Over 19 Lakh 7 Thousand Farmers Registered under the Scheme in State

Bhopal: Bhavantar Bhgutan Yojana has been implemented in the state in order to provide security to the farmers from the declining prices of agriculture produces in the mandis. Keeping in view the expansion of area for pulses and oil seeds crops soybean, ground nut, sesame, ramtil, maize, moong, urad and tuar have been included on the pilot basis under the Kharif-2017 under the scheme.
Registration was carried out by 3500 primary agriculture credit cooperative societies and 257 krishi upaj mandis on the portal of Bhavantar Bhugtan Yojana between September 11 to October 15. Along with land record, adhaar card, samagra I.D., bank accounts’ detail and mobile number have been made mandatory for the farmers for registartion. Total 19 lakh 7 thousand 862 registrations have been made under the scheme. 16 lakh 8 thousand 745 farmers got themselves registered for 37 lakh 53 thousand hectare area in the state including 9 lakh 53 thousand 421 registrations for soybean crop, 36 thousand 954 for ground nut, 40 thousand 548 for sesame, 3205 for ramtil, 2 lakh 13 thousand 832 for maize, 12 thousand 762 for moong, 5 lakh 6 thousand 487 for urad and one lakh 653 registrations for tuar crop.
According to the area, registration of 22.75 lakh hectare area for soybean crop, 42 thousand hectare area for ground nut, 43 thousand hectare area for sesame, 4000 hectare area for ramtil, 3.87 lakh hectare area for maize, 2 thousand hectare area for moong, 9.91 hectare area for urad and 1.11 lakh hectare area for tuar crop have been registered under the scheme.
The state government has taken a decision in the interest of the farmers that the best average of 3 year crop cutting experiment out of 5 years of the district will be implemented in all the districts coming under the same agro-climatic zone. This could facilitate farmers to obtain benefit of quantity of better agriculture productivity scheme. On the other hand, productivity of specific crop would become possible in the districts falling under the same agro-climatic zone. On the basis of registered area and average productivity, the total estimated crop arrival is 58.65 lakh metric tonne under the Bhavantar Bhugtan Yojana, under this the farmers will avail the benefit of 36.38 lakh metric tonne soybean, 81 thousand metric tonne ground nut, sesame 4000 metric tonne, ramtil 2000 metric tonne, 12.27 lakh metric tonne maize, 8000 metric tonne moong, 6.96 lakh metric tonne urad and 1.29 lakh metric tonne tuar under the Bhavantar Bhugtan Yojana.
It may be mentioned that under the Bhavantar Bhugtan Yojana, the selling period of 7 crops was fixed from October 16 to December 15, 2017 and February 01 to April 30, 2018 was fixed for tuar. Keeping in account the arrival of maize and soybean crops in the mandis , the Farmers Welfare and Agriculture Development Departments has extended the selling period of soybean crop in the mandis in place of October 16 - December 15, 2017 to October 16 - December 31, 2017 and for maize from October 16 to January 31, 2018 in place of October 16 to December 15, 2017. Instructions have been issued to all the district collectors for keeping proper monitoring on the implementation of the scheme. District level monitoring team under the chairmanship of Deputy Collectors and divisional monitoring teams at divisional level under the chairmanship of Joint Director of Farmers Welfare and Agriculture Development have been constituted.
Farmers have been told to bring along registration slips mandatorily at the time of selling of their agriculture produces under the scheme. Task force of agriculture experts, mandi officers and I.T. experts has been formed in the mandi board which is reviewing the data of rates of each mandi being uploaded under the Bhavantar Bhugtan Yojana very intensively and minutely. Data monitoring officers have also been appointed for this activity. After the auction, sale certificate of the agriculture produce is being provided to the registered farmers under the scheme.
Arrival of various crops and mandi rates are being considered daily in the state since August One 2017. Analysis of average model rates of 8 crops of the state and other states’ rates are also being carried out by the experts. Leaving apart sesame rates, the rates of remaining other 7 crops are less than the minimum support price in other states in comparison to rates of the state. During the last one month in the state and other states, rate of soybean between Rs. 300 to 500 per quintal, urad between 2000 to 3000 per quintal, tuar 2000 to 2200 per quintal, moong between 1000 to 1500, maize between 200 to 300 per quintal and ground nut between Rs. 700 to 1000 per quintal less than the minimum support price are prevailing in the mandis. Under the Bhavantar Bhugtan Yojana, after the selling period in the mandis, the model average selling rate will be calculated with model average rate of the state beside 2 other states. Under the scheme, if the crop is sold by the farmers on rate between the minimum support price and prescribed model selling rate then the difference of minimum support price and selling rate of the farmer will be deposited in the bank account of the farmer. If selling rate of farmers’ crop becomes less than the model selling rate then the difference between the minimum support price and average model rate will be deposited in the bank accounts of the farmers under the scheme. Bhavantar Bhugtan Yojana has been implemented in the mandis on better quality (F.A.Q.) and non-better quality of 8 agriculture produces.
Constant monitoring is being made from October 16 to 23 under the scheme. Bhavantar Bhugtan Yojana has been implemented in Madhya Pradesh first in the country. This scheme will prove to be a protective shield for the farmers to ensure reasonable rates of pulses and oilseeds crops.-Windowtonews
