CAG report revealed major scandal during Akhilesh regime in UP

Recent report of Comptroller and Auditor General (CAG) revealed that huge amount of government money misused during Akhilesh Yadav led Samajvadi Prty Government in Uttar Pradesh. In the name of government schemes, the fraud has been disclosed in the CAG report to pamper the government fund of 97 thousand crore rupees. Where and how so much money has been spent, it does not have any accounts attached to these departments. The special thing is that the panchayati raj department, social welfare department and education department alone have spent nearly Rs. 26 thousand crore without any valid account. The country's largest audit agency, CAG, has examined the budget spent in UP till 31 March 2017-18.
In this report in August 2018, the CAG has highlighted this whole mess. In this, CAG has questioned that due to lack of utility certificate of funds expenditure, there is a possibility of fraud in misuse and expenditure in large scale in UP. It has been said in the report that there is no utility certificate available for more than two and a half lakhs works between 2014 to 31 March 2017 in UP. In UP, the issue of non-submission of utility certificate of money has been brought against the government several times, but no action has been taken.
Financial rules say that when a budget is issued to the departments under a particular motive or scheme, then after passing the fixed limit, they have to submit a utility certificate (UC). It is the responsibility of the department to issue this certificate on the issuing department, unless the department gives the certificate, they cannot issue the second installment of the budget. This system is so that it can be ascertained that the use of budget has only been done for related work.
