Samadhan Ek Din- emergency service from December 15

Bhopal: Chief Secretary Basant Pratap Singh issued necessary instructions for departmental initiative and action for proper implementation of emergency service system. He also told to ensure that all services should be made easily available for citizens at Lok Seva Kendras according to government’s assumption. For this he told to ensure all necessary arrangements. Chief Secretary Singh was addressing the “Samadhan Ek Divas” workshop. The workshop was organized at the Atal Behari Vajpayee Institute of Good Governance and Policy Analysis by the Madhya Pradesh Public Service Agency.

The workshop was categorized into five groups from discussion point of view. Opinions of experts present at the workshop were taken on the proposed services of separate departments. In this all groups suggested inclusion of about 50 public services in emergency services with necessary practical amendments. These services include 14 services of Social Justice, 9 of Home and Transport, 7 of Labour, 4 of Revenue, 3 of General Administration, 3 of Planning, Economic and Statistics, 1 of Urban Administration, 1 of Commerce and Industry and 7 services of Women and Child Development, Food, Panchayat and Rural Development and Commercial Tax.

Secretary Public Service Management Hariranjan Rao cited the example of such programmes in Canada and other states of the country from the point of view of public services at the workshop. He told the department to provide support in implementing the emergency service system from December 15 as per the Chief Minister’s will after making necessary amendments in the departmental rules, forms etc. to provide service in one day to general public and to support this initiative. Rao said that with a view to ensure that citizens of the state have access to services of various departments in one working day as per the wish of the Chief Minister, certain services have been marked out of the notified services in Public Service Guarantee Act that can be made promptly available to the people.

“Samadhan Ek Din” emergency service system under Public Service Delivery Guarantee Act 2010 has to be started on December 15, 2017. For this, 57 services of total notified 13 departments in Public Service Delivery Guarantee Act have been selected. According to the directions of the Chief Minister in the Samadhan Online on November 14, 2017, the benefits of all these marked services have to be given in one working day.

Among those who attended the workshop included Additional Chief Secretary Deepak Khandekar, K.K. Singh and Principal Secretary J.N. Kansotia, S.N. Mishra, Ashwini Rai and Secretary Manohar Dubey, Vivek Porwal and Smt Jaishree Kiyawat. Others who also took part were Collector Vidisha Anil Suchari, Collector Hoshangabad Avinash Lavania, Collector Bhopal Sudam Khande, Collector Sehore Tarun Pithode, Collector Katni Voshesh Gadhpale and Director Atal Behari Vajpayee Institute of Good Governance and Policy Analysis Akhilesh Argal.

Subject introduction was given by Secretary Public Service Management Hari Ranjan Rao. Executive Director State Public Service Agency Nand Kumaram coordinated the programme. Senior officials and subject experts of total 13 departments including Revenue, General Administration, Home, Rural Development, Transport, Labour and Urban Administration took part and gave their suggestions.-Windowtonews
