Same Day Delivery of Public Services – A Radical Step In Digital Governance

Bhopal: The citizens will now be able to get certain public services the same day under the new dispensation of Samadhan Ek Din  or 'The Same Day Delivery of Services ' taking a radical step towards digital governance in the state,

The Chief Minister Shivraj Singh Chouhan will launch the new system on January 11, 2018.  Initially 45 services of 14 departments have been included. These will be delivered the same day. The Public Service Management Department has made all arrangements for the hassle-free delivery of services through Lok Seva Kendra - Public Service Delivery Centers.

The citizens can apply for the identified services at the public service delivery center from 9.30 am to 1:30 pm. They will get the desired services delivered the same day. For this, officers of concerning departments and those at the district and tehsil level will be authorized to deliver services. The staff managing the Public Service Delivery Centers would be strengthened.

The Chief Minister Chouhan reviewed the services delivery mechanism the other day. The identified services have been already been notified under the Public Service Delivery Guarantee Act. The delivery period has been decided according to the nature of the services and the legal processes involved. It is noteworthy to mention here that so far 397 services have been notified under the Public Services Delivery Guarantee Act.

Chouhan said that after taking the historical initiative of guaranteeing the delivery of public services, Madhya Pradesh can also present an excellent example in digital governance by ensuring same day delivery of public services. In the new system, the portals of various departments like Transport, Women and Child Development, Social Justice, Home and Urban Development will be utilized in an integrated manner benefiting the people effectively.

Under the new arrangement of same day delivery, all such services have been identified, which could be delivered the same day. Reviewing the arrangements, the Chief Minister said that it is the responsibility of the government to ensure the services to the people in minimum possible time. The practice of deliberate delaying is not tolerable.

The Chief Minister gave instructions to provide training to the officials and managerial staff engaged in the service delivery system. It was informed that, the district, block level officers will be given the responsibility. The Tehsildar, Janpad Panchayat CEOs, Municipal CMOs, Block Education Officers, Range Officers, CDPO level officers will be authorized to deliver services. A special orientation workshop will be organized for them.

Chouhan also gave instructions for regular review and monitoring of the service delivery system saying that the officers giving outstanding performance will be rewarded but those skipping their duties will have to face action. The Chief Minister also asked the concerning officers to launch an awareness campaign to inform the people and motivate them take benefits of the new system.
