New guidelines issued for use of Panch Parmeshwar Yojana funds

75 percent expense on infrastructure development, 10 percent on drinking water
Bhopal: Fresh guidelines have been issued for ustilisation of funds of Panch Parmeshwar Yojana given for developmental activities in gram panchayats by the state government. Now at least 75 percent of the amount will be spent on infrastructure development and 10 percent on drinking water arrangements.
According to the order issued by Additional Chief Secretary Panchayat and Rural Development Shri Iqbal Singh Bais, the 14th finance basic grant, 14th finance performance grant and State Finance Commission’s grant amount is a part of the Panch Parmeshwar Yojana for developmental activities in gram panchayats. He said that the distribution of the use of the amount has been fixed on the basis of percentage to bring clarity in the works undertaken unde this head.
As per the new guidelines, now 50 percent of the total amount obtained by the gram panchayats will be spent on new infrstructure works like cement-concrete road and construction of drains and 25 percent of the amount will be spent on construction of rapta-culverts, boundary walls of panchayat bhavan, cemetery, cremation ground, anganwadi kendra, schools and slaughter house, construction of library building, passenger rest house, gram choupal bazaar, platforms, community toilets, LED lights, public park, unhindered environment for disabled etc.
Similarly in one fiscal year, maximum 10 percent amount will be spent on drinking water arrangement, 7.5 percent on collection of fixed assets and cleanliness and remaining 7.5 percent on office and administrative expenses.
In this order the works which cannot be undertaken with this amount have also been made clear. These works include hand pump excavation and collection, motor pump purchase, drinking water transport, asphaltation, construction of stop dams and check dams, welcome gates, putting up of statues, solar energy light purchase, air conditioner, mobile, tanker purchase, advertisement etc.
As per the new arrangement with this amount an advance of Rs 10 thousand can be withdrawn in an emergency. It will be mandatory to upload the work done on the panchayat darpan portal. Rural Engineering Service team will control the quality of the works.-Window To News
