JULY 17 (WTN) - If you are 'accustomed' of drinking and driving, enjoying of over speeding, talk on mobile while driving or drive a two-wheeler without wearing helmets; then you will now have to pay a 'sturdy' penalty for all these crimes. Why all this? Let’s give you complete information about this. Actually, a new motor vehicle amendment bill has been introduced in the Lok Sabha to impose a 'rein' on road accidents. The Government argues that due to the increase of penalty in violation of the traffic rules, there will be a 'fear' among the people, which will make people in 'habit' of driving with caution.
For your information, let you know that driving licenses are most commonly issued in India. According to the information, 30 per cent of the driving license in India is bogus. The Government's ‘effort’ is to scale down the bogus driving license. Now the Modi Government has introduced a new Motor Vehicle Amendment Bill to reduce road accidents. The Government says that the purpose of this bill is to 'secure' the lives of people by reducing in road accidents. It has been observed that people in India run vehicles with very negligence, due to which road accidents happen. To overcome road accidents happened due to carelessness, the Government is soon going to affect stringent provision to reduce road accidents.
In the new Motor Vehicle Amendment Bill,
There is a provision of Rs 10,000 fine instead of Rs 2,000 on drinking and driving. At the same time, Rs 1,000 fine can be imposed on without helmet driving and driving license for three months can be seized. The penalty has been increased from Rs 500 to Rs 5,000 on driving without driving license. If one drives over speed, then the penalty has been increased from Rs 500 to Rs 5,000 for this crime.
At the same time, there will be a fine of Rs 1,000 for not wearing a seat belt, whereas earlier this penalty was only 100 rupees. If you are caught driving while talking on mobile, then you may have to pay a fine of Rs 5,000 for this instead of 1,000 rupees. There is a provision in the new bill that if the driver does not give way to an emergency vehicle, then there is a provision for a penalty of Rs 10,000 for committing this crime for the first time.
It has been observed that minors are allowed to drive by their guardian in India, which causes accidents many times. There is a provision in the new bill that if a minor is caught driving, then the guardian or owner of the vehicle will be treated as guilty. In this new motor vehicle bill, there is a provision of 3 months of jail and a fine of Rs 25,000 for this crime. Not only this, if a minor is found driving, then the provision of 'cancellation' of registration of the vehicle is in the bill.
The government has also fixed some 'responsibilities' in the new bill. There is a provision for imposing penalties on the contractors for design, construction and maintenance of wrong road has been made in the bill. If the contractor is found guilty in such case, then it is proposed to impose a fine of one lakh rupees. The new bill is proposed to increase compensation for the families of those killed in a road accident. Now the families of the deceased in the road accident will get Rs 5 lakh as compensation. There is a proposal to pay Rs 2.5 lakh to the seriously injured in road accidents.
For your information, let you know that this matter is a 'concurrent list’; the State Governments will be free to 'reshuffle' in the bill. This new bill has been approved by the Transport Ministers of 18 states. The Joint Committee of Parliament and the Standing Committee have also considered the bill, after which this bill has been introduced in the Lok Sabha.
Now it is necessary to see whether this bill is passed in the Rajya Sabha or not? It is also important to see, will there be a shortage in road accidents after the new strict rules of road safety? If this new law reduces road accidents in the country, it can be credited to the Modi government.
