Posting of 20 Thousand Surplus Teachers can be Done after Rationalisation in Govt. Schools

Bhopal: Commissioner Directorate of Public Instructions has described the rationalisation process being carried out in the School Education department as correct. He has also clarified the status in this regard. The rationalization process will help posting of about 20 thousand surplus posts in those primary schools where there are less teachers or no teacher. Commissioner Directorate Public Instructions informed that rationalization stands for sending teachers from schools which have surplus teachers in ratio of students to schools which have less teachers in ratio of students.

Currently there are 4224 primary schools of the School Education department which have no teacher and there are over 9 thousand 500 posts vacant in these schools, beside this is a requirement of over 17 thousand teachers in 13 thousand 536 primary schools. There are 17 thousand 273 primary and middle schools in the state which has surplus teachers in comparison to the number of students.

It may be mentioned that rationalization was carried out at district level in the past but in most of the district where rationalisation work did not take place effectively.

Keeping in view this, a decision to make this process online has been taken in the schools. A per the statistics received from online process, it is found that there are about 39 thousand teachers’ posts are vacant in primary schools on the basis of enrolment. There are 1860 head masters and 15 thousand 186 teachers are surplus in rural primary schools. Also 330 head masters and 3063 teachers are surplus in urban primary schools. A total of 4051 surplus teachers have been identified in 2491 middle schools of the state. 20 thousand surplus teachers can be posted in primary schools by this rationalization process.

Commissioner Directorate of Public Instructions has clarified that that this is the right time for rationalization. Admission process takes place in government schools starting from June 14 to August 12. During this period, activities mainly to prepare academic calendar and to fix yearly activities are carried out.

All the phases of online process work have been set to ensure full transparency. An option to update e-service book has been given to the teachers in this process and they have used this option to update information related to them. Interim list of surplus according to number of students and subjects has been issued through programming in primary and middle schools. In addition to this, online objections and hearing of objections by the committee chaired by the collector beside its redressal has been uploaded in PDF file. After this process, orders will be issued as regard to issuance of final list and posting of surplus teachers on the basis of option in zero teacher or single teacher schools through portal. A provision to appeal before the minister in charge is provided in case of any anomaly in these processes.

A list of surplus teachers has not been issued owing to non- updation of data in 89 tribal blocks and Satna district in the first phase. The department in its list issued on July 17 has found 14 thousand 721 surplus teachers in 11 thousand 416 primary schools and 3075 surplus teachers are found in 1634 middle schools. An option to present their stand on education portal in case of any objection has been given to the teachers till July 19.

Why Merger after Rationalisation

Currently posting of teachers will be undertaken first in schools which are teacher less or having single teacher. By rationalization teachers from schools which have surplus teachers in ratio of students will be sent to such schools which have fewer teachers in ratio of students. After completion of this process the actual status of vacant posts can be identified. Moreover, there is a provision to obtain no objection certificate from the local body in the merger. If no objection certificate is not issued towards merger by local body on time then the same will be considered as deemed permission on the basis of available data base.-WTN
