Youth of Backward and Minority Class get wings to reach heights

Bhopal: About 51 percent of the total population of the state is declared as the backward class. In addition to this 6 religious communities of the state viz. Muslims, Sikh, Christian, Parsi, Jain and Boddh are declared as minority communities. According to the Census 2011, the population of the minority communities constitutes 8.15 percent of the total population of the state. Several schemes related to education, promotion, employment, skill development and infrastructure etc. are being implemented successfully by the Madhya Pradesh Government in order to link these categories with the main streamline and to enhance their economic and academic standard.
With an intention to accelerate speed in the development of the backward and minority class, an independent Backward and Minority Welfare Department has been constituted on September 12, 1995 by the state government. It may be highlighted that there was a budget for total Rs. 119 crore in the year 2005 for the welfare of the backward class in the state, which has grown to Rs. 961 crore 19 lakh in the year 2018. Thus the budget is increased to about 8 folds. Similarly, the budget for the minority community was Rs. 2 crore 25 lakh in the year 2005, that has increased to 31 crore 18 lakh in the current year with a growth of nearly 14 folds.
Pichhda Varg Rajya aur Post-Matric Chhatravratti
(Backward Class State and Post-Matric Scholarship)
It may be mentioned that the Backward Class State Scholarship is sanctioned to students pursuing in class 6 to 12. During the last fiscal year, scholarship of Rs. 137 crore 53 lakh has been given to 33 lakh 72 thousand students belonging to the backward class. A provision of Rs. 160 crore 27 lakh has been made for the current fiscal year. Similarly, a provision of Rs. 569 crore 35 lakh has been made towards Backward Class Post Matric Scholarship Scheme in the current fiscal year.
Picchda Varg Videsh Addhyan Chhatravratti
(Scholarship for Backward Class to pursue studies abroad)
The Videsh Addhyan Chhatravratti has been introduced by the State government for those students, who wish to go abroad for higher studies like P.G. Degree and Research Fellowship. This scholarship will be awarded to 50 students in place of 10 from this year. Moreover, students will be permitted to pursue studies in the institutions holding up to QS rank in future.
PiccdhaVarg Civil Seva Protsahan Yojana
(Backward Class Civil Services Promotion Scheme)
The Civil Seva Protsahan Yojana has been started in order to ensure participation of candidates belonging to backward class in P.S.C. and U.P.S.C. examinations. Amount of Rs. 25 thousand, Rs. 50 thousand and Rs. 25 thousand is given to the candidates of this category towards their motivation after they pass preliminary examination, main examination and after their selection in interviews respectively. Similarly, amount of Rs. 15 thousand, Rs. 25 thousand and 10 thousand is given to them after they pass preliminary examination, main examination and after their selection in interviews respectively. An amount of Rs. One crore 50 lakh was distributed among the 905 candidates during the last year. There is a provision of Rs. One crore 60 lakh in the current year.
Picchda Varg Medhavi Vidyarthi Puraskar Yojana
(Backward Class Meritorious Student Prize Scheme)
The Medhavi Vidyarthi Puraskar Yojana has been started to reward one female and one male student of backward class for scoring top marks in district in the Board examination of Class 10th and 12th of the state. Last year, the reward of Rs. 15 lakh 60 thousand was distributed among 207 students. A provision of Rs. 16 lakh has been made for the current fiscal year.
Awards for successful candidates of professional examinations
The Prize money of Rs. One lakh, 50 thousand and 25 thousand is given to the backward class candidates for securing first, second and third positions by scoring top marks in the examinations conducted by the Board of Professional examination. Last year, 3 candidates were awarded with the prize money. A provision of Rs. 5 lakh has been made for the current fiscal year.
Establishment of Hostels
To facilitate boys of the backward class with residential facility, 100 seat Post Matric hostels have been established in all the districts of the state. The 100 seat boys hostels have been sanctioned for Ujjain, Bhopal and Gwalior. A provision of Rs. 5 crore 70 lakh has been made for the current year. Moreover, by expanding the scheme a decision has been taken to run 10 boys hostels in rented buildings at block level.
Furthermore, the 50 seat Post Matric Girls hostels are functional in all the districts of the state to ensure that the girls of the backward class do not lag behind in the education field. Construction work of 500 seat Post Matric Girls hostel’s building is near completion in Indore. Moreover, 500 seat Post Matric Girls Hostels have been approved for Jabalpur, Gwalior and Bhopal. Similarly, 100 seat girls hostels have been sanctioned for Ujjain, Damoh, Bhopal, Gwalior, Raisen and Rajgarh District Headquarters. In this connection, a provision of Rs. 21 crore has been made for this year. In addition to this, approval has been given to run 10 girls hostels of 50 seat capacity in rented buildings at block level.
Chhatragrah Yojana
The benefit of Chhatragrah Yojana is given to 5 or more than 5 such students of backward class, who pursue studies at Tahsil, District or Division Headquarters and do not get hostel facility. The housing facility has been provided to total 738 students in 147 Chhatragrah during the last year. Similarly, housing facility is provided to 50 students, who get admissions in Higher education institutions situated in Delhi. A provision of Rs. One crore 80 thousand has been made for the current year.
Scholarship scheme for Minority
Scholarship is given by fixing quota of maximum 2 children of each family belonging to minority community, who are pursuing studies from class 1 to 10 under the Pre-Matric Scholarship Scheme of the Government of India. A target of 75 thousand 890 new cases has been set for the Pre-Matric scholarship for the state that include 61 thousand 253 Muslim students, 2 thousand 736 Christian, One thousand 942 Sikh, 2 thousand 772 Boddha, 7 thousand 274 Jain and 3 students of Parsi community.
Moreover, Post Matric Scholarship Scheme for higher education and Merit cum Means Scheme for pursuing technical and professional courses is under implementation to give boost to education. A target of one thousand 519 cases has been set under the Merit cum Means scheme for the current year that include one thousand 225 Muslim students, Christian-55, Sikh-39, Boddh-55 and Jain-145. For the Post Matric scholarship, a target of total 12 thousand 664 cases has been fixed. Under this, scholarship to 10 thousand 209 Muslim students, 456 Christian students, 324 Sikh, 42 Boddha, One thousand 212 Jain and to one student of Parsi community will be given.
Mukhya Mantri Swa-Rozgar Yojana
Economic assistance is also provided to youth of these categories to facilitate them to establish their own business in agriculture industry and service sector under the Mukhya Mantri Swa-Rozgar Yojana. Maximum bank loan up to Rs. 10 lakh and subsidy of 30 percent of the project cost towards the margin money or maximum subsidy of Rs. 2 lakh is given by the department. The subsidy of Rs. 27 crore 59 lakh has been sanctioned to 2 thousand 354 beneficiaries under the scheme last year. A target to give benefit of this scheme to 2500 youth of backward class and 500 youth of minority community has been set. In this connection, a provision of Rs. 30 crore and Rs. 6 crore 40 lakh has been made respectively.
Mukhya Mantri Arthik Kalyan Yojana
The Mukhya Mantri Arthik Kalyan Yojana was implemented from the last year for these categories. Under this, working capital of low cost to BPL Card Holders of poor category is provided. Maximum subsidy of Rs. 15 thousand on project costing Rs. 50 thousand is given under the scheme. The subsidy of Rs. 2 crore was given to the total 857 beneficiaries of these categories last year.
Ramji Mahajan Smiriti Puraskar
In commemoration of the Popular Leader Late Shri Ramji Mahajan of the backward Class, awards are given to persons, who give best performance while working for the upliftment and development of these categories. Total 16 social activists of backward class including 8 male and 8 female are honoured with the reward of Rs. one lakh and citation letters.
Alpsankhyak Seva Rajya Puraskar
In order to promote best social-national services and contributions of social activists of minority section are honoured every year with 3 awards viz. ‘Shaheed Ashfaque Ullah Khan Award’, Shaheed Hameed Khan Award and Maulana Abul Kalaam Azad Award. Each award carries a sum of Rs. One lakh.
Special efforts have been made in the state to enhance facilities for the Hajj pilgrims. The Hajj House has been constructed in Bhopal. A total of 3741 hajj pilgrim were sent from Bhopal last year. A provision of subsidy of Rs. 50 lakh has been made for the current year.-Window To News
