Bhopal 27 May 2022: Chief Minister Shivraj Singh Chouhan has said that the work of the people should be done within the time limit without taking anything from them, this is good governance. CM Helpline, Governance One-Day, CM Online are efforts towards ensuring this. CM Helpline has to be made an effective tool of good governance. In this age of information technology, why should people have to visit government offices for their work? Such a system has to be established so that people's work is done through phone or online and people feel relieved.
Chief Minister Chouhan was reviewing the development activities, implementation of public welfare schemes and law and order situation in Shajapur district. School Education Minister Inder Singh Parmar virtually participated in the review from the residence office at 6:30 am. All the administrative and police officers of the district including Shajapur Collector Dinesh Jain were virtually connected. Chief Minister Chouhan also gave necessary instructions to Principal Secretary Energy Sanjay Dubey and Director General of Police Sudhir Saxena by virtually connecting them.
Chief Minister Chouhan appreciated Shajapur district for being included in the top five districts in resolving the cases registered in the CM Helpline.
Chouhan said that Shajapur district should try to become a role model in good governance. An information system should be developed at the district level to get immediate information about development works, public welfare schemes and those who commit corruption at the police station level. Strict action should be taken against the officers and employees against whom there are complaints of corruption or delay in work. Establish a system of providing protection and encouragement by the state government to those who work honestly and diligently.
Chief Minister Chouhan reviewed the innovation, drinking water supply status, ration distribution, works of Pradhan Mantri Awas Yojana, health system, operation of Anganwadis, Amrit Sarovar Yojana and law and order situation in the district. Chouhan also received information about the ongoing activities in one district-one product, works carried out to encourage women self-help groups. He said that Anganwadis have to be developed as centres of education, health, sports and culture. Shajapur district should take it as task. Chouhan praised the arrangements made in Shujalpur Hospital.
Chief Minister Chouhan said that energy literacy campaign was started from Shajapur district itself. Therefore, to save electricity, Shajapur district should establish a model in the entire state. Collector Shajapur informed that students' clubs have been formed in all the schools and colleges of the district for saving electricity. Special instructions have been given to the officers and employees to not use unnecessary electricity in government offices. Chief Minister Chouhan said that continuity is necessary in efforts to save electricity, care should be taken that there is no laxity in the campaign.
Chief Minister Chouhan directed to review the reasons for early burning of transformers at the state level after receiving complaints of early burning of transformers due to overload. Chouhan said that the complaints of corruption in changing transformers are serious, for this a transparent system should be established. Principal Secretary Energy Sanjay Dubey informed that the Energy Department has arranged for transformer testing in its own NABL Lab. This will help in resolving the problem. Along with this, action has been taken against the guilty employees, they are being separated from service.
It was told in the review that 80 villages of Gulana tehsil were divided into four parts while innovating in the district to solve the revenue problems. Under the leadership of Deputy Collector, all the pending revenue related cases have been resolved by organising camp in villages by the teams of revenue staff. In this innovation, 40 thousand cases have been resolved in 3 months. Third party evaluation of the innovation was also done by lawyers, journalists and college lecturers.
Chief Minister Chouhan said that by imparting training to the local people on the process of exporting onions in Shajapur district, a system should be developed for exporting directly from Shajapur to other countries. It is noteworthy that onion has been taken in Shajapur district in one district-one product. The onions grown in the district reach various places in the country and are exported to Bangladesh through agents in Kolkata.
Important Points of Review
- Chief Minister Chouhan expressed concern over theft of motorcycles, tractors, electric pumps and buffaloes in large numbers in the review of law and order. Director General of Police Sudhir Saxena was virtually connected to the meeting for immediate discussion on this subject.
- Chief Minister Chouhan said that strict action should be taken by listing the criminals. Theft incidents, criminals involved and the network of persons protecting them should be identified and brought down at the police station level. If such network is extended to other districts, then joint action should be taken.
- Regarding drinking water supply, it was informed that out of 4 thousand 740 hand pumps, 600 are not working as the water level has gone down. There is no need for water transport anywhere. 204 schemes are approved in Jal Jeevan Mission.
- Chief Minister Chouhan directed to build farm ponds to increase the ground water level and encourage public participation in water conservation work.
- Under the Electricity Bill Relief Scheme, 342 camps were organised in the district. In which one lakh 13 thousand people were provided relief of 64 crore rupees. There has been no power cut in the district after May 12.
- Arrangements have been made to monitor trucks leaving godowns for ration distribution through GPS based app. 92 percent ration distribution is being done in the district.
- Under Pradhan Mantri Awas Yojana, 6 thousand 920 houses have been sanctioned in urban areas and work of 5 thousand 112 houses has started. In rural areas, 98.3 percent houses have been completed.
- Special efforts are being made to make construction materials available at affordable prices to the beneficiaries for housing construction.
- Chief Minister Chouhan said that corruption will not be tolerated in any programme of rural development and public welfare including housing scheme. Those who swindle money will not be allowed to work.
- The work of 200 Amrit Sarovars is going on in the district. Tree plantations, parks, gaushalas are being developed along with Amrit Sarovars. Panels based on the glory stories of the region are also being set up.
- A special campaign has been started for separate garbage collection in rural areas for cleanliness.
- All 1054 Anganwadis of the district have been adopted. A campaign for health check-up of Anganwadi childrens have been started through the doctors of National Child Health Programme.
- Fans and two bulbs have been arranged by installing solar panels in 100 Anganwadis of the district.
