Prepare Report on Drought Status till September 30: CM Chouhan

Bhopal: Chief Minister Shivraj Singh Chouhan gave directives to take action for making the undisputed mutation, partitions and other complaints related to revenue cases nil by setting a target. He mentioned that Commissioners and Collectors should work in coordination to make the complaints related to revenue cases nil. It is an indicator of good governance. CM Chouhan released a new mutation book (Namantran Panji) on the occasion.

Chouhan while reviewing the division wise activities of the Revenue department in a high level meeting at Mantralaya today said that better redressal of revenue cases builds state’s image. He further told that the copy of Khasra Khatoni must reach at every house. Moreover, compensation amount of land acquisition cases should be solved immediately. Keep all the revenue records updated, he added.

Moreover, Chouhan instructed the officers to prepare a report on drought status in the districts according to the guidelines of the Union Government’s Drought Manual-2016 till September 30. Under this, status of drought will be analysed on the basis of guidelines like less rainfall, no rainfall continuously for a period of 4 weeks, lack of moisture in soil, reduction in ground water level, reduction in sowing area and depleting water level in reservoirs. He further stated that socio-economic survey on the status of affected people is possible only after this. Keeping in view the status of low rainfall, Chouhan instructed to prepare a scheme related to sowing of appropriate crops. While issuing directives for preparing a wide scale action plan for relief, he said that most of the amount for this will be received from the National Disaster Relief Fund.

Furthermore, Chouhan asserted that state should have its own indicators and guidelines to assess the drought status. Responsibility should be handed over by forming a drought management center. Efforts will be made in this regard. He mentioned that deliberations are being made to establish reliable arrangement to assess drought situation in the state.

CM Chouhan gave directives to the Divisional Commissioners to conduct survey for providing generous relief in the interest of the farmers. Prepare the scheme for all those districts in coordination with the District Collectors where sowing has not taken place and make efforts to provide maximum relief to the affected farmers of these districts. It was informed in the meeting that districts of Chambal, Gwalior and Sagar divisions are affected most whereas average rainfall has been recorded in the districts of Malwa and Mahakoushal.

Take Strict Action on Delay in Crop Insurance Process

Chief Minister Chouhan said that keeping in view the situation, get maximum number of farmers registered under the Mukhya Mantri Bhavantar Bhugtan Yojana. Giving instructions to work by making a complete strategy to double the farmers’ income, he said that Kisan Credit Card should be provided to all the farmers.

For ensuring registration of all the farmers under the Pradhan Mantri Crop Insurance Scheme, Chouhan said that a strict action should be taken against the persons delaying this work. He mentioned that the full benefit of the crop insurance scheme will reach the farmers when statistics related to crop loss will be uploaded on time. 

Honour those who Delivers Best

While issuing instructions for ensuring presence of Presiding Officers in Revenue Courts, Chouhan said to praise the work of persons delivering their best and also to honour them on Madhya Pradesh Foundation Day. Moreover, prepare a list of the persons who are not working properly. If they continue to become negligent than take action to terminate those officers and employees from the government services who have completed 50 years of age or complete 20 years services in the government. Chouhan stated that a new work culture will have to be developed by the officers and employees at lower level with their hard work. Chouhan further said that employees performing their best in people welfare should be awarded repeatedly. He mentioned that CM Helpline 181 and Public Service Guarantee Act are proved good administrative mechanism to establish good governance.

Make Jansunvai Effective

CM Chouhan instructed the Divisional Commissioners to make the Jansunvai arrangement more effective in the districts in their respective divisions. Start making efforts from right now to tackle the situation emerged from low rainfall. Ensure effective implementation for conserving water, potable water arrangements, to protect saplings planted at large scale, Pradhan Mantri Awas Yojana, Soubhagya Yojana and schemes like Ujjawala Yojana. Furthermore, he instructed to make available the amount paid under the Mukhya Mantri Gramin Awas Mission to the beneficiaries of Pradhan Mantri Gramin Awas Yojana. He asserted that to keep vigil constantly on ground situations of the implementation of ambitious schemes of State and union Government. Deliberating on Soubhagya Yojana announced by the Prime Minister recently for providing electricity at each house, Chouhan said that the Prime Minister has said that no village will be left without electricity till June 2018.

Make Model Digital Village

CM Chouhan instructed the Divisional Commissioners to pay attention on priorities. He issued directives to identify at least one village in the district to make it a complete model village under the direct benefit transfer system. Moreover, Chouhan also issued instructions for solving problems immediately being faced by the industries under the Ease of doing Business. He further mentioned that there is a need to review the list of the people under the below poverty line so that people who have come above the poverty, their names should be deleted. He also issued instructions for providing plots to all the landless poor for houses till May 2018.

Furthermore, Chouhan asked suggestions from all the Divisional Commissioners concerning proposed Sand Mining Policy of the state government. He instructed to pay special attention on Deendayal Rasoi, Gouvansh Suraksha and works related to displacement.

Minister for Revenue Umashankar Gupta, Chief Secretary B.P. Singh, Principal Secretaries to CM S.K. Mishra and Ashok Varnval, Principal Secretary Revenue Arun Pandey, Secretaries to CM Hariranjan Rao and Vivek Agrawal beside Senior Officers and all the Divisional Commissioners were present in the meeting.-WTN
