Bhopal: Public Relations, Water Resources and Parliamentary Affairs Minister Dr. Narottam Mishra has expressed grief at the demise of Shankarlal Bhargav, father of Panchayat and Rural Development, Social Justice and Disabled Welfare Minister Gopal Bhargav.
