deputy Commissioner Cooperatives, District Land Development Bank (DLDB), Khargone
For disposal of the plant and machinery established on the property located at the Cooperative Department's Oilseed Union Processing Plant, Jarerua, Morena, as scrap with the approval of highest tender amount 2 crore 49 lakh 12 thousand rupees and after depositing 100 percent of the tender bid price by H-1 tenderer, the entire amount by the tenderer is first deposited in the account of the government and later transferring it to the account of the liquidator and depositing 100 percent of the tender bid price by the tenderer, it was decided to conduct the sale contract proceedings by the liquidator of MP State Oilseed Producer Cooperative Federation, Joint Commissioner Cooperative.
Other decisions
The Council of Ministers has approved the temporary creation of additional 4 posts as per the provisions of 4(2) of the Indian Forest Service (Cadre) Rules, 1966 in the Principal Chief Conservator of Forest Level 16 pay scale of Rs 2,05,400-2,24,400 in Madhya Pradesh cadre under Forest Department, for promotion after retirement of 1988 batch and its earlier officers or retirement on 31 May 2023, whichever is earlier.
The cabinet decided to amend the Madhya Pradesh Work (Allotment) Rules to change the name of "Nomadic and Semi Nomadic Tribes Department" to "Denotified, Nomadic and Semi Nomadic Welfare Department – Window to News
