Biggest social security cover for poor in Madhya Pradesh
Bhopal: No section of the society is untouched by the concern of Madhya Pradesh government. The government has always made efforts to take the development of every section of the society to new heights. In this series, the Chief Minister Shivraj Singh Chouhan has implemented the Mukhya Mantri Jan-Kalyan ‘Sambal’ Yojana 2018. The yojana has been implemented in the state from April one, 2018. Labourers of the unorganised sector are being assisted through several public welfare schemes under the yojana.
The government beleives that to ensure the development of a section of society, it is not sufficient to equip the head of the family with resources, instead his entire family has to be taken care of. ‘Sambal’ is such a special yojana that has been implemented in the state for the first time. This yojana not only strengthens the various aspects of unorganised labourers, but also enables their families to lead a respectable life in society. The yojana ensures that the labourers’s income increases, their houses are lit up, free medical treatment is available to them, their women are provided with proper facilities after delivery, free higher education and coaching is made available to their children so that they acquire top posts, they are able to set up their own enterprises and become self-reliant in every way. Not only this, CM Chouhan has ensured that these labourers are able to fend for their families without worries and on their deaths, their last rites are performed with full honour.
The schemes linked to ‘Sambal’ are effective since April one. Some of the schemes are being implemented phasewise. Saral Bijli Scheme has been implemented from July one. District-level Swarozgar Sammelan were organised in August. Similarly, the implementation of schemes will continue at various levels.
By the end of July, an assistance amount of more than Rs 157 crore 32 lakh in total 13 thousand 588 cases has been deposited directly in the accounts of registered labourers.
Objectives : Nine schemes are being run for different types of assistance to unorganized workers in the yojana. Saral Bijli Bill and Pending Electricity Bill Waiver Scheme, education promotion, free medical treatment, maternity assistance, advanced business equipment grant, last rites, ex-gratia on natural and accidental death, ex-gratia assistance on permanent and partial permanent disability are among the prominent yojana under the “Sambal”.
These are unorganized workers: An unorganized worker is a person who is employed for service, self-employment, domestic workers for wages or employed through an agency, contractor or is directly employed and does not get the benefits of social security such as provident fund, gratuity etc.
Farmers with one hectare agricultural land, those who do not have government jobs, who do not pay income tax are eligible to avail the benefits of this yojana.
Registration: It is mandatoryfor unorganisedlabourers under this category to register in ‘Sambal’ Yojana. For registration, the labourer has to give application in the prescribed format to the Gram Panchayat or the Urban Body Office with the information of his name, age, family members, bank account etc. So far 2 crore 9 lakh people have been registered in special camps, who are being given smart cards as identity cards after verification.
Saral Bijli Bill Scheme: In this scheme, the eligible consumer will have to pay an electricity bill of only Rs.200 / - per month. If the payable bill is of a lesser amount, the actual payment amount has to be paid. If the electricity bill exceeds Rs 200, the difference will be given in the form of subsidy by the government. Air-conditioners, heater, consumers of more than 1000 watt will not be able to take advantage of this scheme. Bulbs, fans and TVs can be operated under this scheme. Free electricity connection will be given to the family. There will be an easy diversion facility.
The beneficiary will have to fill only the Labourer Registration Number form. No photo copies will be demanded for this. The scheme is free and there is no last date to join it. A total of 88 lakh workers will get the benefits of the scheme. The state government is giving subsidy of Rs 1000 crores on this. To avail the benefits the nearest office of Power Distribution Company can be contacted.
Chief Minister's Pending Power Bill Waiver Scheme: Total outstanding balance of electricity bill including surcharge as of June 2018 of 77 lakh registered workers, Sannirman Karmkars and BPL consumers is being waived under the scheme. The state government will bear the waiver amount by giving subsidy of Rs 1806 crores to the distribution companies against the remaining 50 percent of the distribution companies and the remaining 50 percent of the original arrears will be borne by the distribution companies. The benefits of the scheme will be obtained by filling up the registration card / BPL-card number of the Labour Department in the application form. The nearest office of the Power Distribution Company has to be contacted to avail the benefits. So far waiver certificates of Rs 2200 crores have been given to more than 63 lakh consumers.
Education Incentive Scheme: In order to provide free higher education to the children of registered unorganized labourers, the 'Mukhya Mantri Jan-Kalyan (Shiksha Protsahan) Yojana' has been implemented in place of the ‘Vikramaditya Free Education Scheme’. The tuition fee will be borne by the state government on admission to educational institutions with mandatory qualifications. These include Engineering College on rank up to 1.5 lakh in JEE Mains, Medical College, Para-Medical Science Diploma/Degree/Certificate Course through NEET, Law College though CLAT, prominent Central Government institutions/University, state government colleges/university/polytechnic/ITI.
Students will have to fill application forms online on www.iti.mponline.gov.in for admission in these educational institutions. Students selected in Medical Colleges and CLAT etc. will contact principals of concerned colleges.
It will be necessary for the students to complete the subject and course in time, otherwise the benefits will be discontinued. Fees for students of government institutions will be given to institutions and fees of student of private institutions will be payable in students’ aadhar-linked bank accounts. Students will be able to get only difference amount in case he is availing the benefits of any other scheme of the state and central government.
Free Medical Treatment: Registered unorganised labourers and their family members will be eligible for free treatment of up to Rs 2 lakhs for critical illnesses listed under the State Illness Assistance Scheme for treatment in government and recognized non-government hospitals. The application can be made in the District Chief Medical and Health Officer or recognized hospitals along with their active labourer registration number.
Maternity assistance: Pregnant women above 18 years of age, who are registered under Mukhya Mantri Mazdoor Suraksha, are working women, are wives of handcarts and cycle-rickshaw drivers, urban poor, kesh shilpi, hammals and Tulawati welfare schemes and are registered under Madhya Pradesh Bhavan and other Sannirman Karmakar Mandal or their husbands who are registered under the ‘Sambal’ Yojana.
An assistance of Rs 4 thousand for examination by doctor/ANM till the last three months of pregnancy and Rs 12 thousand after delivery in government hospital will be given. This will include the Pradhan Mantri Matra-Vandana Yojana amount also. This benefit will be given only on first two surviving births. For assistance, the Block Medical Officer of the sub, primary and community health centers can be contacted. For Civil Hospital, the Incharge of Civil Hospital may be contacted, similarly the Civil Surgeon-cum-Chief Hospital Superintendent of Government Medical College can also be contacted for district hospital / urban primary health centre.
For payment, the beneficiary has to present the Xerox copy of the pass-book of the aadhar-linked bank account and registration card of the husband’s and woman’s labourer cadre, copy of the mother and child security card verified only by the ANM/doctor. The registration of the woman labourer or her husband on the Shram Seva Portal is essential.
Advanced Business Equipment Grant: This Grant will be given to registered unorganised labourers of their particular cadre for business promotion for the purchase of equipment after April one, 2018, 10 percent of loan taken from the bank or Rs 5 thousand whichever is less. The worker will be eligible for a grant till the age of 60. It is necessary that the labourer has not got a grant in other state schemes.
In rural areas, application can be made for grants to the Chief Executive Officer and in urban areas, applications can be made to the Commissioner Urban Bodies/Chief Municipal Officer. The application form will contain the name, address, registration number, bank details, desired grant amount and a declaration letter about not acquiring any grants from other schemes, etc. The copy of bank’s certificate and the bill of the equipments purchased are also necessary. The application will be settled within 15 days. Apart from the payment to be made on the portal, the approval/non-approval letters will also be issued through the portal.
Funeral Assistance: On the death of a registered unorganized labourer, his successor is being provided with an amount of Rs 5 thousand promptly. There is no restriction of age limit of the deceased. Information about death is to be given to the Gram Panchayat secretary in rural areas and to the authorized officer in the urban area, who will contact the family of the victim immediately and pay the assistance amount in cash. The application form will not be awaited.
For this assistance, an amount of Rs 10 thousand per Gram Panchayat will be deposited in the gram panchayat secretary's account. Rs 50 thousand to the Nagar Parishad. Rs one lakh to Nagar Palika, Rs 5 lakh each to Jabalpur, Indore, Gwalior and Bhopal Municipal Corporation and Rs 2 lakh each to the remaining municipal corporation will be given in advance from the nodal bank account.
Ex-gratia assistance on natural death: On the deathof a registered unorganised labourer, his successors will be given an ex-gratia amount of Rs 2 lakhs. For this application will have to be submitted at the office of the Chief Executive Officer, Janpad Panchayat and Gram Panchayat office in rural areas and in urban areas, the applications will have to be submitted at the concerned zonal office of the municipal corporations and office of the Chief Municipal Officer. To acquire the ex-gratia amount, the successor will have to provide his name, deceased’s name, relationship with the deceased, registration number of the deceased, aadhar number, date of death, details of all successors, self-attested declaration and death certificate on a plain paper. After scrutiny of the application, the approved compassionate amount will be deposited in the successor’s bank account from the portal. The final redressal of the application form has to be completed within 15 days. With the payment of the amount on the portal, the acceptance / rejection letter will also be issued from the portal, which will be provided to the applicant.
Ex-gratia Assistance on Accidental Death: Rs 4 lakh ex-gratia will be given to the successor in the event of death of a registered unorganised labourer whose age does not exceed 60 years. For this, application can be given to the Chief Executive Officer, Janpad Panchayat, Gram Panchayat, Municipal Corporation Zonal Office and the CMO office. The application must contain information of the names of deceased and the successor, relationship with applicant, registration number of the deceased, aadhar number, date of death, cause of death with accident details, copy of FIR, details of all successors and bank account, self-attested declaration, death certificate and post mortem report. After scrutiny the concerned officer/employee will get the approved ex-gratia amount deposited in the successor’s account from the portal. The application settlement has to be completed within 15 days. With the payment of the amount on the portal, the acceptance / rejection letter will also be issued from the portal, which will be provided to the applicant.
Ex-gratia Assistance on Permanent Disability: An ex-gratia amount of Rs 2 lakh will be given to a registered unorganized worker over 60 with permanent disability caused by an accident or any other reason. Permanent disability means the loss of both eyes, hands or feet. For assistance, applications can be given to the Chief Executive Officer, Janpad Panchayat in rural areas and to the municipal corporation zonal offices and the office of the Chief Municipal Officer in urban areas.
The application has to be made on plain paper with name, registration number, aadhar number, date of accident, cause of accident with details, disability certificate of the authorized doctor/agency, bank account details, self attested declaration on the prescribed format. After scrutiny the concerned officer/employee will deposit the approved ex-gratia amount in the successor’s account from the portal. The application settlement has to be completed within 15 days. With the payment of the amount on the portal, the acceptance / rejection letter will also be issued from the portal, which will be provided to the applicant.
Ex-gratia Assistance for Partial permanent disability: Under this scheme, Rs one lakh ex-gratia will be given to a registered unorganized labourer of upto 60 years of age on partial permanent disability following an accident or for other reasons. Partial permanent disability means loss of one eye, hand or leg.
For assistance, applications can be given to the Chief Executive Officer, Janpad Panchayat and Gram Panchayat in rural areas and to the municipal corporation zonal office and the office of the Chief Municipal Officer in urban areas.
