2022-23 Budget is best example of financial management – CM Chouhan

Bhopal 09 March 2022: Chief Minister Shivraj Singh Chouhan said that the budget for the year 2022-23 has been prepared with the spirit of Sarve Bhavantu Sukhinaha: Sarve Santu Niramayaha which means (May all be happy, May all be healthy, May all be prosperous, May all be enriched. This is a good example of financial management. Finance Minister Jagdish Deora deserves to be congratulated for presenting such a budget with better financial management under adverse circumstances, this budget is welcome. Expressing his opinion on the budget, Chief Minister Chouhan said this to the media representatives in the assembly after the presentation of the budget.

Chief Minister Chouhan said that the growth rate of the state is the highest in the country on the basis of the data collected on current rate. The state has been successful in achieving a growth rate of more than 19.7 percent which is a big achievement for the state. The budget presented today is the budget for construction of Atmanirbhar Madhya Pradesh. This is the budget to fulfill the dream and resolve of Prime Minister Modi to build a glorious, magnificent, prosperous and enriched India.

Budget prepared on the basis of suggestions invited from general public

Chief Minister Chouhan said that this budget was not only prepared by economists and officials, but it has also been prepared on the basis of suggestions of the people. Several suggestions invited from the general public have been included in the budget. It is an omnipresent and all-encompassing budget. In the schemes of construction of infrastructure and welfare of people, care has been taken for balanced development of all the regions of the state like Bundelkhand, Vindhya region, Mahakaushal, Gwalior, Chambal, Malwa, Nimar, Bhopal etc. Justice has been done to everyone in the budget.

Special provisions for ration, housing, education and treatment of children
Provision of more than Rs 6 thousand crores for tapwater in every house

Chief Minister Chouhan said that this is a all-pervasive budget, as it is a budget for the welfare of the poor. Special care has been taken to ensure that the poor continue to get ration, to build a pucca house for every poor, to ensure that every poor has access to drinking water, and to provide better education to the children of poor families. Rs 10 thousand crore has been provided for housing construction in a single financial year, which is probably for the first time in history. The provision of an additional Rs 6 thousand crore in Jal Jeevan Mission for providing tap water to every household shows the resolve of the state government for the welfare of the poor. Chief Minister Chouhan said that adequate arrangements have been made so that the poor have access to treatment. Sambal Yojana is a boon for the poor. Special provision has been made for Sambal Yojana in the budget.

Availability of fertilizers, seeds and credit and special provision for millet mission and natural farming
Rs 20 thousand 27 crores for animal husbandry, horticulture, food processing, fish farming

Chief Minister Chouhan said that along with the welfare of the poor, this is also the budget for the welfare of farmers. Rs 7 thousand 618 crore have been given to the farmers in the crop insurance scheme. Earlier, Rs 3 thousand crore was provided to farmers in RBC 6-4. A provision of about Rs 15 thousand crore has been made for the continuation of electricity subsidy to the farmers. Along with this, arrangements have also been made for relief on crop loss. Be it millet mission or natural and organic farming, agriculture producer organization or promotion of crop exports, availability of fertilizers, seeds and credit for farmers or strengthening of cooperative institutions, budget for farmer, all the points have been taken care of. A provision of about Rs 20 thousand 27 crore has been made in the budget to encourage activities like animal husbandry, horticulture, food processing, fisheries.

Provision of Rs 84 thousand 512 crore in various schemes related to women in gender budgeting

Chief Minister Chouhan said that this is also a budget for the upliftment of women. A provision of about Rs 1400 crore has been made in Ladli Laxmi Yojana. Along with this, special arrangements have also been made in the Livelihood Mission for the economic empowerment of women. Kanya Vivah Yojana is being started again. Adequate provision has been made in the budget for development in every sphere of life including entrepreneurship. From the point of view of gender budgeting, a provision of Rs.84 thousand 512 crore has been made in different schemes of different departments.

Provision of Rs 57 thousand 803 crore for child welfare

Chief Minister Chouhan said that this budget builds a better future for the children. The state government had talked about child budget this year. A total provision of Rs 57 thousand 803 crore has been made for child welfare.

Chief Minister Chouhan said that special provision has been made in the budget for the welfare of weaker sections. Be it the poor of the general category or the persons belonging to Scheduled Castes, Scheduled Tribes, Backward Classes, the cooperation and welfare of all has been taken care of in the budget. A provision of Rs.19 thousand 20 crore has been made in the Scheduled Castes Sub-Plan, Rs. 26 thousand 941 crores has been kept for the Scheduled Tribes Sub-Plan. Similarly, there is a provision in the budget for the nomadic and semi-nomadic castes also.

Focus has been on employee welfare in the budget

Chief Minister Chouhan said that the budget has focused on the welfare of the employees. Dearness Allowance has been increased from 20 percent to 31 percent. This is probably the biggest increase ever made.

Provision of Rs 48 thousand crore for infrastructure construction – employment opportunities will be created

Chief Minister Chouhan said that the economy gets momentum due to infrastructure development. A provision of Rs 48 thousand crore for infrastructure will give impetus to the state’s economy. Special provision has been made for construction of roads, irrigation system, energy, especially renewable energy. Employment opportunities will be created by infrastructure construction.

Special emphasis on public health in budget

Chief Minister Chouhan said that special attention has been given to health in the budget. Adequate provision has been made in the budget for new hospitals, district hospitals, primary health centres, strengthening of wellness centers and schemes like Ayushman Bharat.
