School Education Department Issues Time-Table for Rationalization
Bhopal: The School Education Department has fixed a time-table to ensure posting of teachers according to teachers’ posts approved in government schools of the state for rationalization. In this connection, the Secretary School Education Department has issued necessary instructions to the Commissioner Public Instructions, Commissioner Rajya Shiksha Kendra, Commissioner Nagar Palik Nigam and Chief Executive Officer District Panchayat.
Under the Right to Education Act in the State, provision has been made for posting of teachers in proportion to the number of students in government schools. There is provision for two teachers for 60 students, 3 teachers for 61 to 90 students, 4 teachers for 91 to 120 students, 5 teachers for 121 to 200 students and one Head Master in primary schools. There is provision of posting of teacher in 1:40 ratio for more than 200 children apart from a Head Master in primary school. In primary schools, posting of teachers would be according to approved posts of assistant teacher, assistant pradhyapak and contractual teacher category – 3.
Posting Policy Under Rationalization Process
Teachers will be posted in schools with vacant posts from the government schools where there is more teaching staff than the Right to Education Act. In the process of posting, surplus teachers will be posted from urban areas to rural areas. But in no case any posting will be done from rural area to urban area. Adhyapak cadre will be posted within the recruiter’s unit and the teacher cadre will be posted in schools with vacancies within the district. In middle schools, where Sahayak Shikshaks or Sahayak Adhyapaks are already posted, graduate Sahayak Shikshak or Sahayak Adhyapak’s will be posted for each subject. Sahayak Shikshaks or Sahayak Adhyapaks with Higher Secondary qualification posted in Government Middle School will be posted on vacant posts in primary schools.
The School Education Department, in its policy has also decided that the information about both deficit of teachers and posting of surplus teachers against approved post structure based on the enrollment of students in the schools will be updated and made public in the education portal. In case of any objection on any point in the education portal, an online application would have to be given to the concerned shikshak and adhyapak and a hard copy of the application will have to be sent to the Sankul Principal and Development Block Education Officer. A committee comprising Development Block Education Officer, Sankul Principal and M.I.S Coordinator from the B.R.C. office will consider the objection and provide a solution and release a report of the decision. The decision will then be displayed on the public domain of the education portal. Surplus adhyapaks, shikshaks posted in schools will be counseled at first and posted against vacant posts. Alternatives for 20 vacant posts will be obtained online from surplus adhyapaks, shikshaks.
Subject shikshaks will be counted on the basis of seniority and subject wise under the surplus category. Surplus shikshaks will be counted on the basis of seniority from the date of posting in the institution. Senior Shikshak will be considered surplus from the date of posting in the institute and removed. On being surplus, first Adhyapak cadre and then Shikshak cadre will be removed.
As per policy, in no condition surplus teachers will be posted in any school. In case more number of shikshaks are posted, the salaries of these shikshaks will not be disbursed. Posting of Senior Adhyapak, Adhyapak and Sahayak Adhyapak in the Adhyapak cadre will be done under the process in other schools within recruiting unit. Under no circumstance any adhyapak cadre will be posted from one unit to the other. The subject wise and seniority wise posting of surplus teachers through the education portal will be done in the following order. Men, women, male shikshaks whose retirement is due within a year, female shikshak whose retirement is due within a year, husband-wife both in government service, widow or legally divorced female shikshak, male shikshak appointed under disabled quota, female shikshak appointed under disabled quota, male shikshak afflicted cancer, brain tumour, kidney transplant, open heart or bypass surgery and paralysis, female shikshak afflicted cancer, brain tumour, kidney transplant, open heart or bypass surgery and paralysis.
In the primary order if there are more than one applicants in the same category, then the applicant who is younger will be considered surplus and removed. In each point, the adhyapak cadre first and then the shikshak cadre will be considered. Posting of surplus teachers will be done in other schools on vacant posts on the basis of 20 alternatives given by them on opposite order of priority. In case where alternative is not given, posting will be done through online portal on the basis of seniority in the opposite order of priority in single shikshak schools and schools without shikshaks.
Orders of surplus shikshaks will be generated from the education portal. Orders will be issued for postings under district, Sahayak Adhyapak, Adhyapak and Senior Adhyapaks after approval of District Collector as per proposal of District Education Officer and Assistant Commissioner Tribal Development by Chief Executive Officer District Panchayat, Commissioner Nagar Palik Nigam, Chief Municipal Officer, Nagar Palika Parishad, Nagar Panchayat and for Shikshak cadre by the District Education Officer. If the process of rationalization has been undertaken without abiding by any provision of the rationalization policy, then an appeal against the posting under district will be presented before the District Collector and it will be redressed with the approval of the District Minister in Charge. All postings will be done from April 15 to May 10, 2017.

Posts of contractual shikshaks and gurujis are not transferable. Posting policy will not be applicable on them. According to the notification of Panchayat and Rural Development Department dated 9.8.2016 the Chief Executive Officer, District Panchayat has been announced Recruiting Officer for Sahayak Adhyapak. In case of posting of Sahayak Adhyapak being surplus, posting will be done under District Panchayat instead of under Janpad Panchayat.
