Governor Mangubhai Patel and Chief Minister Shivraj Singh Chouhan participated in Mukhya Mantri Ladli Bahna Mahasammelan and land rights residential letter distribution programme at Jewra (Deorikala) in Mandla district's Niwas area. Governor Mangubhai Patel said that many works are being done in the direction of women empowerment under the leadership of Prime Minister Narendra Modi. The result of this is that today women are hoisting their flag in the form of women power from Panchayat Bhavan to Rashtrapati Bhavan. He said that women have now become economically and socially empowered by getting benefits of welfare schemes like Pradhan Mantri Matru Vandana, Pradhan Mantri Ujjwala and Pradhan Mantri Awas Yojana. Governor Patel said that under the leadership of Chief Minister Shivraj Singh Chouhan, with the implementation of innovative schemes like Mukhya Mantri Ladli Bahna in the state, now women will get financial security, their self-reliance and respect will increase.
Governor Patel said that remarkable efforts are being made by the Central and State Governments for the development of tribal areas. He said that for the eradication of sickle cell disease, especially found among tribals, the state government is providing free treatment and medicines. He appealed to the people of the district to get checked for serious diseases like sickle cell anaemia during pregnancy only. The Governor said that the implementation of the PESA Act in all the 89 tribal development blocks of Madhya Pradesh has empowered the Gram Sabhas. All the Gram Sabhas should contribute in the development of their village by discharging their duties with full responsibility according to the Act.
Chief Minister Chouhan said that Ladli Bahna Yojana is a life-changing scheme for poor sisters. With the amount of Rs 1000 coming in the bank accounts of the sisters every month through the scheme, the sisters will be financially empowered and the respect of the sisters will also increase in the society. Seeing the happiness on the faces of women on account of Mukhya Mantri Ladli Bahna Yojana, I believe that my life has become successful. Expressing gratitude to the sisters present in large numbers, he showered flowers on them.
On the demand of Union Minister of State for Steel and Rural Development Faggan Singh Kulaste, Chief Minister Chouhan announced to start a college in Narayanganj from the month of July, develop Maneri industrial area and upgrade the hospital in Niwas. The Chief Minister talked about making a project to reach the water of Narmada river to the farmers' fields through 4 lift irrigation without harming any farmer's field.
Get registrations done till 30, Ladli Bahan Sena will be formed
Chief Minister Chouhan appealed to the women present that all sisters should compulsorily submit their applications by April 30, so that every eligible sister can get the benefit of Ladli Bahna Yojana. After scrutinizing the applications received in the month of May and receiving claims and objections, an amount of Rs. 1,000 per month will start coming into the accounts of eligible sisters from June 10. Chief Minister Chouhan said that Ladli Bahna Sena of 11 sisters each should be formed in every village, which along with the implementation of the schemes will raise their voice against social evils.
Chief Minister Chouhan told the women that in order to get out of the vicious cycle of poverty, all the sisters must save some amount every month from the amount received under the scheme. He asked the present women to join self-help groups under the Livelihood Mission and earn good income by participating in economic activities. The Chief Minister informed that all liquor ahatas have been closed from April 1, 2023 to end the trend of intoxication in the state. Provision of death sentence has been made for those who abuse daughters on the soil of Madhya Pradesh.
Chief Minister Chouhan said that he has always seen discrimination between son and daughter in the society, therefore, after becoming the Chief Minister, he first made the Mukhya Mantri Kanya Vivah Yojana, due to which the expenses of the marriage of the girl child are being borne by the government instead of the parents. With the benefit of Ladli Laxmi Yojana, daughters have started becoming lakhpati after birth. With the initiative of giving 50 percent reservation to women even in the three-tier panchayat elections, women are running the government by becoming panch, sarpanch, municipal and janpad, district panchayat presidents and members. The CM informed that a provision has also been made for exemption in stamp duty on purchase of property in the name of women in the state. Now farms, houses, shops are being bought in the name of sisters.
PESA Rule is an Act associated with tribal welfare
Chief Minister Chouhan said that by implementing PESA rule in all the 89 tribal development blocks of the state, gram sabhas have been empowered by giving rights of water, forest and land to the local residents. Under the PESA rule, peace and dispute redressal committees have been formed in the villages and minor disputes are now being settled on the basis of decision by panchs. Superintendent of Police Mandla said that 85 cases in the district have been resolved at the local level by the Peace and Disputes Redressal Committee without registering an FIR. CM Chouhan said that according to the provisions of the Act, the Gram Sabhas have been given the authority to pluck tendu leaves. Tribal societies, sisters and local citizens have also been given priority in local mineral resources. Before taking people from villages to other places for labour work, it has been made mandatory to inform the gram sabhas.
People being made land owners by giving them pattas
Chief Minister Chouhan said that the Mukhyamantri Awasiya Bhu-Adhikar Scheme has been made for the poor who do not have a place to live. Such people are being made land owners by giving them pattas. By giving the benefit of Pradhan Mantri Awas Yojana, pucca houses are being built for all. Under the Jal Jeevan Mission, rapid work is being done to provide pure drinking water through taps in every village of the state. After the completion of the work of the scheme, no woman will have to go to the handpump for water. He said that CM Rise Schools are being set-up to ensure availability of quality education to the children of poor families. Medical and engineering studies are also being conducted in Hindi in the state.
Union Minister of State for Steel and Rural Development Faggan Singh Kulaste congratulated Chief Minister Chouhan for implementing the Ladli Bahna Yojana to empower women. He said that various schemes have been inaugurated and dedicated in today’s programme so that people get the benefit of essential basic facilities. Kulaste said that the government is constantly making efforts to ensure that the water of the Narmada river reaches the fields of the farmers.
Bhoomi pujan, dedication of development works and distribution of benefits
The Governor and the Chief Minister performed bhoomi pujan and dedication of development works worth more than Rs 224 crores. Along with this, he also distributed benefits to the beneficiaries of various public welfare schemes of the government. The programme started with lighting the lamp and kanya pujan. ‘Dharti Kare Pukar’ focussing on the presentation of cultural programmes and environmental protection initiatives was staged. The Governor and the Chief Minister also visited the development exhibition. Sisters presented rakhis to Governor Patel and Chief Minister Chouhan. Also, local products were presented by the women of the self-help groups.
A large number of women and citizens including former Rajya Sabha MP Smt. Sampatia Uike, Minister in-charge of the district Bisahulal Singh, MLA Mandla Devsingh Saiyam, District Panchayat President Sanjay Kushram, Municipality President Vinod Kachwaha and public representatives were present in the programme.
Interaction with Janseva Mitras, PESA co-ordinator and members of Jan Abhiyan Parishad
Governor Mangubhai Patel and Chief Minister Shivraj Singh Chouhan also interacted with CM Janseva Mitras, PESA co-ordinator and members of Jan Abhiyan Parishad. The Chief Minister took feedback from Janseva Mitras in the district about the ground reality of the implementation of Ladli Bahna Yojana and other welfare schemes. He said that the Janseva Mitras should join whole heartedly in this public welfare programme. During this, the Chief Minister also inquired about the registration of women in Ladli Bahna Yojana and the field level reactions related to the scheme.
Explain PESA rule in simple language
Chief Minister Chouhan told the PESA co-ordinators that the PESA rule has been implemented for the purpose of tribal welfare. Its effective implementation till the ground level is necessary. He said that the co-ordinator should explain the rule in simple language and in an easy way. During this, the Chief Minister also inquired about settlement of disputes at the local level without police cases through the Disputes and Peace Redressal Committee. He instructed for wide publicity of Ladli Bahna Yojana and PESA rules through various innovations.
Special campaign will run from May 10
Chief Minister Chouhan told in the Samvad programme that a special campaign is being started from May 10 to redress grievances. During the campaign, the problems of the villagers will be solved at the local level by setting-up camps in the village itself. He told them to complete this work related to public service wholeheartedly.
