Rs. 103 crore 50 lakh exemption in motor vehicle tax
Bhopal 07 June 2022 : In a meeting of the Cabinet held under the chairmanship of Chief Minister Shivraj Singh Chouhan, in Mantralaya today, decision was taken to completely waive the monthly vehicle tax of Rs. 103 crore 50 lakh payable on passenger buses for the period from April 1, 2021 to June 30, 2021. During the said period, the smooth operation of buses in the state had been disrupted due to Covid-19.
Mukhya Mantri Shramik Seva (Prasuti Sahayata) Yojana
In order to ensure that maximum beneficiaries of the Mukhya Mantri Shramik Seva (Prasuti Sahayata) Yojana have access to nutrition at the time of pregnancy and the pregnancy test can be done in the stipulated time, the Cabinet has decided in view of this, to change the time period of the installments to be received in the scheme. In the scheme, the first installment which is available after conducting 4 prenatal check-ups, will now be made available only in the first trimester of pregnancy (in the first 3 months of pregnancy) or for 4 months of pregnancy at the time of registration of the woman due to unavoidable reasons. Besides this, the second installment which is payable only on delivery done in the government health institution, has now been changed and will be payable to those registered beneficiaries of labour cadre also whose delivery is done in any non-government hospital authorized for delivery services in Ayushman Bharat programme in addition to the government hospital. The Mukhya Mantri Shramik Seva (Prasuti Sahayata) Yojana was implemented from April 1, 2018 with the objective of providing prenatal services to the women of labour cadre family in stipulated period, encouraging institutional delivery, improving nutrition level and compensation of wages etc. This scheme is funded by the state government.
Hike in honorarium
The Cabinet approved the order issued by the department on May 26, 2022, regarding the increase in the honorarium of the priests/servants of the government-maintained temples. The honorarium of those priests in temples that do not have any agricultural land, has been increased from Rs 3,000 per month to Rs 5,000 per month. The honorarium of priests of temples having agricultural land up to five acres has been increased from Rs 2100 per month to Rs 2500 per month. The honorarium of priests of temples having agricultural land from five acres to ten acres has been increased from Rs.1560 per month to Rs.2,000 per month. The priests of those temples which have more than ten acres of agricultural land, will not be given any honorarium separately by the government. The increase in the honorarium of the priests will be effective from May 01, 2022.
Swachh Bharat Mission (Urban) 2.0
The Cabinet approved the order issued by the Urban Development and Housing Department on May 20, 2022 regarding the operation of Swachchh Bharat Mission (Urban)-2.0 in Madhya Pradesh. All the bodies of Madhya Pradesh have been included in Mission (Urban)-2.0. In this, along with sustainable efforts for solid waste management in urban bodies, sanitation infrastructure will be developed. The tenure of the mission will be from October 1, 2021 to October 1, 2026, for the next five years, in which the central share in various components will be Rs 2200 crore 20 lakh, the state share is estimated to be Rs 1800 crore 22 lakh and the body contribution is estimated to be Rs 913 crore 32 lakh. Thus the total expenditure is estimated to be Rs 4,913 crore 74 lakh. This amount will be used for the construction of personal, public toilets and urinals, water management, solid waste management, information, education and communication in all the urban bodies of the state along with capacity building. The Urban Development and Housing Department has been authorized to run the mission.
Land availability for industries
The Cabinet has decided to make available the land of Industrial Area Textile Park, Acharpura, Bhopal district for various industries. In view of the high demand of developed land around Bhopal, reserved land for setting up of Acharpura Textile Park will be declared as a multi-product industrial area for setting up of multi-product industries.
Permission for land for Solar Power Project
In the policy issued by the central government in the year 1991, a dual fuel based combined cycle power project of 330 MW capacity was proposed by M/s Essar Power Limited in Bhander tehsil of Datia district. Due to non-availability of domestic gas in the country, the process of setting up the project could not go ahead. A total of 105.451 hectares of land (102.52 hectares acquired and 2.931 hectares allotted) is available with M/s Essar for this project. M/s Essar Power Limited has sought permission to sub-lease the available land to the SPV formed by their group for setting up 83 MW capacity solar power project and use the land for other purpose. The Cabinet approved to sub-lease the acquired 45.414 hectare land out of the available land for setting up a total solar power project of 83 MW capacity to SPV M/s Kumudini Power Ltd. Formed by Essar group and 57.106 hectares of acquired land, for setting up 51.5 MW solar power project to another SPV M/s Integrate Offshore Private Limited of Essar Group. Also, permission was given to change the use of the allotted 2.9 hectares of revenue land. This permission has been given on the condition that MP Power Management Company Ltd. has the first right to purchase 10 percent power from the proposed 83 MW solar project for a period of 25 years at the lowest solar energy rate received in competitive tender in Madhya Pradesh for a period of 3 years before the establishment of the project.
Toy Cluster in Indore
While relaxing the provision regarding allotment of industrial plots through electronic auction method in industrial areas developed in clause 12 of part-1 industrial land and building allotment rule of the prevailing land allotment to the 20 toy manufacturing units (manufacturing units classified in white category by Madhya Pradesh Pollution Control Board) proposed by the Department of Micro, Small and Medium Enterprises from the cluster association, the Cabinet has been decided to allot the land directly. The decision was taken keeping in view the growing demand of the Indian toy market and the outlook and prospects of the toy manufacturing and market in the country.
Floor Area Ratio (FAR) 2 (two) will be provided for the units to be set up under the cluster. In the sequence of Madhya Pradesh MSME Development Policy, 2021, the units to be set up will be given the benefit of employment generation grant under specific financial assistance for manufacturing units of furniture, toys and their related value chain products, subject to the conditions. The development of basic infrastructure like electricity/water supply and roads etc. will be borne by the department in the industrial area, Rau Rangwasa, Indore district. The Administrative Department has been authorized to propose MSE-CDP scheme of Government of India or otherwise for establishment of Common Facility Center (CFC) in the project.
Textile Cluster in Burhanpur
While relaxing the prescribed procedure of receiving applications from developers interested in cluster development in MSME’s Industrial Land and Building Allotment and Management Rules, 2021, the Cabinet has decided to grant permission to SPV for developing textile cluster to allow development on 63.06 hectare undeveloped government land under MSME department located in Sukhpuri, district Burhanpur. Also, it has been given the right to charge development fee and maintenance fee from the industrial business units established under the cluster and permission has been given to develop the proposed cluster in three phases. The Cabinet has taken this decision in view of the resolution regarding establishment of 10 new manufacturing clusters in the state in the Atmanirbhar Madhya Pradesh 2023 vision paper and in view of the large number of employment generation and huge investment from the proposed cluster. Maximum Rs 20 crores assistance/subsidy will be given for cluster development to SPV on pro-rata basis at the rate of 60 percent of the total development cost, a maximum interest subsidy of Rs 5 crore will be given for 5 years to the units to be set up in cluster at the rate of 2 percent on the term loan being taken from ban/financial institutions subject to conditions. Also, 33/11 KVA power sub-station will be set up by the Energy Department at the cluster site. The Common Facility Center (CFC) will be set up in the project by the MSE-CDP scheme of the Government of India or the Department of Micro, Small and Medium Enterprises. With the consent and recommendation of SPV, allotment of land reserved for investors will be done as per provision of Industrial Land and Building Allotment and Management Rules 2021 to Madhya Pradesh MSMEs.
Department of Public Assets Management
The Cabinet approved 25 percent budget provision of the amount (excluding the amount of liquidator and PSU / Board) received from the disposal of assets in the financial year and the new scheme in the Public Asset Management Department, Public Asset Management District Incentive Scheme for the next 04 years (2022- 23, 2023-24, 2024-25 and 2025-26). The proposed committee and the powers/functions of the committee under the new scheme, Public Asset Management District Incentive Scheme in the Public Asset Management Department, were approved. The process of implementation of Public Asset Management District Incentive Scheme was also approved.
Disposal of property
The Cabinet decided to allow the district collector to take action in the proceedings of contract/ registry after the highest tender amount of Rs. 55 lakh 50 thousand is deposited by the H-1 tenderer for the disposal of survey no. 497 ( C) total area 971 square metre of Purani tehsil located in Raisen district of the Revenue Department.
The Cabinet approved the highest tender amount of Rs 12 crore 74 lakh 64 thousand to H-1 tenderer in the tender invited for disposal of 3 plot parcels of Energy Department’s Ward No.. 21, Ambedkar Ward, Gayatri Nagar, Katni, highest tender amount of Rs 7 crore 50 lakh of Block-2 and highest tender amount of Rs 13 crore 39 lakh of Block 3 and decided to allow the district collector to do the contract/registry proceedings after 100 percent of the tender amount.
Creation of posts
The Cabinet decided to create three new posts of Additional Advocate General and one new post of Deputy Advocate General. This decision was taken as the state government is a party in maximum cases before the High Court, due to which there are many election petitions, public interest litigations, rules, acts and government schemes etc. for which adequate number of advocate general and senior law officers are required to support the proper and best side of the state government.
Land acquisition
The Cabinet has approved 500 hectares of private land in sectors 4, 5 and 6 in the year 2022-23 and 2023-24 for industrial development to be acquired through land pooling on the basis of mutual consent with the farmers in the second phase in the notified area in the Indore-Pithampur investment region.
Other decisions
The Cabinet approved the amendment in the clause to include the cadre of District Judge (senior pay scale) in the cadre sequence.
