Bhopal 10 March 2021: Effective action has been taken against the land mafia in Indore fulfilling the intention of Chief Minister Shivraj Singh Chouhan. In Indore, the people who were unable to obtain possession of their plots for several decades, are feeling relieved due to the clear instructions given by the Chief Minister Chouhan to take direct action against the land mafia. The common people are happy. In Indore, such an atmosphere has been created now that incomplete development works have been started by the builders in many colonies. Chief Minister Chouhan said that after seeing the work done in Indore, he feels that running the government has become meaningful.

The Chief Minister asked Indore Collector to give a presentation in this regard at the State-level Collector-Commissioners Conference. Indore collector Manish Singh said in the presentation that successful action has been taken to provide ownership of plots to eligible members of the cooperative societies and private colonies in Indore. There are a total of 858 cooperative societies. The number of societies against which complaints have been received is 128. There are 12 societies against which maximum complaints have been received and the number of disputed plot is about 10 thousand. The remaining 116 committees have about 5 thousand disputed plots. There are disputed plots in private colonies as well built by private builders. There are about twenty thousand disputed plots in Indore like this. The administration took a phased action in Indore under a strategy.

In the first phase, action was taken in 5 colonies in Indore, which have 3,578 plots and their value is about 7 thousand 500 crores. In the second phase, 7 colonies, with 6,342 plots, valued at Rs 14 thousand crore, were selected for action. In the third phase, the remaining 116 colonies, which have 5 thousand plots, worth 10 thousand 750 crore rupees were selected. In the first phase, 1,519 plots of 2 colonies, which are estimated to cost Rs. 3,250 crore, have been freed. This is a critical success.

The Collector said that many citizens were upset that they did not get possession of their plot. The administration took notice of the problems of the housing societies. It was learnt that the registry was done 30-35 years back, but the members could not occupy the plot that they owned. Other members faced problems as the occupation of their plots had been given by mafias to others or they were occupied by the society. The elections of the board of director were held without a transparent process and mafia goons-employees were elected in it. There was constant pressure on the members to sell their plots cheaply. There was a sale and purchase of plots. They were sold by the governing board without caring for the priority.

The society's land continued to be sold to others after consulting the Cooperatives Department or without consulting it. The presentation explained how the problems of the housing societies were resolved. For this, regular meetings were held with regional public representatives and members of the Sangharsh Samiti. From the meetings, information related to the society's lands, priority list, accuracy of the registry of the plots was compiled. A joint site inspection of the land of the Housing Society was done.

Work was done to give confidence to the apprehensive members of the society on behalf of public representatives, administration and police. After this, work was done in 3 directions involving the officials of Revenue, Town and Country Planning, Registrar’s Office and Cooperatives Department. The first team was given the responsibility to check all the registrations and prepare the priority list. The second team was given the responsibility of investigation and lodging FIRs in cases of illegal registries of plots carried out by the mafias. The third party was given the task to conduct cleanliness on the spot and prepare the lay-out and restore the old infrastructure.

The collector informed that for each society the leadership of each party was given to the SDM level officer and the monitoring of the three parties was done by the ADM level officer. It was informed in the presentation that the buyer was identified in cases of illegal registrations done by land mafia and it was also checked whether the buyer was involved in the crime of this illegal registry or ne had been cheated by the seller's society along with the buyer. An FIR was lodged against the accused in the police station who had cheated the members in collusion with the society.

Cleaning of the land of the society and layout marking

The collector informed that hundreds of dumpers of debris and garbage were removed from the spot with the help of the members of the Sangharsh Samiti and the Municipal Corporation. Action was taken to put a layout on the spot, so that the eligible members could be given possession of the land from the president of the society or the administrator. Sangharsh Samiti members got the necessary support of various departments to revamp the 20-30 year old infrastructure. The eligible members were given the plot that they rightfully owned, boundary wall and other construction works were carried out on it. With The registry of the plots of eligible members was done first so the strong statutory rights of these members on the plots were established. Transparency was adopted throughout this process. A supervisory committee consisting of five members, including 3 members of the society, along with MP and MLA representative was formed.

Private builders' colonies

Collector Indore said that about 5 thousand plots have been found to be disputed in this category due to unavailability of plots, incomplete development works, not taking necessary permissions from departments. In view of the current environment, private builders are resolving such disputes day-by-day, so that the public representative or any member of the administration does not lodge a complaint against them – Window to News
