Historic Step to Abolish Gap between Skill Training and Higher Education

Bhopal: Cabinet meeting concluded under the Chairmanship of the Chief Minister Shri Shivraj Singh Chouhan. A historic decision to link skill training with the main stream of education has been taken in the meeting. Arrangement has been made to provide opportunities to the students for admissions in the colleges to pursue higher education. For functioning of skill training and to abolish gap between the skill training and higher education, approval has been granted to the proposal to provide equivalency to the recognized courses of industrial training institutes and polytechnic colleges besides passing 2 subjects i.e. English and Hindi in examination conducted by the Madhya Pradesh Board of Secondary Education to the students’ academic qualification with class 10th/12th.

Approval to Samekit Vidhyalaya Yojana in Betul

The cabinet has given its approval to Samekit Vidhyalaya Yojana for quality education. Approval has been given for functioning of Government agriculture higher secondary school -Betul Bazaar of block Betul of district Betul as Samekit Vidhyalaya Yojana on pilot basis to provide quality education to the students studying in surrounding government schools in the nearest higher secondary school to develop it as fully equipped school campus by integrating physical, financial and human resources.

Corresponding to the pilot project, the school education department can issue administrative sanction for Samekit Vidhyalaya Sanchalan Yojana, on receiving proposals from other districts as per the prescribed norms.

Decisions for Tribal affairs and scheduled caste welfare

 The Cabinet approved setting up 6 new girl hostels, each of 200-seater, and strengthening of 201 girl hostels, already under operation, in view of promotion of girl education and increasing enrollment of girls in high school and higher secondary level. The hostels will be set up in Jhabua, Khandwa (Harsud), Shahdol, Chhatarpur, Ujjain and Chhindwara. Work plan of  Rs 162.39 crore has been sanctioned for year 2017-18 to 2019-20.

 Sanction was given by the Cabinet to Rs 1814.60 crores in revenue and Rs 2,95, 86000 in capital fund for continuation the scheme from the year 2017-18 to 2019-20 for creation of 2160 posts and construction of 194 higher secondary schools buildings for upgradation of 120 high schools to higher secondary schools in next three years in tribal areas in the state.

In this series, approval was given to continue the scheme for Excellence Award for Principals of educational institutions and Superintendents of hostels, from 2017-18 to 2019-20.

The cabinet sanctioned Rs 1916.65 crores for construction of 80 girl education campuses under the Kanya Shiksha Parisar Yojana. Also, sanction was given to the tune of Rs 415.73 crore, for continuation of the scheme from year 2017-18 to 2019-20.

 The Cabinet approved the continuation of scheduled caste relief scheme from 2017-18 to 2019-20. Under the scheme, immediate financial relief is provided to the needy person of Scheduled Castes, who are in critical condition due to poverty and helplessness, and they have no possibility to get help from other government schemes.

 The Cabinet has given permission for allotment of land, declaring its out of Najul, for rehabilitation of Pardi in Betul district.

Revolutionary Decisions in Urban Development and Reforms

The Cabinet approved sewerage scheme for Hoshangabad, Badwani, Sendhwa, Narsinghpur and Mandla city under Madhya Pradesh Urban Sanitation and Environment Program. Proposed for funding from KFW Bank, the program has been approved for continuation from financial year 2017-18. Under this, the revised cost of 75 million Euro, which includes 50 million euro as a loan from KFW Bank and 2.5 million Euro as grant, has been sanctioned.

Cabinet also approves continuation of Urban Reform Program

The Cabinet approved the proposal to continue Madhya Pradesh Urban Development Project, being underway with financial support from the World Bank from the year, 2017-18. Under this, water related projects and sewerage projects will be taken up respectively in six and nine cities. Khargone, Burhanpur, Bada Mallehara, Sevada (Datia), Patera have been included for water augmentation and Chhidwara, Mandsaur, Shajapur, Shahdol, Dharampuri, Bhedaghat, Maheshwar, Nasrullaganj and Nagda have been included for sewerage project. The total cost of Madhya Pradesh Urban Development Project is $ 166 million and it includes $ 116.2 million loan of the World Bank, has been sanctioned.

 Sanction was given to water supply system for 126 cities and sewerage
management for ten urban bodies with support from Asian Development Bank, by Madhya Pradesh Urban Development Company. Approval was given to continue this project from 2017-18. The revised cost of phase-I of Madhya Pradesh Urban Services Improvement Project is US $ 399 million (around Rs 2600 crore) and revised cost for phase II US $ 430 million (approximately Rs 2800 crore) was approved.

 The Cabinet granted its nod to continue the second phase of Chief Minister Urban Infrastructure Development Scheme. Also, priority of the works to be carried out under the scheme was revised. Sanction was given to selection and execution process for development of 12 urban bodies as mini smart cities. Mungawali, Orachha, Chitrakoot, Maihar and Amarkantak will be developed as mini smart city. Other cities will be selected through competition.

Construction of bridges and upgrading

The Cabinet approved a sum of Rs 1625 crores for construction / upgradation of 379 high-level bridges on state highways and major district roads. Bridges will be constructed by fund from New Development Bank.

Compassionate appointment

Cabinet has decided to provide special compassionate appointment to one eligible person each in the six families affected in Mandsaur firing incident.

Decision on farmer welfare

Approval of Rs 99 crore 60 lakh 56 thousand was given for the continuance of Soil Health Management Scheme from year 2017-18 to 2019-20 under National Mission for Sustainable Agriculture of Government of India.

Decision was taken to grant approval of Rs 11 crore 15 lakh 47 thousand in TRS scheme for sending timely estimates of production and area of prominent crops and agriculture census besides improvement of crop statistics scheme.

Decision on renewable energy

The Cabinet granted approval to the proposal of constituting a committee presided over by the Managing Director M.P Power Management Company Limited to purchase renewable energy under renewable energy certification process. This committee will comprise one representative each from the Energy Department, Madhya Pradesh Madhya Kshetra Vidyut Vitaran Company and Madhya Pradesh Power Generating Company.

Approval was also granted to the proposal of promoting participation of public sector institutions in the development of renewable energy projects.

Approval to construction of laboratory buildings in Public Health Engineering
Approval was granted to continue drilling rings operation, workshop, maintenance of air compressor and construction of sub-block laboratory buildings and development and upgradation programme till Central Finance Commission tenure that is till March 2020.

Creation of posts

Cabinet approved new post structure by creating five new posts in Madhya Pradesh Treasury Information technology Service under Director of Treasury and Accounts under Finance Department.

Approval was granted to construction of 87 drivers’ posts in the regular
establishment of Madhya Pradesh State Garage.

Approval was granted to 25 posts and upgradation of new police chowki and Sehrai police chowki in Barkhana village of Ashoknagar district to police stations.
Cabinet decided to provide profit in the form of maximum 10 figure bonus to qualified contractual workersas per working service recruitment rules in departmental schemes for appointment of senior agriculture expansion officer and rural agriculture expansion officer in direct recruitment.

Approval of scholarship

Cabinet has granted approval of scholarship of Rs 21,000 for first year, Rs 22,000 for second year and Rs 23,000 for third year students of M.D (Homoeo) course which began from session 2016-17 in the state’s only Government Autonomous Homoeopathy Medical College and Hospital Bhopal.-Window To News
