Rules for government goods purchase will be changed

Bhopal: Chief Minister Shivraj Singh Chouhan said that implementation of development and public welfare programmes should be speeded up. For this the department should make a committed workplan. Chouhan was addressing Cabinet members and senior officials at the Mantralaya today. He said that a work plan should be made to deposit the difference amount between the selling price and support price instead of purchase the produce from the farmers so that they are able to get the appropriate price for their produce. He asked them to commence the process of depositing the cash in the beneficiaries’ accounts in place of food grain distribution of Public Distribution System in one district on pilot basis.

The Chief Minister said that necessary changes should be made in the rules of purchase of government departments. Goods should be procured through Government e-Market (GeM). Implementation of all schemes should be linked to aadhar. He issued instructions to launch a campaign to boost tourism, cleanliness and financial inclusion, double farmers income, distribute crop insurance fund and fix and organise dates of swarozgar sammelan and women SHG sammelans. He said that the drishtipatra of the government’s priorities is ready. The roadmap of implementation has been made. Instructions have been given for maximum utilisation of innovative techniques to improvise the efforts for public welfare so that the ground execution of the schemes is improved with more transparency. This will ensure that the new Madhya Pradesh is an ideal digital state.

Chief Minister Chouhan told the officials that the effective implementation of the scheme should be on surface. Work should be undertaken at a fixed time on a fixed policy. They should put in efforts for amendments and additions. He stressed on the financial management of various departments. He told them to make an estimate of the remaining funds with the department and arrange for its well-considered expenditure. He instructed the Additional Chief Secretary Finance to collect information about the unutilised funds available with various departments and present a report so as to ensure better utilisation of the funds in public welfare schemes. He encouraged officials to initiate innovative ideas to make ground implementation of the welfare schemes more effective through the use of technique.
He expressed the need to link the implementation of schemes with aadhar and Direct Benefit Transfer (DBT) and said that irregularities can be averted through use of technique. He told them to take action on such irregularities with complete transparency and said that they will get the credit of checking the irregularity. He told them to ensure that there are not practical hindrances in its implementation and to examine its implementation within practical limits. He told them to make pilot projects of their innovations.

He gave instructions to make necessary amendments in rules of purchase and make arrangements for government purchase through GeM. He instructed them to assist in registering state’s small and handicraft industries on the GeM portal. Purchase through portal will boost transparency. Departments have been told to focus on innovative ideas for digital governance and its expansion. He instructed the Finance and Information Technology Department to convince and provide training jointly to common man and traders to use Bhim app (Bharat Interface for Money).

Expressing the need for constant reviewing of the schemes Chouhan said that Swachch Bharat Abhiyan, Pradhan Mantri Awas Yojana and L.E.D distribution should be constantly reviewed. Work should be continued on mission mode and the pace should not be slowed down. On the regional imbalance of progress, he stressed on the need to focus on the works fixed on the parameters of progress for the backward regions so that the imbalance of progress ends.

Chief Minister Chouhan instructed the Agriculture department to constantly monitor the use of soil cards by farmers and said they should be encouraged to use the cards. He issued instructions to organise kisan sammelan in every development block between September 15 and 30 to double the income of farmers and ensure participation of local representatives, agriculture scientists and minister in charge. He instructed the Agriculture and affiliated departments to review the work plan of doubling the income.

He expressed the need to invite suggestions and opinion of citizens through the portal on Narendra Modi’s ‘Sankalp se Siddhi Karyakram ki Sankalpana Nav Vicharon Par Manthan ki Pahal Hai’. He stressed that special attention should be paid to the efforts to pace up efforts for financial inclusion, Mudra Yojana, Jandhan accounts, Social Security Insurance Schemes etc.

He issued instructions to the ministers in charge to coordinate between the collector and the bankers to get work done at the district level so that the general public gets the benefits of the scheme. The insurance premiums should be deposited regularly. He stressed on the need to take tourism on mission mode. He told the ministers to visit at least one tourist destination under the campaign between October 6 and 25 to focus on the tourist destinations.

He laid stress on the need for efforts centered on education, skill enhancement and employment. He directed to organize Yuva Sammelans between November 11 and 30 besides women SHG sammelans between December 1 and 15. Discussion was held on making Habibganj railway station a model station. The Chief Minister said that he would review the Narmada Seva Mission next week. He also stressed on the need to develop ideal e-Mandi for farmers. Chief Secretary B.P Singh and Additional Chief Secretaries, Principal Secretaries and secretaries of various departments were also present.-WTN
